China's Water Resources Management Challenge TECHNICAL FOCUS PAPER China's water resources management challenge: The 'three red lines' www.gwp.org The Global Water Partnership's vision is for a water secure world. Our mission is to advance governance and management of water resources for sustainable and equitable development. Global Water Partnership (GWP) is an international network, created in 1996 to foster an integrated approach to water resources management (IWRM). IWRM is a process which promotes the coordinated development and management of water, land, and related resources in order to maximise economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems. The Network is open to all organisations that recognise the principles of an integrated approach to water resources management endorsed by the Network. It includes states, government institutions (national, regional, and local), intergovernmental organisations, international and national non-governmental organisations, academic and research institutions, private sector companies, and service providers in the public sector. GWP’s Technical Committee is a group of internationally recognised professionals and scientists skilled in the different aspects of water management. This committee provides technical support and advice to the Partnership as a whole. The Technical Committee has been charged with developing an analytical framework of the water sector and proposing actions that will promote sustainable water resources management. A Technical Focus Paper is a publication of the GWP Technical Committee aimed at harnessing and sharing knowledge and experiences generated by knowledge partners and Regional and Country Water Partnerships. © Global Water Partnership, 2015. Water users' association 4 www.gwp.org FOREWORD Foreword This Technical Focus Paper is the third in a series of papers that provide a critical review of progress made in planning and putting integrated water resources management into practice. The paper synthesises the challenges, successes, setbacks, and the direction for further integration. It provides valuable insights from which others can learn lessons and apply them to their particular and often unique circumstances. This paper focuses on water resources management in China – an immense country which throughout history has always had water at the heart of its political and economic life. Today, water is still seen as a major constraint on the nation’s economic and social development given a growing population, urbanisation, and industrialisation at a time when there are serious water shortages and an increasing frequency and severity of droughts. This paper describes the water challenges facing China and the steps being taken to put water at the centre of sustainable social and economic development. It sets out ambitious plans for a stringent, integrated approach to water resources management. It establishes ‘three red lines’ that set limits on future water demand and detail expectations for water use efficiency and water quality within which water resources must be planned and managed. This is a long-term plan and progress is described as the plan is put into practice in an urban setting in Beijing. Even in ancient times water was mentioned in legends, such as ‘King Yu combating flood’. Today, China is facing a great challenge as water resources begin to constrain the nation’s economic and social development. Since the early 1980s when China implemented reform and an open policy to the outside world, the country has seen significant achievements in developing and allocating water, conservation, protection, and water resources management, which greatly contribute to social and economic development and people’s well-being. But sustainable economic development is still a major challenge as China faces a growing population, industrialisation, and urbanisation at a time when there are serious water shortages in some parts of the country, and there is growing pollution, and declining aquatic ecosystems. In 2011, to address these serious and complex water resources challenges, the Central Government set about major reforms to implement stringent water resources management and set up ‘three red lines’ to control total water use, improve water use efficiency, and control water pollution. In 2012, the State Council issued The guidelines on implementing the stringent water resources management system which mapped out the working arrangements. These guidelines identified the main objectives and put forward the measures to be taken, the tasks to be completed, and the accountability procedures to

    Revised and Replied for Resources Policy (SSCI) Total-Factor Water Efficiency of Regions in China Jin-Li Hu,* Shih-Chuan Wang, and Fang-Yu Yeh Institute of Business and Management, National Chiao Tung University Abstract. Water is a limited and unbalanced distributed resource in China, with the per capita amount of water resource there is only about one-fourth of the world's average. However, water is an essential resource for people’s lives and economic development. Over the past two decades China has seen the fruit of its rapid economic growth, nevertheless, a severe water shortage is behind this prosperous scenario and is becoming worse. Efficient water supply is certainly essential for the sustainable development of human beings. This paper analyzes water efficiency by incorporating water as an input as well as using conventional inputs such as labor employment and capital stock. An index of a water adjustment target ratio (WATR) is established from the production frontier constructed by data envelopment analysis (DEA) including water as an input. The water efficiency of regions is obtained from a total-factor framework with both residential and productive water use. A U-shape relation is discovered between the total-factor water efficiency and per capita real income among areas in China. The central area has the worst water efficiency ranking and the total adjustment amount of water use there is around three-fourth of China’s total. More efficient production processes and advanced technologies need to be adopted in the central area in order to improve its water efficiency, especially for its productive use of water.

The results indicated that Nanning, Liuzhou, Guilin and Fangchenggang four cities had higher level of sustainability. Qinzhou and Chongzuo city were in the status of unsustainable. The Guangxi Xijiang river basin was in the status of sustainable level in the last five years. The degree of sustainable utilization fluctuated during the years, with the score went up to 43.26 from 2010 to 2013 and then declined to 39.75 at 2014.     King Wen, a Settler of Disputes or Judge? The “Yu-Rui case” in the Historical Records and its Historical Background Maria Khayutina The chapter “Basic Records of Zhou” of the Shiji (Historical Records, ca. 100 BCE) contains an account of a “dispute” between the rulers of Yu and Rui that allegedly took place during the reign of King Wen of Zhou (died ca. 1049 BCE). According to the Shiji, the conflicting parties sought King Wen’s help in resolving their dispute. This gives the impression that, on the eve of the Zhou dynasty, settlement of disputes or deciding upon legal cases might constitute a substantial function of the royal power. However, this impression can be revealed as anachronistic. The present paper argues that the story about this “dispute” came about as the result of a misinterpretation of the ode “Mian” in the Book of Poetry, which served as one of the sources of the Historical Records. The paper analyses the “Mian” against the historical background of the Western Zhou period (1046‒771 BCE). It concludes that rather than referring to a dispute, this ode praises the rulers of Yu and Ru as elder relatives of the Zhou royal lineage, who backed King Wen’s irregular succession to the throne and thus contributed to the Zhou’s rise to power. By Carla Freeman As the legend goes, when a man named Yu heeded the dragon’s instructions about how to channel flood waters, he tamed China’s rivers and was made emperor. China’s rulers have long understood the critical importance of water in ensuring their country’s prosperity—and the link between how effectively they manage these resources and their own political longevity. The pressures for efficient management of water today is similarly challenging as in the past— China’s government must possess the ability to maintain the hydraulic systems necessary to mitigate flooding from China’s great rivers but also to ensure an adequate supply of water for the needs of its people. As Joseph Needham in his epic history Science and Civilization in China observed, the challenges of flood control and of maintaining irrigation and water transportation networks, among other dimensions of water management, served as sources of innovation in Chinese civilization as it developed, stimulating technological invention and intellectual debate.1 AN UNQUENCHABLE THIRST Today, China is confronting acute scarcity in its national water supply. Geographically, China’s water resources are unevenly distributed, with northern China’s water availability per person only a fraction of that in the rainy south.
