WRD-Citizen-Charter-1.Pdf CITIZEN’S CHARTER FOR WATER RESOURCES DEPARTMENT, GOA Irrigation Department was created in the year 1980 with the intention to optimise utilisation of available water resources of Goa. Earlier it was looked after by some Divisions in Public Works Department even prior to liberation of Goa from Portuguese rule. In the year 2000, the Irrigaion Department was renamed as Water Resources Department. Water Resources Department provides infrastructure facilities, deals with Minor Irrigation, Major and Medium Irrigation projects, wells / bore wells, bandharas, Tanks, flood protection, Anti- sea erosion measures and removal of drainage congestion, construction of field channels, Development of command area lands, and formation of Co- operative Societies under various schemes under Command Area Development Authority. Water Resources Department also enlist the contractors for executing various works proposed by the Department. The department also issues N.O.C. for drawing the water from canal/ river/ nallah and looks after distribution of water to the fields. Water Resources Department also undertakes the responsibility of training the farmers for their participation in the irrigation management and also provides the facility to improve marketing facility for agriculture produce in the command area. Goa Tillari Irrigation Development Corporation is a part and parcel of W.R.D. and established to make a special provision `for mobilization of resources for completion of the ‘Tillari Irrigation Project’ a joint venture of the Government of Goa and the Government of Maharashtra in time bound manner and or that purpose to establish the Goa Tillari Irrigation Development Corporation and for purposes -connected with the matters aforesaid. Water Resources Department is headed by the Chief Engineer with its Office functioning at Junta- House, Second floor, Panaji . The Water Resources Department implements Schemes for construction of wells for irrigation purpose under Minor Irrigation (through out) Goa and under Western Ghat Development programme in three Talukas i.e.Sattari, Sanguem Canacona for group of farmers and under Irrigation wells scheme (subsidy)for indiviual/Group of farmers (Please refer Notification No. 80-1/CE-DWER-EO/2001- 02/1394 dt.24/1/2004.at Appendix-VII)The beneficiaries are requested to refer Circular No.25-2/SE-CPO-DWR/2002-03/454, dated: 17th, December, 2002 as Appendix - I. Apart from these natural hazards there are chances of man-made disasters like major fire, industrial accidents, terrorist attacks etc. Goa being a small state has 2 Districts namely North Goa and South Goa and it comprises of 11 Talukas. The total area of the state is 3700 Sq. km having a population 13, 43,998 with 50.23% living in rural areas and 49.7% of the population residing in urban areas. The aim of this project is to formulate the District Disaster Management Plan, North Goa, in the context of Preparedness/ Mitigation, Incident Response System & Rehabilitation from natural disasters. This Plan should be useful to tackle the multi-hazard vulnerabilities to population buildings livestock crop area, industries, civil facilities and infrastructure and should be based on the factors like ever-growing population, the vast disparities of income, rapid urbanization, increasing industrialization, development within high risk zones, environmental degradation, climate change, state and national security, economy and sustainable development. The objective of the District Disaster Management Plan, Goa is to facilitate execution of activities for prevention and preparedness, response operations, coordination, rehabilitation and community awareness and involvement. In preparing the Plan, the existing manual has been studied; the prevailing documents and various stakeholders were consulted.

Just grab the land, build on it(after making pretences that your structures are temporary) and then forget it. 1 Introduction Tourism in Goa has largely been and still remains ‘Beach tourism’. The beaches in Goa have been exploited to the hilt. Over 90% of domestic tourists and 99% of international tourists visit and reside along the beach front. 2 The packaging of Goa as a major international tourist destination is still actively underway, even though the number of tourists visiting Goa has exceeded the region’s carrying capacity, bringing about a steady and relentless degradation of the natural environment as well as a deterioration of the social and cultural fabric. Tourism, now is Goa’s Primary Industry. It handles 12% of all foreign tourist arrivals in India. Goa receives more tourists per annum than its total residential population (refer T.No.1, as per govt. sources, the population of Goa for the year 08-09 was 13.48 lakhs)3 The decisive issue facing any tourism destination is the benefit – cost ratio. This has never been calculated in the State. Destruction of the environment on the scale occurring in Goa can only be justified if the returns from any industry are such that they lead to enhancement of prosperity, provision of employment and reduction of poverty levels, since poverty is described as the greatest threat to environmental protection.
