1 Introduction

1.1 Background

1.1.1 Peter Brett Associates LLP (PBA) has been commissioned by Nichols 3N Ltd to prepare a Transport Statement in support of an outline planning application for a proposed residential development of up to 11 dwellings (Use Class C3) will all matters reserved except for access, together with associated infrastructure on land off Dinting Road in Dinting, High Peak.

1.1.2 The development assessed in this Transport Statement comprises 11 residential dwellings on previously developed land that has been most recently used as a car park. The site is approximately 0.49 hectares, and further details of the proposed development are provided later in this report.

1.1.3 This Transport Statement assesses the likely effect of this small scale development on the local highway network.

1.2 National Planning Policy Framework

1.2.1 The National Planning Policy Framework (NPPF) was published in March 2012 and is the over-arching national statement of the Government’s approach to planning. The document contains several paragraphs in relation to transport provision for new developments, all of which should be considered in relation to the proposed development at Dinting Road. These are detailed below.

1.2.2 Paragraph 32 states that:

“All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether:

° the opportunities for sustainable transport modes have been taken up...to reduce the need for major transport infrastructure;

° safe and suitable access to the site can be achieved for all people; and

° improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development”.

1.2.3 Crucially, this paragraph goes on to state that “ development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe .”

1.2.4 Paragraph 34 of the NPPF states that “ plans and decisions should ensure developments that generate significant movement are located where the need to travel will be minimised and the use of sustainable transport modes can be maximised.”

1.3 Scope of Report

1.3.1 In order to provide High Peak Borough Council (HPBC) with sufficient information regarding the transport and highways impact of the proposed residential development, this report is structured into four sections including this introduction; the existing conditions in the vicinity of the application site are detailed in Section Two of this report, whilst details of the development content, access and servicing arrangements are provided in Section Three. The conclusions of this report are provided in Section Four.

2 Existing Conditions and Site Accessibility

2.1 Introduction

2.1.1 This section of the report provides details on the existing site, together with its consented use. A review of the site accessibility, including footway, cycle and public transport provision, is also provided to identify how the site can be accessed by all travel modes.

2.2 Existing Site

Site Location and Existing Use

2.2.1 The application site is located off Dinting Road, adjacent to Dinting Rail Station, as shown in Figure 2.1 .

2.2.2 The site is located approximately 2.5km to the east of , within 2km of Brookfield and , and is very close to Hadfield to the west. These locations have a variety of amenities including retail, education and healthcare, together with employment opportunities, with some examples outlined below:

° Food retail: Tesco, Aldi, Co-operative and Heron stores in Glossop, and Londis in Gamesley;

° Education:

o Primary Schools: Dinting Church of , Gamesley Community, Luke’s Church of England, St James’, St Andrew’s Church of England;

o Secondary Schools: St Philip Howard, Longdendale High School; and

o Glossopdale College.

° Healthcare: Cottage Lane Surgery, Simmondley Medical Practice, Lambgates Health Centre, Howard Medical Practice; and

° Employment: Dinting Vale Business Park, Brookfield Industrial Estate, and Etherow Industrial Estate.

2.2.3 Details of how the above locations can be accessed from the site by modes other than private car are provided later in this section.

Consented Use

2.2.4 The site has planning permission for use as a car park, with access provided from the north- west corner of the land. Further details of the trip generation associated with this consented use are set out in Section 3 of this report.

2.3 Site Accessibility

2.3.1 With regard to accessing public transport facilities, the IHT document “Guidelines for Planning for Public Transport in Developments” suggests, as a general guide, that a bus stop should be located within a 400 metre catchment area from a proposed development site. The Guidelines also suggest that rail stations should be located within 800m of a proposed development site.

Pedestrian Facilities

2.3.2 On the southern frontage of Dinting Road a footway is available to the east and west of the site, with street lighting also provided. Further to the east of the site, Dinting Road connects to the north of Glossop. To the west of the site, the footway along Dinting Road provides access to a footpath running north-south through the fields to the north and west of the site. This footpath connects to Shaw Lane to the north and to the A57 to the south.

2.3.3 Potential employment opportunities at locations such as Dinting Vale Business Park and Brookfield Industrial Estate are within the preferred maximum commuting distance by foot as outlined by the IHT. Walking to these locations may therefore be a viable option for future residents.

Cycle Facilities

2.3.4 Whilst there are no on carriageway cycle lanes in the immediate vicinity of the application site, National Cycle Route 62 lies approximately 600m to the west of the site, to the south of Shaw Lane, which connects Fleetwood to Selby, and forms part of the Trans Pennine Trail. The local amenities described earlier in this section will be within a reasonable distance for cyclists.

Bus Services and Facilities

2.3.5 The nearest existing bus stops to the site are located to the east of Dinting rail station, approximately 150m walking distance from the site access via existing footways on the southern frontage of Dinting Lane. Additional bus stops are located further to the south-east on Dinting Road, approximately 400m walking distance from the site.

2.3.6 A summary of the bus services available from the stops detailed above is shown in Table 2.1 below, with the bus timetables provided in Appendix C for information.

2.3.7 As can be seen from the above information, a bus service is available to local destinations including Glossop with an hourly frequency from Monday to Saturday. As detailed previously in this section, this bus service provides access to local amenities, to local schools, shops and areas of employment in the local area, and the nearest bus stop to the site is approximately 150m walking distance, well within the IHT guidelines.

Rail Services and Facilities

2.3.8 Dinting Railway Station is adjacent to the site on its eastern boundary, and is an approximate 170 metre walk from the site access.

2.3.9 The railway station provides up to two direct connections an hour to Manchester Piccadilly, two direct connections an hour to Hadfield, and two direct connections an hour to Glossop, connecting the site to local and regional destinations.

Conclusion

2.3.10 The location of the application site benefits from nearby links to public transport facilities within a reasonable walking distance. The site is therefore considered to be highly sustainable, with bus or rail journeys a viable option to making a private car journey.

2.3.11 Furthermore, the Planning Inspector for the site to the north of Dinting Road stated in their Appeal Decision (Appeal Reference: APP/H1033/A/13/2204114) “But an overall assessment of its accessibility shows that it would have considerable advantages in terms of its closeness to the railway station and the availability of public transport options. The proposal would allow residents a choice of transport and would offer sustainable access to jobs and services .” This statement is also applicable to this proposed site.

2.4 Local Highway Network

2.4.1 Dinting Road, located immediately to the north of the site, is a single lane-carriageway in both directions, running in an east to west direction and is subject to a 40 mph speed limit in the vicinity of the site. Approximately 360m to the south-east of the site, the speed limit is reduced to 30mph through Lower Dinting. Approximately 220m to the west of the site, the speed limit is reduced to 30mph as the site connects to Brookfield. Topographical survey data indicates that the gradient of Dinting Road near the existing access is approximately 1:10.

2.5 Personal Injury Collision Analysis

2.5.1 An analysis of the Personal Injury Collisions (PICs) in the vicinity of the application site has been undertaken using Crashmap, an online database of road accidents officially reported to the police, and therefore considered a legitimate source of accident data. An analysis of accidents within 500m of the site has been conducted for the most recent five year period available (2010-2014). This analysis has shown that there is one accident which occurred approximately 30m to the west of the site access on Dinting Road. The incident resulted in slight injuries, and occurred in March 2012. Given that only one slight PIC has occurred in the vicinity of the site access in the latest five year period available, it is considered that the site access currently operates in a safe manner and there are no existing highway safety issues.

3 Proposed Development

3.1 Development Content

3.1.1 The development of the site will provide a total of 11 residential dwellings. The site masterplan is included in Appendix A .

3.2 Site Access

3.2.1 Access to the site will be provided via the existing consented access to the north-west of the site. A carriageway width of 4.5 metres and corner radii of 6 metres will be provided and a 2 metre footway will also be provided on either side of the site access. These geometries are in line with the minimum corridor width of 7.5 metres for a “Residential Access Way” as defined in the 6Cs Design Guide used by County Council, and Manual for Streets (MfS) principles which underpins this design guide. The drawing for the site access is provided in Appendix B.

3.2.2 The access drawing also shows that the site access can achieve visibility splays of 2.4 metres by 64.6 metres to the west of the site, and 2.4 metres by 66.3 metres to the east of the site This is based on a speed of 40 mph, taking into account the gradient of the road, and is line with MfS guidance.

3.2.3 It should also be noted that visibility splays in excess of those required for a 40mph speed limit (based on MfS standards) can be achieved on Dinting Road. Given that the current access is consented and, as demonstrated in Section 2 , only one slight PIC has occurred within a 5 year period based on its operation as a car park, it is considered that the proposed site access arrangements will continue to operate in a safe and efficient manner.

3.3 Parking

3.3.1 The site layout provided in Appendix A indicatively shows 3 parking spaces (including a garage) for each unit. This is considered to be sufficient, particularly given the convenient access to bus and rail services from the site. Given that this is an outline application, however, and dwelling sizes are yet to be determined, the total number of car parking spaces will be determined at the reserved matters stage.

3.4 Trip Generation

3.4.1 As previously noted in this report, the site is currently being used as a car park. A site visit has indicated that the car park is often used by significantly more than 50 vehicles, the majority of which are likely to arrive at the site in the morning peak period and leave in the evening peak period in line with typical commuting patterns. Given that the proposed scheme will only provide 11 residential dwellings, it can be concluded that the scheme will have no traffic impact over and above the current operation of the site.

3.4.2 In addition to the above, it has been shown in the previous section of this report that the application site is located in a highly sustainable location, with access to public transport facilities available within a short walking distance. It is therefore expected that a relatively high proportion of trips associated with the site will be via sustainable modes, rather than by private car journeys.

4 Summary and Conclusions

4.1 Summary

4.1.1 A summary of the findings of the report is provided below.

° The application site is currently in operation as a car park and is accessed via a priority junction on Dinting Road. A site visit indicates that approximately 50 rail user vehicles typically occupy the car park, with the majority of these likely to arrive at the site in the morning peak period and leave in the evening peak period in line with typical commuting patterns;

° The site is in sustainable location, with an hourly bus service available within 150 metres walking distance of the site and Dinting Railway Station located within 170 metres walking distance of the site;

° The proposed scheme consists of 11 residential dwellings, and access to the site will be made via the existing consented site access from Dinting Road. The site access carriageway is proposed to be 4.5 metres in width and the access will have corner radii of 6 metres, with a 2 metre footway to be provided on either side. The proposed access can achieve MfS visibility requirements for a 40mph speed limit. Given that the current access is consented and only one slight PIC has occurred within a 5 year period based on its operation as a car park, it is considered that the proposed site access arrangements will continue to operate in a safe and efficient manner. The proposed scheme will not have a severe traffic impact on the local highway network over and above the existing consented car park. Furthermore, given the sustainable location of the proposed development, it is likely that a high proportion of trips will be made via sustainable modes of transport rather than the private car.

4.2 Conclusions

4.2.1 Paragraph 32 of the NPPF advises that in making decisions, local planning authorities should take account of whether opportunities for sustainable transport modes are taken up, safe and suitable access to the site is provided, and that development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are ‘severe’. This TS demonstrates that the site has high levels of accessibility by sustainable modes, that the proposed access is appropriate and safe, and that the application scheme will not result in any severe impacts on the local highway network.

4.2.2 Taking the above into consideration, we conclude that there are no traffic or transportation grounds on which to refuse this application.
