  • Local Government and Economic Development in Kazakhstan By
Local Government and Economic Development in Kazakhstan by Madina Junussova A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Public Policy Carleton University Ottawa, Ontario © 2017 Madina Junussova ABSTRACT The main objective of this dissertation is to understand the role of local government in economic development, with a focus on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development by the Regional Development Program 2020. The dissertation presents three studies based on qualitative assessment of locally obtained evidence and locally produced data. The first essay examines administrative decentralization and studies how the Almaty city and Almaty region governments failed to use delegated urban planning for the management of urban development. The second essay challenges the fiscal system by exploring how the Almaty and Astana governments struggled to use national transfers provided for the implementation of national projects. The third essay focuses on political decentralization reforms and assesses the capabilities of elected representatives from Almaty, Astana, Shymkent and Aktobe city governments in managing urban transport based on public needs. Together, these three case studies provide a broader picture for understanding the productivity of the implemented administrative, fiscal and political reforms. It argues that the absence of a functioning decentralization strategy is leading to unexpected development outcomes and a lowering of public trust in local and national governments. The main contribution of the three studies is that they allow identification of key institutional weaknesses and obstacles faced by local governments in the management of local development in Kazakhstan.

It is also a part of the traditional cycle of horse husbandry and the modern small business production that thrives in the countryside around big cities. In my study, based on the in-person and online survey of kumis consumers and on in-depth interviews with kumis producers in the two major cities of Kazakhstan, Astana and Almaty, I explore the dynamics of kumis supply chain and customer behavior and discuss how modern- day city dwellers make choices about kumis consumption while imagining the landscape, seasonality, and “natural-ness” of kumis production. Keywords: kumis, urban Kazakhstan, mare´s milk, customer behavior v Acknowledgement I want to thank my advisers Dr. Alima Bissenova and Ms. Christina Pugh for their feedback, guidance, and encouragement to develop this project and for their advices during the process of document writing. I am also thankful to my peers from the Eurasian Studies program in making me feel welcome in Kazakhstan, showing me the beauty of Kazakh culture, and assisting me with interpreting when my Russian and Kazakh speaking skills were very limited.

Y T I L I B A T N U O C C A E D U R C Y B D E R A P E R P THE KASHAGAN T OIL BUBBLE R O 7 1 P THE CASE OF AN OFFSHORE FIELD 0 E DEVELOPMENT IN KAZAKHSTAN R 2 SUMMARY This report offers an overview of the political and economic reasons behind the development of Kazakhstan’s part of the Caspian Sea since the country's independence, with a particular focus on Kashagan, believed to be one of the world’s largest oilfields. One of Kazakhstan’s biggest oil projects, Kashagan is not only an international leader in budget blowouts, engineering missteps, and scandals but also one of the reasons why the country’s economic strategy relying on Caspian offshore hydrocarbon reserves has failed. The Kashagan story is about geopolitical gambling with “big oil” in the Caspian Sea and inflating the oil bubble in global markets. Sovereign Kazakhstan has become hostage to its oil sector and can face serious economic loss and an environmental disaster in the region by developing an oilfield as challenging as Kashagan. 2 FOREWORD Younger people today would find it hard to even imagine how much “big oil” and the prospects of the country becoming a new oil giant was discussed in Kazakhstan in the first decade of its independence. It was like a mass craze in the upper levels of government. Estimated volumes of oil yet to be produced and oil revenues yet to be gained were growing exponentially like in a fairy tale, transforming Kazakhstan, by a mere wish, into a new Kuwait on the Caspian shore.
