The site is approximately 0.49 hectares, and further details of the proposed development are provided later in this report. 1.1.3 This Transport Statement assesses the likely effect of this small scale development on the local highway network. 1.2 National Planning Policy Framework 1.2.1 The National Planning Policy Framework (NPPF) was published in March 2012 and is the over-arching national statement of the Government’s approach to planning. The document contains several paragraphs in relation to transport provision for new developments, all of which should be considered in relation to the proposed development at Dinting Road. These are detailed below. 1.2.2 Paragraph 32 states that: “All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether: ° the opportunities for sustainable transport modes have been taken up...to reduce the need for major transport infrastructure; ° safe and suitable access to the site can be achieved for all people; and ° improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development”. 1.2.3 Crucially, this paragraph goes on to state that “ development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe .” 1.2.4 Paragraph 34 of the NPPF states that “ plans and decisions should ensure developments that generate significant movement are located where the need to travel will be minimised and the use of sustainable transport modes can be maximised.” 1.3 Scope of Report 1.3.1 In order to provide High Peak Borough Council (HPBC) with sufficient information regarding the transport and highways impact of the proposed residential development, this report is structured into four sections including this introduction; the existing conditions in the vicinity of the application site are detailed in Section Two of this report, whilst details of the development content, access and servicing arrangements are provided in Section Three. The conclusions of this report are provided in Section Four. A review of the site accessibility, including footway, cycle and public transport provision, is also provided to identify how the site can be accessed by all travel modes. 2.2 Existing Site Site Location and Existing Use 2.2.1 The application site is located off Dinting Road, adjacent to Dinting Rail Station, as shown in Figure 2.1 . Figure 2.1 Site Location 2.2.2 The site is located approximately 2.5km to the east of Glossop, within 2km of Brookfield and Gamesley, and is very close to Hadfield to the west. These locations have a variety of amenities including retail, education and healthcare, together with employment opportunities, with some examples outlined below: ° Food retail: Tesco, Aldi, Co-operative and Heron stores in Glossop, and Londis in Gamesley; ° Education: o Primary Schools: Dinting Church of England, Gamesley Community, Luke’s Church of England, St James’, St Andrew’s Church of England;
