■Living Q & A: Where should I apply to operate my food truck in Nagoya City? 外国人暮らしのQ&A「名古屋市内でキッチンカーの営業をするにはどこで手続きをすればいいか?」

I have a permit for my business preparing food and selling it from my food truck (kitchin kā ["kitchen car"] / キッチンカー ) to operate in Okazaki City. I want to operate it in Nagoya City, too. Can you tell me where I can apply to do this?

To obtain a food business permit (shokuhin eigyō kyoka / 食品営業許可) to operate a food truck business in Nagoya City, one makes an application to the health center (hoken sentā / 保健センター) with jurisdiction over the ward in which the food truck is kept. The health center will issue the permit in the name of the head of the health center, permitting the food truck business to operate throughout the whole of Nagoya City. Please consult the health center with jurisdiction in advance if you need to apply for a permit.

Under an agreement between the City of Nagoya and the Aichi Prefectural Government, if one has a permit to operate in Nagoya City, the business can also operate throughout the whole of Aichi Prefecture.

In addition to Nagoya City, if one has a food business permit issued in a municipality in Aichi Prefecture with its own health center (hokenjo / 保健所), i.e. Toyota City, City, and Okazaki City, it is possible to operate throughout the whole of Aichi Prefecture. However, if the operating area has been limited to a specific area when being issued the permit, the area in which the business can operate will be limited to that specified.

As for the area in which you are permitted to operate your food truck business under the permit you have obtained in Okazaki City, you will need to confirm this with the health center which issued the permit.

Also, please bear in mind that you will need to consult and obtain permission from the organization or body which manages the site or property on which you propose to park the food truck and operate your business.

But the region is home to a number of major sites that are reminders of much earlier times that remain shrouded in mystery. ■What happens when a patient is diagnosed with COVID-19? 新型コロナウイルス感染症患者が発生した場合の対応 When a patient (kansensha / 感染者) is diagnosed as being infected with COVID-19, staff at the health center (Hoken sentā / 保健セ ンター) in each ward investigate the patient's movements during the 14 days prior to the onset of infection in an effort to determine the source of infection. In addition, in order to prevent the spread of infection, the patient's movements over the 2 days prior to the onset of infection are confirmed, and, once contacts / subjects for health monitoring (kenkō kansatsu sha / 健康観察者) have been identified (people who have been face to face within arm's reach [roughly 2 meters] of the infected individual for several minutes or longer, etc.), the contacts are asked to refrain from going out for any non-essential, non-urgent matters during the 14-day health monitoring period (kenkō kansatsu kikan / 健康観察期間), and health center staff phone contacts regularly to confirm their condition.

Points to observe when undergoing health monitoring at home ・Use separate rooms ・Limit responsibility for care of the subject to one person where possible ・Wear a mask ・Wash your hands frequently ・Ventilate the patient's room and other rooms regularly

If a contact reports any symptoms indicating possible infection, a PCR test is promptly carried out, and, if the result is positive (yōsei / 陽性), the patient is admitted to hospital. If a monitored contact does not develop symptoms within 14 days, the monitoring ends.

■COVID-19 Contact-Confirming Application (COCOA) 新型コロナウイルス接触確認アプリ(COCOA) The Ministry of Health, Labour and Welfare has released a smartphone app that enables users to receive notifications about the possibility that one has come into contact with someone infected with the novel coronavirus. The app uses the short-range communication function (Bluetooth) on smartphones (upon user approval) to receive notifications about the possibility of contact with a person who has tested positive for the novel coronavirus, while ensuring the user's anonymity. Users can receive support, such as testing from a public health center, sooner, having been notified that they might have come into contact with someone who has tested positive for COVID-19 infection. The more users, the more effective it will be in preventing the spread of infection. Hinamatsuri, Girls’ Festival (ひな祭り)

March 3rd is Hinamatsuri, the Girls’ Festival or Dolls Festival. Hinamatsuri celebrations include displaying unique decorations such as hina arare (ひなあ られ, colored, bite-sized rice crackers), hishimochi (菱餅, diamond-shaped rice Okoshimono is made from rice flour, which is cake), and peach blossoms, drinking kneaded, pressed into a wooden mold, steamed shirozake (白酒, sweet white sake), and and colored with various food coloring.
