NHIEX E EHERGENCY BROADCAST SYSTEH PROCEDURES FOR THE SHEARON HARRIS NUCLEAR.POMER PLANT OPERATIONAL AREA I. PURPOSE. This annex establishes procedures for the activation of the Emergency Broadcast System (EBS) and the National Oceanic and Atmospheric Administration (NOAA) tone aler t radio system in case of an accident/incident at the Shearon Harris Nuclear Power Plant. II. GENERAL. This annex recognizes the State of North Carolina and the County of Make as the lead coordinating agencies for public notification and warning in case of an accident/incident at the Shearon Harris Nuclear Power Plant. This recognition, however, imposes no restriction on the counties of Chatham, Harnett, and Lee in meeting their responsibility for the prompt notification and warning of their respective citizens. It merely vests a collective trust in one governmental agency to act as the catalyst for initiating an event common to several parties which must be carefully coordinated. III. CONCEPT A. The activation of the Emergency Broadcast System (EBS) and the NOAA weather radio system will be a function of the Emergency Operations Center. EBS and NOAA may be activated under one of three different situations: 1. A situation in which the class of emergency is a "General Emergency" with a recommendation for PROTECTIVE ACTION to be taken and the Make County Marning Point Telecommunicator is UNABLE to notify any key official within five (5) minutes. 2. An incident in which the counties have direction and control and the State is unable to assume immediate effective coordination. 3. The State of North Carolina has established the State Emergency Response Team (SERT) at it's headquarters in Raleigh and has assumed direction and control at the request of the four counties or the Governor has issued a "Disaster Declaration." B. EBS and NOAA, to include siren sounding, will always be activated at a "Site Area" or "General Emergency" after a PROTECTIVE ACTION recommendation has been received from the Shearon Harris Nuclear Power Plant and concurred by the State and/or counties. C. EBS and NOAA will be continually activated during an escalating situation to provide the endangered population with follow-on emergency instructions (10 to 15 minutes apart). Emergency Instructions are defined as that minimum essential information which must reach the endangered population for them to immediately react to a protective action recommendation (See messages A-F, Annex D). It is emphasized that all "emergency instructions" will be short and clear'however, these instructions should be expanded by the media through public information channels. 8607080182 860703 PDR *DOCK 05000400 I, F PDR Rev. 20 Hay 86 D. The initial activation of the sirens willconsist of four (4) three (3) ~ minute periods. These three (3) minute periods will be interrupted only by intervals to reactivate the siren encoder. Thereafter, the necessity for and number of soundings will be at the judgement and discretion of the official responsible for activating the system. E. Copies of all EBS/NOAA messages will be immediately transmitted via telecopier to the State and County EOC's and the Joint Information Center, when activated. IV. COMMUNICATIONS A. Primary communications with EBS and NOAA will be the state restricted telephone conference bridge. This bridge is a restricted network and can only be accessed by dialing a special access code number through the state' 733-XXXX telephone exchange or by contacting the state telephone operator 733-1110. 733-XXXX telephone instruments have been provided for direct access to the State, Wake County EOC'S and the Wake County Communications Center. The special access code number is restricted to the State, Wake County Emergency Management Offices and the Wake County Communications . Center. NOTE: USE OF THE STATE RESTRICTED TELEPHONE BRIDGE IS LIMITED TO ACTUAL EMERGENCIES; HOWEVER, IT MAY BE USED FOR DRILLS OR EXERCISES ON A RESERVED BASIS. ALL NON-EMERGENCY REQUESTS WILL BE MADE TO THE STATE TELEPHONE OPERATOR 733-1110. B. Authentication code list for verifying EBS/NOAA activations and access telephone code number will be provided to using agencies by the N.C. Division of Emergency Management. C. Backup communications is available to NOAA on the National Warning System (NAWAS) telephone and to NOAA and EBS on the commercial telephone system. D. EBS Common Program Control Stations (CPCS) 1. CPCS-1 Station: WQDR-FM Telephone: 919/832-7406 (Primary/Unlisted) 821-2009 (alternate) 2. CPCS-2 Station: WRAL-FM Telephone.'19/890-6111 (primary) 890-6120 (night/unlisted) E. ACTIVATION PROCEDURES A. General. 1. The person calling will have a written script of the "Emergency Instructions" to be broadcast. 2. Give name, title, political subdivision represented and the purpose for the call. 3. Upon signal that the station(s) are ready to record, read the prepared Emergency Instructions in an authoritative manner. B. Emergency Situation and Detailed Activation Procedures. 1; A "General Emergency" is declared and the Make County Marning Point is UNABLE to notify any key official in five (5) minutes. a. The Make County Warning Point Telecommunicator will activate the .,state restricted telephone, bridge and conference the warning points in Chatham, Harnett and Lee Counties, and the CPCS and NOAA radio stations to coordinate the sounding of the sirens and the activation of EBS and NOAA. It is important that all four counties sound the sirens and activate EBS and NOAA together, if possible. Wake County has been charged with the responsibility of coordinating the simultaneous activation of those two critical warning systems. The telephone conference bridge should remain open until both systems have been coordinated and activated. b. Establish a siren activation time and poll the counties for tneir concurrence. Request EBS activate five (5) minutes after the siren activation time of EBS and NOAA will broadcast With the following message: ME HAVE BEEN NOTIFIED BY THE SHEARON HARRIS NUCLEAR POMER PLANT THAT A GENERAL EHERGENCY CONDITION EXISTS AT THAT FACILITY WHICH (Read item 7, Nuclear Warning Message form for emergency condition text). THE FOLLOMING PROTECTIVE ACTIONS ARE RECOHHENDED (Read item 8, Nuclear Warning Hessage form for recommended protective action text). 2. County EOC's Activated and Exercising Direction and Control. a. On receipt of a PROTECTIVE ACTION recommendation from the Shearon Harris Plant and a decision to activate EBS/NOAA has been made, Wake County will immediately draft the appropriate EBS/NOAA message. The Wake County Operations Officer will activate the speakerphone to the state restricted telephone conferencing bridge polling Chatham, Harnett and Lee Counties, then transmitting the proposed EBS/NOAA message and requesting their review, concurrence or comments. He will also propose a time for siren activation. Rev. 20 Hay 86 E 4 b. In no more than three (3) minutes he will again activate the speakerphone on the conference bridge, poll all counties for their concurrence of the EBS message and siren activation time. If concurred in or after appropriate changes are made, Wake County will dial MQDR, the CPCS-1 station, and the NOAA into the state conference bridge, authenticate the security code for WQDR/NOAA, transmit the concurred in EBS/NOAA message, request tone alert radios and EBS message be activated three (3) to five (5) minutes after the siren activation time of . MQDR and NOAA will then be advised to leave the telephone bridge,'but, to remain on alert for any follow-on messages. c. All counties will then direct their siren activation points to activate the siren encoders at the previously agreed upon time. 3. The State of North Carolina has established the SERT and Assumed Direction and Control. a. On receipt of the PROTECTIVE ACTION recommendation from the Shearon Harris Plant and a decision has been made to activate EBS/NOAA, the SERT PIO will immediately draft the appropriate EBS/NOAA message. The SERT Operations Officer will activate the speakerphone to the state conference bridge, polling Make, Chatham, Harnett and Lee Counties, then transmitting the proposed EBS/NOAA message and siren activation time for their review, concurrence, or comments. b. In no more than three (3) minutes the SERT Operations Officer will again activate the speakerphone on the state conference bridge, poll the counties for their concurrence of the EBS message and siren activation time. If concurred in or after appropriate changes are made, the SERT Operations Officer will dial MQDR and NOAA into the state conference bridge, authenticate the security code for WQDR/NOAA, transmit the concurr ed in EBS/NOAA message, request tone alert radios and EBS be activated three (3) to five (5) minutes after the siren activation time of . MQDR/NOAA will then be advised to leave the conference bridge', but to remain on alert for any follow-on messages. c. All counties will then direct their siren activation points to activate the siren encoders at the previously agreed upon time. The Commission has before it a request for a declaratory ruling filed on March 8, 1996, by Joyner Management Services, Inc. ("Joyner Management") seeking a Commission determination that the "Tom Joyner Radio Program" is a "bonafide news interview program," exempt from the "equal opportunities" provision of Section 31 5(a) of the Communications Act of 1934, as amended (47 U.S.C. Section 31 5(a)). 2. Joyner Management states that it owns and produces the "Tom Joyner Radio Program" and that the syndicated program has aired regularly on radio station WPTF(AM), Raleigh, North Carolina, and several other radio stations in North Carolina since October 1994. Joyner Management also asserts that the "Tom Joyner Radio Program" is a weekday, interview-style radio show that features a broad variety of local, state, and region-wide public figures, covering newsworthy issues of public importance. 3. Joyner Management maintains that the "Tom Joyner Radio Program" is moderated by Tom Joyner and that the editorial control of the program rests solely with Tom Joyner©s good faith journalistic judgment and not by an intention to advance the candidacy of any particular candidate.
