It has a staff of 15, besides a part-time faculty of 12, and a similar number of teaching assistants and others. Its physical location is in Malta, Geneva, and Belgrade, but in keeping with its strong e-learning affiliation, the ‘Diplo- team’ functions from its distributed locations the world over. The conference of foreign ministries that met in Geneva on 31 May and 1 June 2006 was several years in the making. We at DiploFoundation were motivated by the conviction that the reform and adaptation that foreign ministries have carried out in the past two decades deserve wide discussion. Diplomatic systems have much to gain from information sharing and benchmarking. We also believe that Diplo provides an unbiased platform for a serious discussion among both practitioners and scholars. Further, the conference responded to one of our core objectives, namely to help countries short of material and human resources to better participate in international affairs. We remain convinced that foreign ministries can profit from closer mutual dialogue on diplomacy-related issues, given the commonalities in their systems, methods, and work environment. It is for the reader to judge how far this collection of papers contributes to this goal of improved communication among all the specialists connected with diplomacy. x PREFACE We are grateful to all those that attended the conference, and even more so to all those who presented papers and actively participated in the discussions. RANA JOVAN KURBALIJA 1 ◆ CONTRIBUTORS JOZEF BÁTORA Jozef Bátora is a research fellow at the Institute for European Integration Research of the Austrian Academy of Sciences in Vienna and lecturer at the Institute of European Studies and International Relations, Comenius University in Bratislava. Formerly he was senior researcher at ARENA— Centre for European Studies at the University of Oslo, research fellow at the Department of Political Science, University of Oslo, and visiting scholar at Scancor, Stanford University. He holds a Ph.D. in political science from the University of Oslo, an M.Phil. in public administration from the University of Bergen, and a BA in political science from Comenius University. ADAM BLACKWELL Adam Blackwell, currently the Director General of the Strategy and Services Bureau, is a career diplomat with over twenty years of experience in the Department of Foreign Affairs Canada and International Trade. From 2002 to 2005, he was Canada’s Ambassador to the Dominican Republic, and has also served in Mexico, New York, and a variety of assignments in Africa and at Headquarters. DORU COSTEA Ambassador Doru Costea is currently the permanent representative of Romania to the United Nations office in Geneva. He has been with the Ministry of Foreign Affairs since 1990. He was an Ambassador to the State xii CONTRIBUTORS of Kuwait and the Sultanate of Oman (1991–5), and the Arab Republic of Egypt (1997–2001). His last position in the MFA was as director of the Department of Analysis and Information. He is a graduate of the Faculty of Foreign Languages of the University of Bucharest, with Arabic and English as majors; currently, he is studying for a Ph.D. in international relations/political sciences with the National School for Administrative and Political Studies in Bucharest. In 2003, he was awarded the Romanian MFA Annual Prize for Innovative Diplomacy. Over the years, he has delivered lectures on diplomatic information and analysis, at the Diplomatic Academy of the MFA; on Romanian foreign policy, at the Academy of High Military Studies, Bucharest; and was a guest professor at the NATO Studies Centre in Bucharest and the Faculty of Journalism of the University of Bucharest, where he lectured mainly on the political aspects of Islam and the developments

    Consular and Trade Offices Governments from throughout the world have consular offices and trade representation in greater Atlanta, Macon, and Savannah. Consular offices are established by foreign governments 1) to officially develop economic, commercial, scientific and cultural relations between the country they represent and the area in which they serve, and 2) to safeguard the interests of the sending country and its citizens traveling or residing in their consular district. Traditionally these duties include issuing and renewing passports and other official documents, helping travelers in distress, signing death certificates, legalizing or delivering official documents, and assisting travelers in trouble with local law enforcement or immigration authorities. Large consular offices often support cultural affairs and/or trade and investment, as well. Seventy countries are represented in Georgia, with twenty-five career consulates, forty-eight honorary consular offices and more than one dozen dedicated trade and investment agencies. Career officials are members of their country’s foreign (diplomatic) or commercial service, while honorary officials are local residents appointed by foreign governments to perform consular duties. The Dean of the Consular Corps, currently Mr. Steve Brereton, Consul General of Canada, is traditionally the career official with the longest tenure. Neureiter HIS past December marked twenty years since the dissolution of the Soviet TUnion quietly and peacefully ended the Cold War. While that era saw the Cuban Missile Crisis, proxy wars, and policies of mutual assured destruction, it was also a period when people on both sides of the conflict looked for ways to bridge differences and increase the chances for peace and resolution. In a 1985 address to the nation days before meeting with Soviet leader Mikhail Gorbachev for the first time, President Ronald Reagan stated “We can find, as yet undiscovered, avenues where American and Soviet citizens can cooperate fruitfully for the benefit of mankind . In science and technology, we could launch new joint space ventures and establish joint medical research projects.” Two years later, John Negroponte, the President’s Assistant Secretary of State for Oceans and International Environmental and Scientific Affairs (OES), further articulated the Administration’s view during congressional testimony: “It would be short-sighted of us not to recognize that it is in our national interest to seek to expand scientific cooperation with the Soviet Union.” In many ways, the Cold War was a time of highly effective use of science diplomacy to build bridges and connections despite the existence of great political tensions.

We test whether there is any evidence of a trade-off or complementary interaction between these two instruments in trade facilitation. We compare the effects of these two instruments of economic diplomacy on bilateral trade by employing a gravity model for 45 African states over the period 1980-2005. The results show that bilateral diplomatic exchange is a relatively more significant determinant of bilateral exports among African states compared to regional integration. We also find a nuanced interaction between these two instruments of economic diplomacy: the trade-stimulating effect of diplomatic exchange is less pronounced among African countries that shared membership of the same regional bloc.

    Beyond Breard By Erik G. Luna* Douglas J. Sylvester** I. INTRODUCTION Angel Francisco Breard was no angel. Seven years after coming to the United States on a student visa,' the Paraguayan citizen was arrested and tried for the murder of Ruth Dickie. Forensic evidence at the scene of the crime undeniably pointed towards Breard's guilt.2 The most damning evidence, how- ever, came from the defendant's own mouth. On the stand, Breard admitted that he had armed himself on the night of the crime because he "wanted to use the knife to force a woman to have sex with [him]." 3 He engaged Dickie in a con- versation on the street and followed her home. Breard then forced his way into the woman's apartment and brutally murdered her.4 Breard's only defense at trial was that he acted under a Satanic curse placed upon him by his former father-in-law.5 As one might expect, the jury spumed this defense and convicted Breard on all counts. During the subsequent penalty phase of the trial, the twelve-person panel learned that the defendant had previ- ously attempted to abduct one woman at knifepoint and had sexually assaulted another female victim. Based on his "future dangerousness" to society and the "vileness" of the murder, Breard was sentenced to death.6 After numerous state and federal appeals, the thirty-two year-old convicted murderer was executed by lethal injection on April 14, 1998. 7 Without more, the Breard case was destined to be a mere footnote in the annals of death penalty jurisprudence.
