DEPARTMENT OF PLANNING & OPERATIONS CAMBODIAN MINE ACTION CENTRE CMAC ANNUAL DEMINING ACHIEVEMENT REPORT JANUARY – DECEMBER 2018 1. General Situation Landmine and Explosive Remnants of War (ERW) problems in Cambodia occur across the country and present a constant risk and area real barrier to development in both countryside and town, especially for agricultural activities in rural areas. Most of the infrastructure and resources that were broken during the civil war need to be restored and strengthened to assist in developing all parts of the agriculture and natural resource sectors. Saving Lives and Supporting Development for Cambodia Page 1 of 38 DEPARTMENT OF PLANNING & OPERATIONS CMAC, as the national humanitarian demining operator, is working hard on this matter in order to save lives and support development of Cambodia. Today, CMAC continues to undertake a number of bilateral and counterpart projects in order for supporting its demining management plan, as set out in the annual integrated work plan 2018, as well as in CMAC’s 5-year strategic work plan from 2015-2019. However, from January to December 2018, consist of 234 working days, were assigned and limited for all CMAC Demining Unit (DU), Technical Institute of Mine Action (TIMA), and Development Demining Unit (DDU) and CMAC Central Head Quarters to respond the demining tasks to all communities’ needs, local authorities, stakeholders, Royal Government of Cambodia and NGOs for safe environments, development and risk reduction from the threats of landmines/ERW in Cambodia. Within this period, 131-day was for public holiday, weekend and compulsory annual leave days. 2. Deployment Tools (Asset) From January to December 2018, CMAC demining resources were assigned to the various CMAC’s Demining Unit, Head Quarters, Development Demining Unit (DDU) and CMAC Technical Institute of Mine Action (TIMA) at the target provinces. The Demining Unit 1 covers for the province of Banteay Meanchey, Demining Unit 2 covers on 2 provinces of Battambang and Pursat, Demining Unit 3 covers on Pailin province, Demining Unit 4 covers on the provinces of Siem Reap and Kampong Thom, Demining Unit 5 covers on 8 provinces of Kamp ong Cham, Tboung Khmom, Svay Rieng, Prey Veng, Kratie, Steung Treng, Mondul Kiri and Rattanak Kiri, Demining Unit 6 covers for the provinces of Preah Vihear and Oddar Meanchey, TIMA covers for Kampong Chhnang province and the latest, CMAC Central Head Quarter covers for the provinces of Phnom Penh, Kandal, Kampot, Takeo, Kampong Speu, Preah Sihanouk and Koh Kong. Saving Lives and Supporting Development for Cambodia Page 2 of 38 DEPARTMENT OF PLANNING & OPERATIONS However, all CMAC demining teams are still working to support many landmine/ERW highly prioritized clearance areas and tasks selected through the National Planning Mechanism, often refers to as MAPU and PMAC processes, as participatory and bottom up approach methods to mine action planning; and urgent humanitarian and development supported tasks requested by local authorities and mine/ER W affected communities. The following table 1 is showing us the demining tools (asset) that are mobilized for each Demining Unit as of December 2018. SLD#07 and MP#102 of DU2_CFR-14 were extended operations at DU2_CFR14 (3rd Top Up) from 1 March to 30 April 2018 and 31 May 2018 respectively. CDM#01, BC#06, ERWI#01, DM#01 and 1 CBURR were deployed operations at under new DU4_CMD-JMAS project from 1 March 2018 to 28 February 2019. 10BAC-S(BAC-s#04, 05, 07, 08, 09, 10, 11, 12, 13 &15), 4BAC-L(BAC-L#01, 01, 02 &04), 4BAC-MTT(BAC-MTT#10, 14, 23& 28), 2EDD(EDD#02&05) and BC#19 of former DU5_USA-20 were deployed operations at under new DU5_USA-21 project from 1 March 2018 to 28 February 2018. SLD#01and BAC#01 of former DU1_CFR-13 & CFR-15 respectively stand down from 1 March 2018 but personnel moved to work with other projects. BAC#18 and TSC#15 of former DU2_CFR-14 & CFR-16 respectively stand down from 1 March 2018 but their personnel moved to work with other projects. 4BAC-S(BAC-S#02, 03, 06&14), 2BAC-MTT(BAC-MTT#05&25) and 2EDD(EDD#03&04) of former DU5_USA- 20 stand down from 1 March 2018 but their personnel moved to work with other projects. 2 ERWI (ERWI#06 &08) of former TIMA_CBP-ERW_JMAS stand down from 1 March 2018 but their personnel moved to work with other projects. BAC-S#09 of former DU5_USA21 demobilized on 01 June 2018. BC#22, CMAC HQ_CCL moved to work at DU6_CCL project on 16 June 2018. BAT#05 of former DU4_RGC-13 demobilized on 01 June 2018.
