Quando l’Amministrazione comunale di Milano produceva documentari a tutto campo Palazzo Marino presenta... di Pierfranco Bianchetti Nei primi anni Cinquanta quando non ci sono i computer, i cellulari, il web e la televisione italiana deve ancora entrare nelle case degli italiani, i mezzi di comunicazioni più popolari sono la radio, la carta stampata e il cinema. Milano è una città in ricostruzione, che studia per diventare metropoli in tempi brevi. Il Comune è guidato prima dal mitico sindaco della Liberazione, Antonio Greppi, cui si deve la rinascita del Teatro alla Scala, della Galleria Vittorio Emanuele, della Biblioteca Ambrosiana e di molti altri edifici storici distrutti da bombardamenti, e poi dal 1951 dall’ottimo Virgilio Ferrari, artefice dell’aeroporto Forlanini e della Metropolitana. Sono anni nei quali le pubbliche relazioni necessarie a diffondere la conoscenza dei problemi che riguardano la cittadinanza, sono affidati allo strumento più tradizionale, ma efficace: il documentario. Nel 1953 a cura dell’Ufficio Stampa di Palazzo Marino, la sede del Comune in piazza Scala, nasce una vera e propria Cineteca Comunale specializzata nella raccolta di film capaci di incuriosire l’opinione pubblica, come ricorda “Il cinema a Milano”, la bella pubblicazione uscita nel marzo 1966 per volere dell’Amministrazione civica realizzata da Walter Alberti e Gianni Comencini della Cineteca Italiana. A Guido Guerrasio per primo è affidato il compito di raccontare alcuni momenti più significativi della “storia milanese”. Il regista gira nel 1953 il pregevole “Il Sindaco di ferro” dedicato a Gaetano Negri, illustre primo cittadino in carica dal 1884 al 1889, padre del moderno piano regolare della città e poi il suggestivo e pittorico “Gente dei navigli”. -

European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits. -
Spatial Planning Guidelines During COVID-19
Spatial Planning Guidelines during COVID-19 September 2020 1 Historically, pandemics such as the plague and Spanish flu have altered the way cities are planned leading to adaptions in building codes which are still under effect today. Many cities like Paris, New York and Rio de Janeiro have been redesigned to incorporate higher hygiene standards with improved sanitation facilities. Buildings have also been modified to include better light and ventilation. Cities are at the epi-centre of the COVID-19 pandemic which has a much higher transmission rate compared to previous pandemics. Measures to control COVID-19 transmission have included physical distancing, but this is often difficult to implement in cities founded on the principles of density, proximity and social interactions. This current pandemic is challenging planning principles mistakenly confusing density with overcrowding as an accelerator for the spread of COVID-19. There is no evidence, however, that relates higher density with higher transmission, rather it is overcrowding and the lack of access to services that is making certain populations more vulnerable and at a higher risk of contracting the virus. The COVID-19 pandemic is reaffirming the spatial inequalities manifested in the form of slums/informal settlements. It is also exposing the latent inadequacies like insufficient public space or limited access to healthcare– even within formal and well-organized cities – that have been exacerbating problems which have become impediments to achieving good quality urban life. Strategies guiding urban form impact health, economy and environmental sustainability and should aim to build resilience across all these dimensions. Planning processes informing regional and city plans must incorporate measures that enhance public health. -

The spatial and environmental planning should play the key role in coordination and integration of different planning grounds in achieving the sustainable regional development. The paper discusses the spatial planning capacity to offer the integral view of the sustainable territorial development. The brief review of tendencies in new spatial planning and regional policy has been given. The focus is on the concept of balanced polycentric development of European Union. The guiding principles of spatial planning in regard of planning system reform in European countries have been pointed out. The changes in paradigm of regional policy, and the tasks of European regional spatial planning have been discussed. In Serbia problems occur in regard with the lack of coordinating sectoral planning with spatial and environmental planning. Partly the problem lies in the legal grounds, namely in non codification of laws and unregulated horizontal and vertical coordination at all levels of governance. The possibilities for the implementation of spatial planning principles and concepts of European Union sustainable territorial and regional development have been analized on the case of three regional spatial plans of eastern and southeastern regions in Serbia. -

Gorzym-Wilkowski Maria Curie-Sklodowska University, Poland Abstract Sustainable development is currently the basic philosophy of shaping socio-economic development. It seeks to ensure that the improvement of living conditions and development of the economy are rec- onciled and the proper conditions for the functioning of the natural environment are maintained. The achievement of such objectives requires the use of numerous and varied instruments that include spatial planning whose goals are to protect and harmonize various ways of using geographic spatial resources. The role of spatial planning as an instrument for sustainable development is appreciated in international and Polish theoretical literature. Polish legislation also states, to an increasing extent, that the need for sustainable development should be regarded as the basis of spatial development. However, the reality is that the consecutive Polish spatial planning systems have created mechanisms that have aggravated spatial conflicts, including the excessive and extensive use of space. It has resulted from the privileged position given by consecutive legal solutions to a certain category of space users at the expense of other stakeholders and the natural environment. Therefore, the effective use of spatial planning to ensure sustainable development requires the creation of a new system of planning that balances the interests of various users of space. Cinemien Film & Video Distribution en ABC Distribution presenteren Het spectaculaire leven van Giulio Andreotti Release: 14 januari 2008 IL DIVO - synopsis In Rome, bij het ochtendgloren, wanneer heel de wereld nog slaapt, is er een man wakker. Die man heet Giulio Andreotti. Hij is wakker omdat hij moet werken, boeken schrijven, een mondain leven leiden en, in laatste instantie, moet bidden. Andreotti, kalm, achterbaks, ondoorgrondelijk, is al vier decennia aan de macht in Italië. In het begin van de jaren negentig stevent hij onverbiddelijk, zonder arrogantie en zonder nederigheid, roerloos en fluisterend, af op zijn 7e ambtstermijn als Eerste Minister. Andreotti, geboren in 1919, is een gerontocraat die, naar het voorbeeld van God, niemand vreest en de betekenis van onderdanige vrees niet kent. Hij is het gewend om deze vrees terug te zien op het gezicht van zijn gesprekspartners. Zijn voldoening is koud. Macht is zijn voldoening. De macht, zoals hij die graag heeft, vastgeroest en onveranderlijk voor altijd. Hij komt overal zonder kleerscheuren vanaf: verkiezingsuitslagen, terroristische aanslagen, beledigingen en beschuldigingen. Hij blijft er ongevoelig voor en verandert er niet onder. Totdat de grootste tegenstander van het land, de maffia, besluit om hem de oorlog te verklaren. Dan verandert alles. Misschien zelfs voor de roestvaste, ondoorgrondelijke Andreotti. Maar de vraag is of alles wel werkelijk verandert, of is het maar schijn? Een ding is zeker: het is moeilijk om Andreotti te raken, de mens die beter dan wie dan ook weet hoe de wereld in elkaar zit... I volumi sono catalogati per autore in ordine alfabetico e distribuiti in 11 sezioni in base al contenuto (vedere sotto), cui va aggiunto (n.12), l’Archivio; l’Archivio è, alla data attuale (gennaio 2018), in fase di analisi e studio. Nella catalogazione di un dato volume non c’è indicazione della collana eccetto che per i volumi appartenenti a collane o serie speciali collocate a parte. Le collane non s’intendono complete. Alla catalogazione hanno collaborato studenti del Liceo Statale “A. Manzoni”, (Varese), del Liceo “E. Stein”, Gavirate (Varese), dell’Istituto Superiore “Casula” (Varese) nel quadro dell’attività alternanza scuola-lavoro prevista per legge. I volumi spesso contengono al loro interno ritagli di articoli, generalmente di firme illustri, o singole pagine di quotidiani, di cui si fornisce indicazione nella catalogazione di ciascun volume, va tenuto presente che tale spoglio non è però ancora terminato.
