CMAC ANNUAL DEMINING ACHIEVEMENT REPORT

JANUARY – DECEMBER 2018

1. General Situation

Landmine and Explosive Remnants of War (ERW) problems in occur across the country and present a constant risk and area real barrier to development in both countryside and town, especially for agricultural activities in rural areas. Most of the infrastructure and resources that were broken during the civil war need to be restored and strengthened to assist in developing all parts of the agriculture and natural resource sectors.

CMAC, as the national humanitarian demining operator, is working hard on this matter in order to save lives and support development of Cambodia. Today, CMAC continues to undertake a number of bilateral and counterpart projects in order for supporting its demining management plan, as set out in the annual integrated work plan 2018, as well as in CMAC’s 5-year strategic work plan from 2015-2019.

However, from January to December 2018, consist of 234 working days, were assigned and limited for all CMAC Demining Unit (DU), Technical Institute of Mine Action (TIMA), and Development Demining Unit (DDU) and

CMAC Central Head Quarters to respond the demining tasks to all communities’ needs, local authorities, stakeholders, Royal Government of Cambodia and NGOs for safe environments, development and risk reduction from the threats of landmines/ERW in Cambodia. Within this period, 131-day was for public holiday, weekend and compulsory annual leave days.

2. Deployment Tools (Asset)

From January to December 2018, CMAC demining resources were assigned to the various CMAC’s Demining Unit, Head Quarters, Development Demining Unit (DDU) and CMAC Technical Institute of Mine Action (TIMA) at the target provinces. The Demining Unit 1 covers for the province of Banteay Meanchey, Demining Unit 2 covers on 2 provinces of and Pursat, Demining Unit 3 covers on , Demining Unit 4 covers on the provinces of

Siem Reap and Kampong Thom, Demining Unit 5 covers on 8 provinces of Kamp ong Cham, Tboung Khmom, Svay Rieng, Prey Veng, Kratie, Steung Treng, Mondul Kiri and Rattanak Kiri, Demining Unit 6 covers for the provinces of Preah Vihear and Oddar Meanchey, TIMA covers for and the latest, CMAC Central Head Quarter covers for the provinces of , Kandal, Kampot, Takeo, Kampong Speu, Preah Sihanouk and Koh Kong.

However, all CMAC demining teams are still working to support many landmine/ERW highly prioritized clearance areas and tasks selected through the National Planning Mechanism, often refers to as MAPU and PMAC processes, as participatory and bottom up approach methods to mine action planning; and urgent humanitarian and development supported tasks requested by local

authorities and mine/ER W affected communities. The following table 1 is showing us the demining tools (asset) that are mobilized for each Demining Unit as of December 2018.

. MRD#01 was formed up and deployed the operations in DU#6 under APOPO project from 01 November 2018.

. TSC#16 and BC#22 of former DU6 under CCL project were transferred to DU6 for APOPO project from01 November 2018.

. CBMRR-PC was appointed to deploy working in DU#6 for APOPO project from 01 November 2018.

. MPL#137 of former DU#2 under CFR-16 was demobilized from CMAC Deployment Plan from 01 November 2018.

. TSC#20 of DU4 under APOPO project was moved and dispatched to work at DU#6 for APOPO project from 15 November 2018.

. 3TSC(TSC#07, 08 &21) and 2BC(#13, 23) are still not working and keep at TIMA under CMA-18 by waiting for new project.

. TSC#19 of former DU1 under CFR-15 project moved to TIMA for refresher course 01 December 2018 and then move to other project next year.

. MPL#130, BC#08 (Top Up) and BAC#19 of former DU2 under CFR-16 project moved to TIMA for refresher course 01 December 2018 but MPL#130 was demobilized and then move to other project next year.

. NTS#02, 03 and NTS#14 of former DU4 under NTS/BSL project moved to TIMA for refresher course 01 December 2018.

Anyway, during the report in 2018 signaled some changes in the CMAC’s deployment. 3 ERW/Cluster Munitions Survey teams (ESC) have been formed up and deployed at DU4_CCL project and other 3 Chemical Remnants of War Survey teams (CRWS) have been formed up and deployed at HQ_CCL project (Svay Rieng) since 15 May 2018. Mine Detection Rat (MDR#02) has been formed up and deployed at DU6_OPOPO project since 01 November 2018.

Note:

 3 Non-Technical Survey/Based line Survey were deployed to provide the reclamation and cancellation services in DU1(2team) and DU2 (1teams) from 01 March to 31 August 2108 and then these teams moved to work at DU4 from 01 September to 30 November 2018.

 3 ERW/Cluster Munitions Survey Teams (ECS#01, 02, 03) have been created and deployed the operations at DU4_CCL since 16 May 2018 until 15 May 2019.  3 Chemical Remnants of War Survey Teams (CRWS#01, 02, 03) have been created and deployed the operations at HQ_CCL since 16 May 2018 until 15 May 2019.  Mine Detection Rat (MRD#02) has been created and deployed the operations at DU6_OPOPO since 02 November 2018 until 31 July 2019.

3. Summary of Progress Achievement

The progress achievements, from 01 January to 31 December 2018, were ranged from the delivery of large scale mine clearance, community development, grass roots community education activities, and international training programs to cutting edge technological research. Up to December 2018, CMAC has achieved significant operational clearances, which are described below:

 In school children: 136,889 persons,  Out-of school children: 58,596 persons

 Number of villages visited: 5,964 times  Number of MRE session: 16,987 courses  Number of household visited: 109,303 households

4. Land Release Achievement Analysis for January-December 2018 From January to December 2018, at least 88,666,546m² of landmine/UXO areas have been released throughout the country. This includes 48,775,372m² of minefield areas, and 39,329,957m² of UXO field areas and 561,217m2 of areas cleared as called Survey and Spot Check for Safety without sketches, which is 95.46% compared to yearly target of 92,880,000m² in 2018. In total from January – December 2018, all teams were able to release 88,666,546m², while the total accumulative progress for the same period in 2017 is 104,052,429m2 that is 14.79% less than the progress of yearly progress in 2017. The below Chart.1 is presented the yearly target Vs progress achievement accomplished in 2018.

Anyway, during the yearly progress report, in response to this land release as mentioned above; at least 7,937 AP mines, 73 AT mines, 108 IMP and 37,375 ERW were found and destroyed safely.

By comparing these items (mines and Explosive Remnants of War) which were found and destroyed for 1 year (As of 45,493 items) to the annual target in 2018 (as of 50,000 items), it is 90.99%. The Chart.2 below is presented the devices found and destroyed by comparing to yearly target of mine/UXO in 2018.

There were 234 working-day in 2018, the mobile platoon and mobile team lost at least 0.85 working days because of the movement of teams to the new minefields, attended the meeting, technical working group, receptions of delegations and/or guests who visited the minefields and public holiday as mentioned in page 1, that are the cases of losing working days and progress during the reporting period as below Table 5.

6. Activities Output

a) Completion Minefield in 2018:

During the reporting period, all Demining Units completed at least 777 mine/ERW fields. All completed mine/ERW fields have been handed over to the local authorities and communities for productive purposes in accordance with their requests. Among those minefields cleared, it shows the number of beneficiaries as shown in table 6:

b) Number of Minefield and Socio Beneficiaries in 2018

CMAC mine action activities contribute significantly to the country in terms of mine/UXO casualty reduction. They also contribute to the enhancement of livelihood, settlement, socio-economic and infrastructure activities for individual and also for the affected community development so as to meet the National Strategy in poverty reduction. Without demining, most development activities cannot be taken place caused by landmine and UXO contamination. Therefore, the CMAC’s mine action activity is still at the top important issue and requirement of the Royal Government of Cambodia to assist Cambodians’ people and develop its

country as well without the threats of mine/ERW.

Similar to previous years, socio-economic benefits gained in 2018. In total, land and ERW clearance in 2018 benefited in total amount of 95,459 families, which included 9,598 families directly and 85,861 families indirectly.

A large portion of the cleared land is used to support development, resettlement and agriculture activities, and a small portion goes to humanitarian and emergency purpose. There were 4 categories of land use, after land clearance in 2018 and cleared land allocation in square meters and percentage is shown in table 6.

c) Land Released Productivities from January up to December 2018

The overall progress achievement from January to December 2018 was 88,666,546m², which 4,920,342m² was released as C1 and 21,714,754m² was released as C2 and 61,470,233m² was released as C3 and 561,217m² was released by of areas cleared as called Survey and Spot Check for Safety without sketches

respectively.

In addition to this, at least 22,660 items of Mine/ERW, (6,588 APM including 108 Improvised Mines), 39 Anti Tank mines and 16,033 ERW) were found in the affected landmine and UXO contamination areas to destroy safely. And it should be noted that these figures (mine/UXO found) as mentioned above are not included with the number of devices found and destroyed by EOD teams during the reporting period.

The below table 7 is providing a summary of productivity achieved during the reporting period and implemented by all Demining from January to December 2018.

d) EOD Team Operational Achievement

During the report period, CMAC deployed 5 EOD teams at CMAC Technical Institute of Mine Action (TIMA) and CMAC HQ Phnom Penh but there are other demining tools to EOD jobs so-called BAC, TSC, ERWI, BAC-MTT …etc they were deployed at DU1, DU2, DU4, DU5, DDU and CMAC Headquarter to collect and destroy mine/ERW reported by local authorities, local people, policemen and NGOs. They did this to provide a safe environment free from the threat and fear of mines and ERW in the country. Regarding this activity, those teams achieved the following results:

By the way, in results to compare the number of requests (EOD calls) from January to December 2018, it is 40.90% lower than yearly target plan 2018 (as of 9,000 requests). They did this to provide a safe environment from the threat and fear

e) Mine Risk Education and Reduction (MRE)

In addition to the landmine and UXO clearance as called land release, CMAC also deployed 29 CBMRR District Focal Point (DFP) throughout the country to conduct mine risk education and reduction (MRE) activities directly to local and vulnerable people who are living in mine/UXO affected areas to understand as well the mine and UXO incident, threatening and stay away for individual and family safety, especially to avoid from any tampering on unknown items. 5 District Focal Point (DFP) networks in DU1 and 16 District Focal Point (DFP) networks in DU2. However, the remaining

CBMRR, demining teams and platoons are still doing their tasks as well to conduct MRE to local communities, authorities and NGOs staff. Regarding this, at least 16,987 MRE sessions to 663,384 audiences, and 109,303 visited households and collected 2,634 community's requests, were carried out by all CBMRR and demining platoons and mobile teams during the reporting period from January to December 2018. The below Table 9 provides an overview of details MRE outputs.

Regarding the Table 10 above, the actual progress from January to December 2018 is 88,666,546m². If this is compared to the overall CMAC yearly clearance target (as of 92,880,000m2) in IWP 2018, it presents 95.46% and or it is 4.54% lower than yearly target in IWP 2018. But if this progress of 88,666,546m² is compared to the CMAC Yearly Actual clearance target (as of 75,130,000m²) for the same period in 2018, it presents at least 118.02% and/or it is 18.02% higher than the Actual CMAC yearly clearance target 2018.

3) Progress Achievement by Demining Units

The purpose of setting out the planned target to all Demining Units is for CMAC Internal Monitoring activity at CMAC Senior Level and also to reflect progress achievement against the annual work plan based on existing projects, project target, demining resources, clearances techniques and methodologies of CMAC. However, DU4 had planned resources more than actual resources the beginning of 2018 and TIMA activities focused on training. Otherwise, each Demining Unit was not set out the same standardized figures (Planned Target), this due each Demining Unit consists of different projects, resources, timeframe and budgeting to perform at different terrain and locations. Regarding this, the table 11 below shows us each Demining Unit progress achieved against the planned target of each DU, starting from January to December 2018.

Even achievement reached the IWP target 2018 but some reasons are encountered during the performing period for some DUs that made them unachievable the clearance achievement against IWP target 2018 as the following points:

1. Some MPL and Teams of DU3 moved out and redeployed in other DUs at the end of August 2018.. .

2. 9 Teams (2EDD, 2BAC-MTT, 5BAC-S) of DU5-USA21 were decreased the end of February 2018 because shortage fund to support them.

3. DU6 deployed operations 15 May 2018 to 16 May 2019 under CCL project, from January to May 2018 no operations because of fund to support.

4. Throughout the year 2018, this due to seasonal factor, minefield terrain, demobilization, movement and refresher training.

4) Progress Achievement by Project:

In addition to the progress by each DU and by demining tools, CMAC is still implementing and recording the progress by each project including the bilateral and earmark projects. Regarding this, the two different projects hereinafter called (the Clearing for Results “CFR11”) at DU1 and (the Clearing for Results “CFR12”) at DU2 and other projects are presenting as below table 12:

5) Operational Factor Analysis:

Regarding the above progress mentioned, there have some more relevant reasons that made the productivity did not achieve the clearance target for 12-month period as the following:

1. Fragment Contamination (FC), in total 1,863,201 pieces found over a cleared area of 88,666,546 m². This is 0.02 pieces per square meter. In percentage of technical terms, it is:  91.74% of land cleared had only light fragment contamination, in the operational areas of all DUs,  08.26% of land cleared had medium fragment contamination, in the operational areas at all DUs,

2. The presence of personnel at work, in total (214,483 person-days):  90.34% of total field personnel were present at work  2.12% of total field personnel were assigned to attend CMAC training courses,  0.52% were on mission,  2.56% were on taken annual leave,  0.67% were on sick leave,  0.09% were on compensation leave  0.35% were on maternity leave  0.30% were on leave without pay  0.02% were on leave without permission,  1.90% were shortfall field personnel,  0.09% were absent ,  0.21% were on obligation leave (to work out of the project temporarily…etc),  0.82% were absent for other reasons

3. Working Hours, in total (183,799 hours-days):  77.78% of total times were working hours  0.77% of total times were the raining period,  12.70% of total times were the travelling hours,  1.78% of total times were the maintenance periods of all BC and DM teams,  0.36% of total times were the repairing hours of all BC and DM teams,  0.07% of total times were waiting periods to get spare part for repairing some BC and DM teams,  0.11% of total times were the movement or replacing accommodation and transportation of goods; and BC or DM to the new location,  6.42% of total times were other reasons and or moved BC to assist other development.

4. The Mine Detectors, in total (149,592 mine detector-days):  64.33% of all mine detectors (MD) were actually used for the operations.  35.67% of mine detectors were not used due to deminers being absent or on leave, or detectors broken and being sent for repairs at the CMAC Central Workshop in Battambang province,

5. The mine detection dogs (MDD), in total (8,608 mine detection dog-days):  69.71% of all mine detection dogs (MDD/EDD) were actually used for operations.  15.95% of mine detection dogs were assigned to attend refresher training at the CMAC TC and  8.92% of mine detection dogs were sick and had to be treated at the CMAC Training Center.  5.41% of lack mine detection dogs.

6) Other Reasons Affecting Operational Progress:

a) Adherence to work plan

. During the reporting period from January to December 2018, all DUs are still improving the Land Release Techniques, Process and methodology to eliminate the mistakes to their demining teams in terms of correction and prevention of any misunderstanding and technical aspects so that to urge them work well, speed up operations and progress to meet the planned target of CMAC Annual Work Plan as set out of the year 2018. . DU1 and DU2 are continuing to perform their operations smoothly on the Land Release Techniques, Process and methodology with a good result for all projects without any critical issues occurred during this reporting period.

b) Collaboration with others

. At least 777 mine/UXO-fields have been fully completed and handed over to the land owners and local communities for productive purposes at Banteay Meanchey, Battambang, Pailin, Pursat, Siem Reap, Oddar Meanchey, Kampong Cham, Kratie and various provinces in collaboration with the local authorities, MAPU and CMAA in doing the QA/QC activities before releasing land safely. In addition to this, during the reporting period all DUs have also cooperated with MAPU, local authorities, NGOs, stakeholders and other development partners in Banteay Meanchey, Battambang, Pailin, Pursat, Siem Reap, Oddar Meanchey, Preah Vihear, Kampong Thom, Kampong Cham, Kratie, Prey Veng, Svay Rieng and southeastern to collect the mine/UXO clearance requests for their next clearance planning.

c) General Challenges on CMAC Operations in 2018

Even achievement reached the target of Integrated Work Plan (IWP 2018), but some reasons are occurred and encountered during the performing period at some DUs that made them unachievable the clearance output against the target of IWP 2018. Those following points are as below:

Demining Unit 1:

Demining Unit (DU) 1 did not reach the target of 12- month work plan in 2018 because of some mobile platoons and teams under the project of Clearing for Results (CFR) were closed their operations before 31 December 2018, and then moved out to work at another projects since earlier of the month of October 2018. and including some obstacles as below:

. Having heavy rain and flood at some minefields in Banteay Meachey province that caused deminers are difficult to walk on foot and work in flood condition across the minefields. . . From year to year, the minefields are far away and it is very difficult to access for working during raining season. . Some operational material/equipment is broken much and older that needs to replace as soon as posible. . Deep search detectors are old and loose its camlocks.

Demining Unit 2:

. Having often raining at minefield areas. . Almost minefields are dense vegetation. . Some areas were mineralized soils. . There was a lot of fragmentation. . Some operational material/equipment such as grass cutters and hand cutting tools are broken.

Demining Unit 3:

CMAC set up its One Year Integrated Work Plan (IWP 2018) from January to December 2018 for the Demining Unit 3 that included 2 Brush Cutter Teams (BC) consist of 9 staff per team, 1 Mobile Platoon (MPL) consist of 27 staff, 1 Battle Area Clearance (BAC) consist of 5 staff, and 1 Short Leash Dog (SLD) consist of 10 staff, but actually 2BC teams were deployed on the ground operation from January to May 2018, and another 1MPL, 1BAC and 1SLD were deployed to field work at the beginning of March 2018. In totally, all those teams were fully working from March 2018 and ended the project by 31st August 2018 that made Demining Unit 3 could not reach its Plan Target of 2018.

Demining Unit 4

The clearance achievement at Demining Unit 4 is over target plan for 12 months due to getting more additional demining teams to deploy under the project of Counterpart fund (as called the project of The China-Aided Cambodia Landmines Elimination “CCL”) from the Cambodia-Chinese Government at the mid of May 2018, even though having seldom good seasonal factors (weather) and bad terrain condition for the most minefields and including some obstacles as below: . Having often raining at minefield areas . Almost minefields are dense vegetation. . Some areas were mineralized and magnetized soils. . Some fields are the plateaus.

Demining Unit 5:

Due to the fund constraints and shortfall at Demining Unit 5, 9 Technical Teams included 2 Explosive Detection Dog (EDD), 2 Battle Area Clearance-Multi Technical Team (BAC-MTT) and 5 Battle Area Clearance-Small (BAC-S) under the project of USA were demobilized and moved out from this project at the end of February 2018, and were allocated to another projects within CMAC at various Demining Units. Based on this movement caused the Demining Unit 5 could not reach its planning target of IWP 2018 and including some obstacles as below: . Heavy raining to interrupt operationally clearance activities of all demining experts. . Dense vegetation, solid and rocky soil and mineralized soils are affect to mine detectors in some areas. . Having much insects in some UXO fields to disturb operational clearance speed. . The ERW requests from local authorities were not taken place on time due lack of EOD teams

Demining Unit 6:

The clearance target set out for Demining Unit 6 is 9,960,000m² for the period of one year operational planning from January to December 2018, but there was actually no operational manpower to work from January to May 2018. This is due the fund constraint without a donor’s support for DU6. However, the green light from the Counterpart fund supported by the Cambodia-Chinese Government (as called the project of The China-Aided Cambodia Landmines Elimination “CCL”) at the mid of May 2018, some demining teams were deployed to work under the command and control of Demining Unit 6 at the provinces of Preah Vihear and Oddar Meanchey from June to December 2018 that made the Demining Unit 6 could not reach its planning target of IWP 2018 and including some obstacles as below:.

. Having often raining at earlier of year 2018 . Almost minefields are dense vegetation. . Some areas were mineralized and magnetized soils.

Technical Institute of Mine Action (TIMA)

There was a movement of 3 Explosive Remnants of War Intervention Teams (ERWI from the Technical Institute of Mine Action (TIMA) to work in on March 2018 under the command and control of Demining Unit 4, but TIMA is still reaching its achievement over the planning target. This due receiving in time the Counterpart fund supported by the Cambodia-Chinese Government (as called the project of The China-Aided Cambodia Landmines Elimination “CCL”) at the mid of May 2018 and start operating in June up to December 2018.

MDD/EDD Program at TIMA:

. No any female dog showed heating sign for breeding. . Heavy rain affected dog training at training fields.

. Some dog materials at the fields are damaged and old condition that needs to replace as soon as possible.

In general, there were more often raining at the beginning of year 2018 across the country that was affecting and difficult to access mostly the minefields throughout country. This affected factor caused the demining productivity for all Demining Units did not reach the planning target as set out in IWP 2018.

In addition to the above reasons, in 2018 having a lot of CMAC demining experts and Senior Technical Staff at all levels were obligated to get retirement that caused the productive manpower was losing during the reporting period and it is also a lot of square meters were disappeared from the expected output.

Safety and Occupational Health

- During the report period from January to December 2018, Demining Machine Team#04 of PCD-JMAS project at DU1 hit Anti-Tank Mine (ATM) and exploded on minefield ID#BS21919B, GR:235631E/1498333N, located in Banteay Ti Mouy village, Toul Pongro commune, district, Banteay Meanchey province on 11th January 2018 around 10:05am. Nobody injured, but damaged on tracking chain, hydraulic hose and electric systems of Demining Machine.

- In 2018, there were neither critical issues nor mine and UXO incident for all CMAC Demining Experts during the period of operations across the country at all DUs, especially the safety principle and staff healthy were strengthened and suffused to all mobile platoons and teams about SOP, sanitation, epidemic diseases and food prevention.

d) General Positive Factors and Opportunity on CMAC Operations in 2018

However, beside the above obstacles and challenges in operations, we found that there were some positive factors and opportunity for CMAC to run operations smoothly during the reporting period as below:

- Even though 3 projects of the Clearing for Result (CFR) had been deployed their manpower in different tools/assets and stages by ending their mandates without on-going works at different times in Banteay Meanchey, Battambang and Pailin provinces, but those teams/tools were escaped and rescued in time from these high risk stages to work in another different projects immediately under the project of The China-Aided Cambodia Landmines Elimination as called (CCL), and the project of the programme for Integrated Mine Clearance and Landmine Victim Assistant-phase III as called (IMV3), and the project of Comprehensive Mechanical Demining as called (CMD) timely, deliberately and heedfully.

- The Mine/ERW operational clearances across the country were carried out smoothly without any obstacle/barrier by using the tasks selected through the National Planning Mechanisms; often refers to as MAPU and PMAC processes, as participatory and bottom up approach methods to mine action planning prioritization.

- Department of Planning and Operation was enhancing a capacity building and on-the job training on Land Release methodology as called Non-Technical Survey (NTS), Technical Survey (TS) & Full

Clearance (FC) and ArcMap and GIS to all DU Operational Technical Officers, the Commanders of mobile platoon and mobile team Leaders, Technical Survey Officers, Technical Survey Supervisors so that they can lead and work well at frontline and ground levels to achieve our CMAC goals and target effectively.

- In 2018, all completion clearance mine and UXO fields had been handed over to local communities and authorities smoothly without any complaint and objection.

- CMAC had created the courses of the highest EOD level 4 and the latest version of modern mine detectors internally to extend and reinforce its operational manpower in both present and future tasks for all kinds of landmines and munitions interventions.

- In 2018, there was no flooding disaster at some provinces around Tonle Sap lake and Mekong River that was easily providing smoothly on field operations at Demining Unit#4, 5 and DU6.

- In 2018, all CMAC staff were announced and approved officially to acknowledge by the Royal Government of Cambodia to introduce (to stand) into the Royal Cambodian Armed Forces (RCAF) when those whom will be retired from their jobs or age retirement so that they can get their retirement salary and welfares care (treatment) from the National Social Security Fund (NSSF) of the Ministry of Labour and Vocational Training without fee cover (claim).

- In 2018, all CMAC field staff and demining experts were distributed their high risk allowances and transport fee, expect technical experts and staff who are working at offices in Demining Unit and Headquarter Levels.

- In 2018, the donation from the Government of Japan was regularly stable than another countries and donors during the reporting period that made CMAC may easily manage and arrange its operational work plan, planning minefield and field demining resources suitably and low risk of operational performance.

- Having reception of some funding from private Sectors/Investors in line with the collaboration/coordination from the Royal Government of Cambodia, made everyone (as CMAC staff) has opportunity to continue their jobs within CMAC up-to-date.

- In 2018, having a good official collaboration/cooperation between CMAC and the Ministry of Interior, and Sub-Institutes of the Ministry of Interior to join closely in performing the Programme (Law) of Weapons/Explosives Management/ Mechanism by collecting and destroying safely with clearly monitoring and reporting system.

8. Major Events:

1. On 26th January 2018, H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC accompanied by some directors of department visited the DU 2 to reminisce with DU2 and Central workshop’s key staff. 2. On 9th February 2018, H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC accompanied by deputy director general and some directors of department presided over the ceremony of inauguration of clean water which was supported by Japanese Rotary Club in Khleang primary school campus, Khleang village, Khleang Meas commune, district, Battambang .

There were about 560 participants who were Battambang deputy governor, Rotary Club officials, gov’t servants, local authorities, pupils and armed forces in this ceremony. 3. On 22th February 2018, H.E. Khem Sophorn, president of CMAC governing council with his key staff visited the DU1 t reminisce with 138 participants who were mobile platoon and team leaders, deminers and Du1 key staff at Chouk Chey village, Ou Beichoan commune, , Banteay Meanchey province. 4. On 4th March 2018, H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC accompanied by some directors of department visited and reminisce the DU5 key and field staff. 5. On 20th March 2018, twelve Colombian trainees visited the DU5 to observe the activities of Battle Area Clearance at UXO field no. BS/CMAA/07369 in Toap Sdach village, Theay commune, , . 6. On 21st March 2018, H.E Prum Sopheakmongkul, CMAA-secretary general accompanied by UNDP delegates visited the DU1 to observe the activities of mine/ERW clearance at mine field no. BS/CMAA/22618 in Thnal Bat village, Ou Beichoan commune, Ou Chrov district, Banteay Meanchey province. 7. On 22nd March 2018, H.E Prum Sopheakmongkul, CMAA-secretary general accompanied by UNDP delegates visited the DU2 to observe the activities of mine/ERW clearance cleared by MPL#102 of DU2_CFR in Dom Nakksan village, Bour commune, Phnum Proek district, Battambang province. 8. On 22nd March 2018, delegates of JICA accompanied by H.E Oum Phumro, CMAC Deputy Director General visited the DU2 to observe the activities of mine/ERW clearance cleared by DM#08 in Kandal Stueng village, Angdaeuk Haeb commune, Rotonak Mondol district, Battambang province. 9. On 23rd April 2018, the delegate of Japanese auditors accompanied by H.E. Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC accompanied by some directors of department led delegates of Japanese auditors visited the DU2 to observe the activities of operational mine/UXO clearance of DU2_CFR-14 project at Boh Knor village, Chaeng Meanchey commune, Banan district, Battambang province.

10. On 9th May 2018, H.E. Khem Sophoan, president of CMAC governing council accompanied key officials visited the DU1 to reminisce 136 demining experts including office key staff at Nimitt commune compound, Ou Chrov district, Banteay Meachey province and the same date his delegates visited the DU3 to reminisce demining expert and office key staff and visited field at Ou Chheu Kram village, Stueng Kach commune, , Pailin province.

11. On 21st May 2018, 15 delegates of JMAS and KUMATSU company’s representatives visited DU1 to observe the activities of operational clearance mine/UXO of JMAS project at Mine field no. BS/CMAA/21695 & BS/CMAA/21630 which been being cleared by BC#09, DM#04 &DM#10 in commune, , Banteay MeanChey province. 12. On 24th May 2018, three delegates of KUMATSU company’s representatives visited DU1 to evaluate the demining machines of JMAS project at Mine field no. BS/CMAA/22036 in Tuol Pongro commune, Malai district, Banteay MeanChey province. 13. On 15th June 2018, H.E. Heng Ratana, the delegate of the royal Government in charge as Director General of CMAC which had been accompanied key officials visited the DU1 to reminisce 92 demining experts including office key staff at Banteay Ti Muoy Village compound, Toul Pongro commune, Malai district, Banteay Meachey province. 14. On 20th June 2018, H.E. Heng Ratana, the delegate of the royal Government in charge as Director General of CMAC which had been accompanied key officials visited the DU5 to reminisce with office key staff and mobile team leaders at DU5 office 15. On 26th June 2018, the delegates of Cambodia cotton club from Japan visited DU2 to observe the operational activity of DM#08 in Kandal Stueng village, Andaeuk Haeb commune, Rotonak Mondol district, Battambang province. 16. On 11th July 2018, the delegates of ASEAN Regional Mine Action Centre (ARMAC) visited DU3 to observe the operational activity of MPL#147 in Phnom Koy village, Sala Krau commune, Sala Krau district, Pailin province. 17. On 20th August 2018, twenty one Japanese students visited DU1 to look at the operational activity of clearance minefield no. BS/CMAA/10347 in Prey Chan village, Ou’ Beichoan commune, Ou’ Chrov district and MF no.BS/CMAA/22037 in Ou’ Ampil village, ToulProngro commune, Malai district, BanteayMeanchey province.

18. On 22th August 2018, Delegates of APOP accompanied by director of planning/OPS department visited DU6 to observe the minefields in TrapeangPrasat district, OddarMeanchey province to deploy the tools to operate and use droll for survey in future. 19. On 27th August 2018, H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC accompanied by some directors of department had meeting with DU1, 2 and DU3’s Platoon leaders, mobile team leaders and DUs key staff in CMAC Development Center (CDC) in ModoekTecho village, Chnal Moan commune, KoasKrala district, Battambang province. 20. On 31st August 2018, two delegates from Japan and New Zealand visited DU6 to observe operational activities of clearance landmine/UXO and distributed the gifts for pupils in An Ses village, ChoamKsant commune, ChoamKsant district, PreahVihear province. 21. On 5th September 2018, Japanese professor and students visited DU2 to look at BC operational activity of clearance mine/UXO in Chamlang Romeang Kraom village, Ou Samril commune, district Battambang province. 22. On 14th September 2018, H.E Kong Pottika, Director General of Authority of Preah Vihear Temble accompanied by his colleagues visited DU6 office to attend the opening ceremony of DU6 office.

23. On 2nd October 2018, H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC presided over the ceremony of inauguration for new local road and wells which was supported fund by GEJ. The participants were from CMAC officials, Provincial deputy governor and officials, GEN official and local people who attended this ceremony where was held at BoengKrasal village, commune, Banan district, Battambang province. 24. On 17th October 2018, H.E Um Phumro, CMAC Deputy Director General led officials of Japanese ambassador to Cambodia to visit the DU2 for observation the DM#08, IMV3 project, operational activity. at Chamlang Romeang Kraom village, Ou Samril commune, , Battambang province. 25. On 6th November 2018, H.E Um Phumro, CMAC Deputy Director General led Colombian trainees and JICA officials to visit the DU2 for observation the operational activity of DM#08 at KandalStueng village, AndaekHaeb commune, RotonakMondal district, Battambang province. 26. On 12th November 2018, H.E Heng Ratana, Delegate of Royal Government of Cambodia as in charge of Director General of CMAC visited and had meeting with the DU2 and Central Workshop’s key staff and

9. Suggestion/Conclusion:

The Resupply and maintenance (repairing) processes on mine detectors, grass cutting Machines (Grass Trimmers), hand cutting tools, demining equipment and marking materials to all DUs should be handled and reconsidered immediately and timely so that to urge a ground operation smoothly without any blocking or neglecting on shortfall (lack) of demining equipment and materials on the ground. Without enough demining equipment and materials, the demining operations will not run smoothly and effectively.
