Consular and Trade Offices
Consular and Trade Offices Governments from throughout the world have consular offices and trade representation in greater Atlanta, Macon, and Savannah. Consular offices are established by foreign governments 1) to officially develop economic, commercial, scientific and cultural relations between the country they represent and the area in which they serve, and 2) to safeguard the interests of the sending country and its citizens traveling or residing in their consular district. Traditionally these duties include issuing and renewing passports and other official documents, helping travelers in distress, signing death certificates, legalizing or delivering official documents, and assisting travelers in trouble with local law enforcement or immigration authorities. Large consular offices often support cultural affairs and/or trade and investment, as well. Seventy countries are represented in Georgia, with twenty-five career consulates, forty-eight honorary consular offices and more than one dozen dedicated trade and investment agencies. Career officials are members of their country’s foreign (diplomatic) or commercial service, while honorary officials are local residents appointed by foreign governments to perform consular duties. The Dean of the Consular Corps, currently Mr. Steve Brereton, Consul General of Canada, is traditionally the career official with the longest tenure. Science and Diplomacy: The Past as Prologue Vaughan C. Turekian and Norman P. Neureiter HIS past December marked twenty years since the dissolution of the Soviet TUnion quietly and peacefully ended the Cold War. While that era saw the Cuban Missile Crisis, proxy wars, and policies of mutual assured destruction, it was also a period when people on both sides of the conflict looked for ways to bridge differences and increase the chances for peace and resolution. In a 1985 address to the nation days before meeting with Soviet leader Mikhail Gorbachev for the first time, President Ronald Reagan stated “We can find, as yet undiscovered, avenues where American and Soviet citizens can cooperate fruitfully for the benefit of mankind . In science and technology, we could launch new joint space ventures and establish joint medical research projects.” Two years later, John Negroponte, the President’s Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs (OES), further articulated the Administration’s view during congressional testimony: “It would be short-sighted of us not to recognize that it is in our national interest to seek to expand scientific cooperation with the Soviet Union.” In many ways, the Cold War was a time of highly effective use of science diplomacy to build bridges and connections despite the existence of great political tensions. -

We test whether there is any evidence of a trade-off or complementary interaction between these two instruments in trade facilitation. We compare the effects of these two instruments of economic diplomacy on bilateral trade by employing a gravity model for 45 African states over the period 1980-2005. The results show that bilateral diplomatic exchange is a relatively more significant determinant of bilateral exports among African states compared to regional integration. We also find a nuanced interaction between these two instruments of economic diplomacy: the trade-stimulating effect of diplomatic exchange is less pronounced among African countries that shared membership of the same regional bloc. -

Beyond Breard By Erik G. Luna* Douglas J. Sylvester** I. INTRODUCTION Angel Francisco Breard was no angel. Seven years after coming to the United States on a student visa,' the Paraguayan citizen was arrested and tried for the murder of Ruth Dickie. Forensic evidence at the scene of the crime undeniably pointed towards Breard's guilt.2 The most damning evidence, how- ever, came from the defendant's own mouth. On the stand, Breard admitted that he had armed himself on the night of the crime because he "wanted to use the knife to force a woman to have sex with [him]." 3 He engaged Dickie in a con- versation on the street and followed her home. Breard then forced his way into the woman's apartment and brutally murdered her.4 Breard's only defense at trial was that he acted under a Satanic curse placed upon him by his former father-in-law.5 As one might expect, the jury spumed this defense and convicted Breard on all counts. During the subsequent penalty phase of the trial, the twelve-person panel learned that the defendant had previ- ously attempted to abduct one woman at knifepoint and had sexually assaulted another female victim. Based on his "future dangerousness" to society and the "vileness" of the murder, Breard was sentenced to death.6 After numerous state and federal appeals, the thirty-two year-old convicted murderer was executed by lethal injection on April 14, 1998. 7 Without more, the Breard case was destined to be a mere footnote in the annals of death penalty jurisprudence.
