SUPPORTING STATEMENT NO 1

Proposed Residential Development Dinting Lane, WB/DR/15100/TN03 - 21 July 2015

1. SCP is instructed by IPEA Investments Ltd to investigate and report upon the anticipated transport impacts associated with the proposal to develop 14 no detached dwellings on land to the south of Dinting Lane, Glossop.

2. The application site is to be served off Dinting Lane which is now a cul-de-sac accessed from Dinting Road. The southern section of Dinting Lane is around 45m long and terminates at a level crossing. Pedestrian access is available using a footbridge over the railway line towards the A57. In the past, Dinting Lane continued southwards via a level crossing over the railway, but the level crossing has been closed for a number of years.

3. Dinting Lane forms a priority crossroads junction with Dinting Road. Dinting Road is subject to a mandatory 30 mph speed limit at this location and traffic calming is installed along Dinting Road. Locally there is a footway located on the northern side of Dinting Road. The application site is illustrated below:

4. Adjacent to the Dinting Lane/Dinting Road junction is a traffic calming feature that reduces traffic speeds on the westbound approach to the junction, as shown in the photograph below:

Accessibility Appraisal

5. The site is considered to be located in a sustainable area with Dinting railway station only 600m from the site, bus stops available no more 120m (eastbound) and 200m (westbound) from the site. Dinting primary school, located on the A57, is 600m from the site and the Glossopdale Community College located off Dinting Road is only 1.4km from the site. The centre of Glossop is around 1.7km from the site and there is a variety of facilities available within the town centre. Additionally Glossop Tesco superstore is 1.2km from the site.

6. The 393 bus circular service passes along Dinting Road and offers access to , Hadfield and Glossop from Monday to Saturday. Other bus services are available from the A57 and the bus stops are around 500m from the site.

7. Dinting railway station is on the Glossop to Manchester railway line and provides trains at a 30 minutes frequency (20 minutes at peak times) 7 days a week.

8. It is considered that there is a realistic choice of modes of transport available from the site to local facilities within Glossop and for longer journeys to Manchester and beyond.

Application proposals

9. The development proposals consist of 14 detached dwellings served from the up-grading of an existing field entrance onto Dinting Lane. The proposals are illustrated at Appendix 1 and include:

- Improved junction geometry at the junction of Dinting Lane with Dinting Road

- Improved visibility from Dinting Lane onto Dinting Road to the nearside lane of 2.4m x 43m and existing visibility of 2.4 x 33m to the west beyond the existing road hump.

- 4.8m wide carriageway width, narrowed at one location to help preserve a tree. The carriageway sits within a 7.5m wide corridor width as recommended within the 6C’s Design Guide

- 2.0m wide footway along the southern side of the access road and on the eastern side of Dinting Lane between the site access and Dinting Road.

- A turning head suitable to accommodate a refuse vehicle

- 3 parking spaces per dwelling, including a garage

10. Appendix 2 illustrates the swept path of a refuse vehicle within the site and at the junction between Dinting Lane and Dinting Road.

11. Based upon the nationally used TRICS database, with the output attached as Appendix 3, the proposed development of only 14 dwellings would be anticipated to generate the following trips:

12. It can be seen that the proposals would be anticipated to generate a maximum of only 9 vph (total two-way) during the highway peak hours with only 6 vph leaving the site during the morning peak hour. This equates to only 1 vehicle leaving the site every 10 minutes during the morning peak hour on average.

13. The anticipated level of traffic generation associated with the proposals is considered to be insignificant particularly given the proposed improvements to the existing junction between Dinting Lane and Dinting Road.

14. In conclusion, it is considered that there can be no overriding highways objections to the proposals.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus departures). Within each of these main columns are three sub-columns. These display the number of survey days where count data is included (per time period), the average value of the selected trip rate calculation parameter (per time period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT).
