Field and object of professional activity - fruit, vegetables, horticultural crops and grapes; - orchards, vineyards, vegetable plantations, greenhouses; - storages, processing plants and enterprises of the sales system for fruits and vegetables; - testing, certification and other laboratories for quality control of fruits and vegetables; - special machines and apparatus for growing, storing, processing and transporting fruits and vegetables; - research, selection, biotechnology laboratories; Functions of professional activity The main objectives of the educational doctoral program in the specialty 8D08103 "Fruit and vegetable growing" are: - the deepening of theoretical and practical knowledge in areas related to the fruit and vegetable and vegetable industries, due to the needs of the state and the market, scientific, practical and pedagogical activities of institutions that train doctors in the specialty; - training of specialists capable of solving modern problems in science and industry, teaching at universities, and successfully carrying out research and management activities. Types of professional activity 1. Evaluation - on the basis of a clear presentation of the main content of the function of the agronomist as the organization and implementation of modern agricultural techniques in the cultivation of fruits and vegetables: - to carry out calculations of financial and labor resources for the production, storage and sale of fruits and vegetables; rationally and efficiently use land, water, forest, labor, material and other resources; - have the skills to organize production, planting fruit and vegetable crops, provide planting stock, storage, processing and marketing of products on a regional and regional scale; carry out expert examination of fruits and vegetables for the presence of hazardous harmful objects; - be able to organize biotechnological processes in horticulture. 2. Constructive: - be able to develop patterns of crop rotation in vegetable growing, fruit nursery and sheltered soil, test and implement advanced technological methods that allow to obtain high yields of fruit, berry and vegetable crops and organize storage, processing and marketing of products for farmers and other farms with taking into account their land and soil-climatic resources; - draw up technological maps for the cultivation of fruits and vegetables with the introduction of elements of innovative technology; - calculate the needs of farms in seeds, fertilizers, pesticides, fuels and lubricants, agricultural machines and implements; - adjustment of agricultural machinery and equipment, establish the norm of sowing seeds of vegetable crops, fertilizers, pesticides, irrigation norms, etc .; - organize the correct and timely post-harvest commodity processing of fruits and vegetables in storage; - ensuring the development of biotechnological processes and the production of biotechnological plant products; -organization of the use of biotechnological methods in breeding and seed production of fruits and vegetables. 3. Information technology: as part of the development of crop cultivation technology, be able to collect information from various sources of advanced crop cultivation technologies, achieve selection, biotechnology in crop production, GOST requirements for crop production quality, methods for determining crop production quality, storage and processing technologies crop production; - be able to draw up a business plan of the economy; -planning, organization and implementation of the system of agricultural measures for the reproduction of soil fertility and protection against erosion; -assess the phytosanitary condition of the fields and predict; - the ability to develop development programs based on knowledge in the field of economic fundamentals of international and domestic large-scale promotion of agricultural products in the international and domestic services markets; - have the skills to apply knowledge about the economic, political, national and cultural characteristics of countries and regions, foreign partners of agricultural activity in the Republic of Kazakhstan and international law, compliance with the formalities and the procedures provided for when receiving and sending agricultural products. - be able to conduct market research in order to increase the efficiency of the enterprise (organization), attract investment, expand the services sector, etc .; - have the skills to use in professional activities state, Russian, English (and another European or Asian language, including fluency in special agricultural terms; - be able to plan, organize and control the activities of the enterprise, including having the skills to manage the information flow, as well as temporary and other resources; - have sound knowledge of the code of corporate ethics, negotiation techniques, and the basics of business communication. Be competent: - in international, domestic standards, regulations, long-term plans for the development of the industry, orders, orders of higher and other domestic organizations, methodological, regulatory requirements of the Constitution of the Republic of Kazakhstan and legislation relating to fruit and vegetable growing; - in resolving issues related to the organization of production of fruits, vegetables and grapes, the characteristics of domestic and foreign samples of manufactured products of qualitative and quantitative characteristics. 2. The first essay examines administrative decentralization and studies how the Almaty city and Almaty region governments failed to use delegated urban planning for the management of urban development. The second essay challenges the fiscal system by exploring how the Almaty and Astana governments struggled to use national transfers provided for the implementation of national projects. The third essay focuses on political decentralization reforms and assesses the capabilities of elected representatives from Almaty, Astana, Shymkent and Aktobe city governments in managing urban transport based on public needs. Together, these three case studies provide a broader picture for understanding the productivity of the implemented administrative, fiscal and political reforms. It argues that the absence of a functioning decentralization strategy is leading to unexpected development outcomes and a lowering of public trust in local and national governments. The main contribution of the three studies is that they allow identification of key institutional weaknesses and obstacles faced by local governments in the management of local development in Kazakhstan.
