EPA developed this Community Involvement Plan to facilitate two-way communication between the community surrounding the JFD Electronics/Channel Master (JFD Electronics) Superfund Site and EPA and to encourage community involvement in site activities. EPA will utilize the community involvement activities outlined in this plan to ensure that residents are continuously informed and provided opportunities to be involved.

This Community Involvement Plan addresses JFD Electronics’ relationship to the community and EPA (Section 2.0), provides a background of the community (Section 3.0), presents EPA’s community involvement program (Section 4.0), and provides a listing of resources available (Appendices). EPA drew upon several information sources to develop this plan, including community interviews and site files. EPA’s Regional Office will oversee the implementation of the community involvement activities outlined in this plan.

Page 4 Section 2.0 Capsule Site Description

2.1 Site History

The JFD Electronics site is located in Oxford, North Carolina. It includes an area where an antenna, amplifier and booster manufacturing facility operated from 1961 to 1984, and a packaging and distribution facility for electronic parts operated from 1984 to 2003. JFD Electronics operated the site from 1961 to 1979 in the manufacturing of television antennas. During that time, JFD employment ranged from 200 to nearly 1,000 workers. Channel Master owned the property from 1980 to 1984. They produced satellite antennas, amplifiers, and boosters.

Beginning in 1964, operations disposed of sludge generated by treating wastewater from conversion and electroplating processes, disposed of primarily rinse water from a chromate conversion process and copper/nickel electroplating, all into an on-site unlined lagoon covering approximately 23,400 square feet. Sludge was also disposed of in drying beds along the southern property boundary. Wastes generated from the processes, primarily wastewater and sludge, contained a number of metals, including chromium, lead, and cyanide.

The North Carolina Department of Environment and Natural Resources (NCDENR) now the North Carolina Department of Environmental Quality (NCDEQ) conducted an inspection of the site in 1987. As a result of their findings, Channel Master conducted a voluntary cleanup of the lagoon in 1987 and 1988. These activities included excavating approximately 17,000 cubic yards of contaminated sludge/soil and disposing of the material in a permitted waste disposal facility. Approximately 2,000 cubic yards of Volatile Organic Compounds (VOC) contaminated soils excavated and thermally treated. In July 1988, Channel Master excavated and disposed of two fuel oil tanks and one concrete waste oil tank.

EPA placed the site on the Superfund Program National Priorities List (NPL) in October 1989 because of contaminated groundwater, sludge and soil resulting from operations and waste handling practices at the site. EPA, the NCDENR, and the site’s potentially responsible party (PRPs), have investigated site conditions and taken steps to clean up the site in order to protect people and the environment from contamination. By treating and monitoring groundwater, performing additional studies, preventing exposure and undertaking Five-Year Reviews, EPA, NCDENR and the site’s PRPs continue to protect people and the environment from site contamination.

In 2008, buildings on site were demolished. Currently, the site is not in use except for ongoing ground water treatment activities. The concrete slabs and foundations from the former facilities remain on site. Zoning limits the site to industrial land use.

2.2 Site Description/Location

The JFD Electronics is located in Oxford, North Carolina southwest of the city limits. It is approximately 13 acres in size and is located at the corner of Industrial Drive and Pine Tree Road. According to the 2014 Census reports, the town is 98% suburban/urban and 2% rural. Oxford is 29 miles southwest of Durham, 40 miles north of Raleigh, and 100 miles northeast of Petersburg. Oxford has a land area of 4.48 square miles.

There are other abandoned warehouses on the same street as JFD along with warehouses that are still operating. One includes Bridgestone warehouse, which is located across the street from JFD Electronics.

Further west on Industry Drive, there are occupied homes, two churches and a downtown area with retail shops – all within a two-mile radius of the JFD Electronics Site.

The closest residential property is Oak Ridge Apartments, a complex of approximately 200 residents located approximately 1,390 feet east of the site.

Page 7 2.3 Site Inspections and Cleanup Activities

JFD Electronics Corporation, the site PRP, provides leadership for site investigation and cleanup activities, with oversight provided by EPA and NCDEQ.

EPA conducted a Remedial Investigation/Feasibility Study (RI/FS) during 1991 and 1992. In September 1992 the Record of Decision was signed selecting the site’s long-term remedy to be used to cleanup the site. It included using a pump-and-treat system to address contaminated groundwater; treating groundwater on site using alkaline-chlorination, precipitation/filtration, air stripping and carbon adsorption; discharging treated groundwater to the local water treatment plant or a nearby surface water pathway; and monitoring groundwater. The plan also included digging up contaminated sludge and soil and treating the sludge on-site using reduction, oxidation and stabilization; backfilling treated sludge and soil in dug-up areas on site; and capping the backfilled areas. The plan also included installing additional monitoring wells.

In 1996, EPA updated the groundwater treatment approach, eliminating the alkaline-chlorination, precipitation/filtration and carbon adsorption treatment methods.

The site’s PRPs began operating the groundwater pump-and-treat system in 1998. The PRPs temporarily suspended the system due to cyanide concentrations above surface water discharge criteria. The PRPs modified the system and restarted it in 2000. In addition, the PRPs dug up and transported contaminated soil and sludge off site for treatment and disposal; backfilled the dug- up areas with clean soil; compacted and sloped the area for proper drainage; and planted grass.

In 1999, EPA revised the cleanup plan again, to include digging up 1,750 cubic yards of contaminated sludge and disposing of it off site at a treatment and disposal facility; converting hexavalent chromium in contaminated sludge to trivalent chromium; and stabilizing contaminated sludge to meet requirements for the off-site disposal facility.

In 2000, EPA revised cleanup plans for contaminated soil and sludge to include digging up and disposing of contaminated soil at an off-site landfill, backfilling the dug-up areas with clean soil, and grading and seeding the backfilled areas.

In 2013, the EPA reviewed the PRP’s evaluation of vapor intrusion and indicated that there is not a complete groundwater to indoor air vapor intrusion pathway at the Oak Ridge Apartments that could create a potential risk/hazardous above the EPA target levels.

In 2015, as a result of information developed since the original ROD was finalized, the EPA is proposing to modify the remedy to include Institutional Controls (ICs). The Record of Decision Amendment (AROD) is needed to select ICs in the form of Perpetual Land Use Restrictions under North Carolina General Statue 130A-310.3(f) must be implemented at the site. The state of North Carolina concurs with the remedy.

This modified remedy includes ICs on the soil and the groundwater of the site. Restrictive covenants must be implemented in order to prohibit the use of soil and groundwater within the footprint of the plume. ______JFD Electronics Superfund Site Community Involvement Plan June 2017

Page 8 Section 3.0 Community Background

3.1 Community Profile

According to CityData.com, the city of Oxford has a total population of 8,713. There are over 3,994 males and over 4,719 females. The median age range for the city of Oxford is 44.3 years and is 38.4 years for North Carolina overall. The estimated median household income for Oxford residents is $33,797 and the estimated per capita income in Oxford is $22,239

The race demographics in Oxford are as follows: Black: 52.3%. White: 41.7%. Hispanic: 2.9%. Two or more races: 1.6%. Native American: 1.1%. Other: .57.

In regards to education in Oxford, the percentage of high school graduates or higher is 78.1%, the percentage of residents with a bachelor’s degree or higher is 18.4%, and the percentage of residents with a graduate or professional degree is 8.6%. Approximately 5.2% of Oxford residents are unemployed.

Oxford is known for its two Historic downtown regions along College and Main Streets. Downtown Oxford is home to over 150 homes and buildings. The Granville county courthouse is a tourist attraction within the downtown area and attracts many visitors.

Revlon Corporation’s largest manufacturing facility and IT/IS department is located within Oxford. CertainTeed Corporation also has a roofing supplies plant in town.

Currently, no populations of monolingual, non-English speakers have been identified. Communications for JFD Electronics will be in English.

3.2 History of Community Involvement

The EPA is working with the community and its state partner on implementing the long-term cleanup plans for JFD Electronics, reflecting the Agency’s commitment to safe, healthy communities and environmental protection. Community engagement and public outreach are core components of the EPA program activities.

The EPA will conduct community involvement activities to solicit community input and to make sure the public remains informed about Site activities throughout the cleanup process. Outreach efforts will include public notices, fact sheets and informational meetings on cleanup progress and activities.

Some of the activities completed include the following:

 December 1989 – EPA provided a Community Relations Plan for Channel Master Site,  December 1990 – EPA issued a factsheet to the community which provided a description of the JFD Electronics site, a summary of the site’s history, and a brief overview of the Superfund process (including a time frame for future activities at the site including community relations,  December 1990 – EPA issued a public announcement to the community announcing a public meeting planned for January 7, 1991. The purpose of the meeting was to inform the citizens of Granville County and all other interested parties about: a) the site’s

Page 11 history, b) a brief review of the Superfund process, and c) all upcoming activities concerning the site,  February 1992 (Attached) – EPA issued a fact sheet to the community to provide a brief background description and history of the site; a brief introduction to the Superfund process; the sampling results of the Phase I and II Remedial Investigation; and a description of the Risk Assessment and Feasibility Study. It also outlined opportunities for public involvement,  April 1992 – EPA issued to the community a Proposed Plan fact sheet describing a proposed cleanup plan, referred to as a preferred alternative, to address contamination at the site,  September 1992 – EPA issued a fact sheet to the community announcing that the Regional Administrator of the Region IV EPA signed the ROD which selected the cleanup remedy for JFD Electronics,  October 1992 – EPA mailed out a survey to the community asking to provide EPA with concerns about the site,  November 1993 – EPA sent an announcement to the community stating that a Consent Decree had been published in the Federal Register and the Department of Justice (DOJ) would receive comments for a period of 30 days,  February 1994 – EPA issued a fact sheet to the community stating that the U. S. EPA and the (DOJ) reached an agreement with JFD Electronics to clean up the site,  April 1998 – EPA issued a fact sheet announcing a proposed amendment to the 1992 ROD and announced a public meeting for April 21, 1998 to discuss the amendment and announce the 30-day comment period,  March 2000 (Attached) – EPA issued a factsheet to update the community on the status of the Remedial Design/Remedial Action and of actions that have been and will be occurring related to the site,  June 2000 – EPA issued a fact sheet to describe in more detail what was going to occur during the Remedial Action of the soil and sludge,  May 2002 (Attached) – EPA issued a factsheet update to announce the completion of the Remedial Action phase and the initiation of the Long-Term Operation and Maintenance phase of the cleanup, and  February 2015 (Attached) – EPA issued a Proposed Plan fact sheet to describe the fundamental change to the groundwater and soil restoration approach presented in the 1992 Record of Decision.

3.3 Key Community Concerns

On March 29, 2017, EPA conducted interviews in Oxford, NC in reference to the JFD Electronics superfund site. The interviewees included local officials, community residents, and stakeholders. Each interviewee was asked approximately eleven prepared questions.

Overall, the people that were interviewed had very little knowledge of the JFD Electronics site. One of the interviewees indicated that he was aware that JFD Electronics was identified as a superfund site a long time ago, but did not know the progress or status of the site. Page 12 that there was very little knowledge or interest in JFD Electronics, only a few concerns were expressed.

The community concerns for JFD Electronics include public safety. One stakeholder addressed concerns about the contamination and how it affects the groundwater, and potential cause of contamination of nearby rivers and creeks. The manager of a local restaurant that is located close to JFD Electronics stated concerns on whether the site will affect his business and customers.

3.4 Response to Community Concerns

EPA continues to monitor the site on an ongoing basis. Currently, nearby residents (human health) are protected in the short term because no complete exposure pathways exist. For long- term remedies, EPA plans to include institutional controls and continue to monitor the site by conducting five-year reviews and informing the residents of the status of the site. The last five- year review was completed September 2015. The next one in due September 2020.

3.5 Summary of Communication Needs

For JFD Electronics, the interviewees expressed that emails were appropriate for them to receive information about the site. Richard H. Thornton and Library, and Granville County Expo center are two suggested locations to host community meetings about the site. County officials expressed that early evenings (around 5pm or 6pm) are an appropriate time to start the meetings. When it comes to utilizing local media, the interviewees suggested the Oxford Public Ledger and Butner-Creedmoor. County officials also stated that they are open to posting meeting announcements and information on the county website.

Page 13 Section 4.0 EPA’s Community Involvement Program

The overall goal of EPA’s community involvement program is to promote two-way communication between citizens and the EPA and to provide opportunities for meaningful and active involvement by the community in the cleanup process. EPA will implement the community involvement activities described below. The following plan is based on the results of the community interviews described earlier; it addresses each issue that was identified as being important to the community.

4.1 The Plan

Issue 1: Keeping the public informed and up to date.

Activity 1A: Designate an EPA Community Involvement Coordinator (CIC).

• Objective: To provide a primary liaison between the community and the EPA, and to ensure prompt, accurate, and consistent responses and information dissemination about the site. In those instances where EPA’s CIC may be unable to provide adequate information (such as on technical issues), inquiries will be directed to the appropriate EPA contact.

• Method: EPA will designate an EPA CIC to handle site inquiries and serve as a point of contact for community members. The EPA Region 4 Superfund Division appoints the CIC. Abena Ajanaku is the EPA CIC assigned to the site. She will work closely with Beverly Stepter, EPA’s Remedial Project Manager for the site.

• Timing: The new CIC became active March 2016.

Activity 1B: Prepare and distribute site fact sheets and technical summaries.

• Objective: To provide citizens with current, accurate, easy-to-read, easy-to-understand information about JFD Electronics Superfund Site.

• Method: Fact sheets will be mailed to all parties on the site mailing list. In addition, copies will be available at the information repository, the Web, and other locations as identified by the community.

• Timing: EPA will prepare and distribute fact sheets as needed.

Page 14 Activity 1C: Provide a toll-free “800 number” for the community to contact EPA.

• Objective: To enable citizens to get the latest information available when they want it, rather than having to wait for a meeting or a fact sheet, and without incurring any cost.

• Method: EPA will activate the 800 number and publish it periodically in the local papers.

• Timing: The line is currently operational (1-877-718-3752)

Activity 1D: Maintain a mailing list for the Site.

• Objective: To facilitate the distribution of site-specific information to everyone who needs or wants to be kept informed about the site.

• Method: EPA created a mailing list that includes all residences adjacent to the site, in known or suspected paths of migration, or those otherwise affected by the site. EPA will also inform interested parties via fact sheets, newspaper articles, public meetings, public availabilities, etc.

• Timing: EPA will review/revise it periodically to keep it current.

Activity 1E: Establish and maintain Information Repositories.

• Objective: To provide a convenient location where residents can go to read and copy official documents and other pertinent information about the site and EPA activities

• Method: The repository is a reference collection of site information containing the Administrative Record file, other site-specific information, the Community Involvement Plan, information about the Technical Assistance Grant Program, and the general Superfund process. The Community Involvement Coordinator will work with a local contact to establish the local repository. This repository will be accessible to the physically challenged, will have copier facilities, and will be available to residents during normal business hours and at least some evening and/or weekend hours. An additional repository has been established at the EPA Region 4 in Atlanta, Georgia.

• Timing: EPA established the local repository located at Richard H. Thornton Library. See Appendix H for detailed location information. EPA adds new documents as they become available.

Page 15 Activity 1F: Provide Site Information on Website.

• Objective: To provide key resources for searching and listing both general and specific information about Superfund and hazardous waste issues.

• Method: A Site Status Summary for this site can be found at https://www.epa.gov/superfund/jfd-electronics-channel-master Information about EPA and Superfund can be found at:  EPA Headquarters: http://www.epa.gov  EPA Region 4: https://www.epa.gov/aboutepa/about-epa-region-4-southeast

• Timing: Site Status Summaries are periodically updated.

Activity 1G: Provide Technical Assistance Grant (TAG) information.

• Objective: To provide resources for community groups to hire technical advisors who can assist them in interpreting technical information about the site.

• Method: EPA will provide information about the TAG program at public meetings and in site fact sheets. EPA will also provide briefing sessions to interested groups if so requested. EPA will provide TAG applications to qualified groups, and will provide assistance to the group in completing the application.

• Timing: EPA will continue to promote TAGs until one is awarded.

Activity 1G: Establish and maintain the Administrative Record.

• Objective: To provide residents with a paper trail of all documents generated and resources, etc. used by the Remedial Project Manager and Site Team in reaching all decisions about the site and its cleanup.

• Method: EPA will provide at least two sets of the Administrative Record for the site, one in the EPA Region 4 offices located at (61 Forsyth Street, SW Sam Nunn Atlanta Federal Center, 9th Floor Atlanta, GA 30303) and one located in the local Information Repository located at the Richard H. Thornton Library (see Appendix H for location).

• Timing: The Administrative Record is available for review at the Regional office in Atlanta and in the local information repository. Additions to the Administrative Record will continue to be included.

Page 16 Activity IH: Development of the Community Involvement Plan

• Objective: The CIP is considered a living document, which means that it can be revised at or before the standard three-year term (refer to Activity 2E). This document provides thorough discussion of the Site history, cleanup progress, community concems, community participation/events, and community contacts. The mission of the CIP is to serve as a document that represents the community and its relation to EPA.

• Method: EPA will develop a draft CIP prior to cleanup activities. It will be available on the EPA webpage and repository.

• Timing: The CIP is to be developed prior to initiating any cleanup activity.

Activity 1I Press Releases/Media Contacts and Public Notices.

• Objective: To inform the public of upcoming information or events such as community meetings, Administrative Record, sampling/testing or other related site activities.

• Method: EPA will provide press release and develop media contacts with local print, radio, television, and other media sources

• Timing: Press releases and/or public notices will be given to the local media on an as need basis. Refer to Appendix F Media Contacts for a list of local media and contact information

Issue 2: Provide adequate and meaningful opportunities for community involvement.

Activity 2A: Hold public meetings.

• Objective: To update the community on site developments and address community questions, concerns, ideas and comments.

• Method: Refer to Appendix G for suggested meeting locations. EPA will schedule, prepare for, and attend all announced meetings. EPA will provide at least two weeks’ notice of the scheduled meeting. The Regional Project Manager, Community Involvement Coordinator, and other appropriate EPA staff will attend.

• Timing: Additional public meetings may be scheduled to continue updating the community on the progress of the cleanup of the Site.

Page 17 Activity 2B: Encourage formation of a Community Advisory Group (CAG).

• Objective: To provide citizens with a meaningful way to become actively involved, and to provide the Site Team with a viable means of learning citizen concerns.

• Method: The EPA will encourage the formation of a CAG and provide support as appropriate to facilitate its formation. If formed, the EPA will provide administrative support but will not be an active member.

• Timing: The EPA will respond to any requests for help to form a CAG. As necessary, the EPA will promote CAGs regularly throughout the Superfund process.

Activity 2B: Make informal visits to community.

• Objective: To help keep community members informed about the site, while providing the EPA with feedback about site activities and the community’s opinions.

• Method: The EPA will establish a presence in the community through informal, often unscheduled visits to talk spontaneously with local residents.

• Timing: Throughout the entire Superfund process the EPA will visit the site during the various Five-Year Reviews.

Activity 2C: Solicit comments during a Public Comment Period.

• Objective: To offer the community members an opportunity to review and comment on various EPA documents, especially a Proposed Plan. This provides the citizens with meaningful involvement and opportunities to participate in the process and also provides the EPA and Site Team with valuable information for use in making decisions.

• Method: EPA will announce each comment period separately. Announcements will appear in local newspapers and EPA fact sheets; they will include particulars on duration, how to make comments, where to submit comments, etc. EPA may solicit comments on the following information/draft documents: draft CIP, draft summary of test results (not individual tests) and initial interpretation, preliminary findings on the RI and a list of possible remedies likely to be considered, preliminary findings of the FS and a brief summary of the leading contender for the proposed remedy, and preliminary plans for implementation and construction.

• Timing: Comment periods will be announced as appropriate. A comment period is required in conjunction with the announcement of the Proposed Plan and will last a minimum of 30 days.

Page 18 Activity 2D: Prepare and issue a Responsiveness Summary.

• Objective: To summarize comments received during comment periods, to document how the EPA has considered those comments during the decision-making process, and to provide responses to major comments.

Appendix J Glossary

JFD Electronics/Channel Master CIP Glossary

1. Aquifer – An underground geological formation, or group of formations, containing useable amounts of groundwater that can supply wells and springs.

2. Administrative Record – A file which is maintained and contains all information used by the lead agency to make its decision on the selection of a method to be utilized to clean up/treat contamination at a Superfund site. This file is located in the information repository for public review.

3. Cleanup – Action taken to respond to a hazardous material release or threat of a release that could affect humans and/or the environment. Also called remedial action, removal action, response action, or corrective action.

4. Contamination – The act of contaminating, or of making something impure or unsuitable by contact with something unclean, bad, etc.

5. Down-gradient – The direction that groundwater flows; similar to "downstream" for surface water.

6. Electroplating – Electroplating is a process where a coating of metal is added to a conductor using electricity via a reduction reaction. Electroplating is also known simply as 'plating'.

7. Exposure – The state of being exposed to come in contact with something.

8. EPA Hazard Ranking System (HRS) – Is the principle mechanism that the EPA uses to place uncontrolled waste sites on the National Priorities List. The HRS is used to assess both human health risks (e.g., drinking water threat, human food chain threat, threat to residential population, threat to worker population) and environmental risks (e.g., sensitive environments, resources) associated with actual or potential contamination of groundwater, surface water, etc.

9. Excavation – A hole or cavity made by the act excavating/digging.

10. Groundwater – Water found beneath the earth’s surface that fills pores between materials such as sand, soil, or gravel which is often used for supplying wells and springs.

Page 31 11. Hazardous waste – Is a waste with properties that make it potentially dangerous or harmful to human health or environment. They can be liquids, solids or contained gases.

12. Information Repository – A file containing accurate up-to-date information, technical reports, reference documents, information about Technical Assistance Grant, and any other materials pertinent to the site. This file is usually located in a public building such as a library, city hall or school that is accessible for local residents.

13. Institutional Controls – Non-engineered instruments, such as administrative and legal controls, that help to minimize the potential for exposure to contamination and/or protect the integrity of a response action.

14. Lagoon – An artificial pool for storage and treatment of polluted or excessively hot sewage, industrial waste, hazardous waste, wastewater, etc.

15. Landfill – Any place where wastes were disposed of by dumping waste and covering it. There are three main kinds of landfills: 1. Sanitary landfills are disposal sites for nonhazardous solid wastes at which the waste is spread in layers, compacted to the smallest practical volume, and covered with material at the end of each operating day. 2. Secure chemical landfills are disposal sites for hazardous waste. They are selected and designed to minimize the chance of release of hazardous substances into the environment. 3. Old landfills were built without modern day protections; these may contain hazardous wastes. Many of these landfills are being investigated and cleaned up under the State's remediation program. 16. Monitoring well - A well designed and installed to obtain representative groundwater quality samples and hydrogeological information. Its purpose is to provide controlled access for sampling groundwater near an agricultural waste storage or treatment facility to detect seepage and monitor groundwater quality.

17. National Priorities List – Is the list of hazardous waste sites in the eligible for long-term remedial action (cleanup) financed under the federal superfund program.

18. Plume - A volume of contaminated groundwater that extends downward and outward from a specific source; the shape and movement of the mass of the contaminated water is affected by the local geology, materials present in the plume, and the flow characteristics of the area groundwater.

19. Potentially Responsible Parties (PRPs) - Any individual or company, including owners, operators, transporters, or generators – potentially responsible for, or contributing to, the contamination problems at a Superfund site.

Page 32 20. Record of Decision – A public document that announces and explains which method has been selected by the agency to be used at a Superfund site to clean up the contamination

21. Remedial Design/Remedial Action – is the phase in Superfund site cleanup where the technical specifications for cleanup remedies and technologies are designed. Remedial action (RA) follows the remedial design phase. It involves the actual construction or implementation phase of Superfund site cleanup.

22. Remedial Investigation/Feasibility Study - The remedial investigation (RI) serves as the mechanism for collecting data to characterize site conditions, determine the nature of the waste, assess risk to human health and the environment, and conduct treatability testing to evaluate the potential performance and cost of the treatment technologies that are being considered. The feasibility study (FS) is the mechanism for the development, screening, and detailed evaluation of alternative remedial actions.

23. Risk Assessment – A means of estimating the amount of damage a Superfund site could cause to human health and the environment. Objectives of a risk assessment are to: help determine the need for action: help determine the levels of chemicals that can remain on the site after cleanup and still protect health and the environment: and provide a basis for comparing different cleanup methods.

24. Vapor Intrusion - occurs when there is a migration of vapor-forming chemicals from any subsurface source (soil or groundwater) into an overlying building.
