The Lima- Acon Agenda (LPAA)

• Decision 1/CP.20 ‘Lima Call for Climate Acon’: “The Conference of Pares […] encourages the Execuve Secretary and the President of the Conference of the Pares to convene an annual high level event on enhancing implementaon of climate acon”.

• Workstream 2 discussions and TEM’s process.

LPAA – Raonale

• Multude of actors are already engaged in climate acon, in different contexts and at different scales.

• They need support for recognion, scaling up and to assess their acon and related impacts.

Ø Lima-Paris Acon Agenda (LPAA)

LPAA – Objecves • Constute a broad plaorm of selected mul sectoral cooperave iniaves, with the view to:

- Showcasing progress made under the most promising iniaves and supporng their extension and replicaon

- Encouraging new substanal commitments from new iniaves and actors, in all sectors

- Promong cross-sectoral mul-stakeholder collaboraon

- Highlighng linkages with SDGs

- Building polical momentum ad bringing ‘the real world’ in climate negoaons (CoP21 decision?)

- Ensuring the connuity and strenghtening of the Acon Agenda beyond Paris (SDGs implementaon etc.)

Criteria for inclusion in the LPAA (1/2)

• Ambious: short and long term quanfiable targets – transformave acons guided by a 2°C goal pathway.

• Science based: Address a concrete impact of climate change. Transformave acons should apply new technologies, knowledge, communicaon strategy and/ or financial schemes that move a large group, industry, or country towards a low carbon and more resilient future.

• For cooperave internaonal iniaves: Mul-stakeholder approach – Inclusiveness – Balance regional representaon. Criteria for inclusion in the LPAA (2/2)

• Capacity to deliver. Ability to directly deliver and implement commitments (umbrella commitments notably)

• Showcase implementaon of exisng commitments under the Acon agenda (sufficient level of maturity in Paris)

• Follow-up and report. Will report on implementaon.

Beyond Paris LPAA – Events in Paris (1/3)

• A High-Level Meeng on Climate Acon = Acon Day (Plenary room in the Blue Zone) – On Saturday, December 5th, in the blue zone in one of the plenaries – High-level parcipaon with key leaders. – It should shed a light on the leaders of the future world that is emerging

• A serie of LPAA themac Focuses (in the Blue Zone) that: – will reflect the major commitments by acon – should reflect the magnitude of the mobilisaon and acon – provide a clear narrave (from science to acon) – will include the mobilisaon of the private sector as well as the cies and subnaonals.

à Taking individual corporate commitments that will increase efficiency, reduce GHG emissions or increase resilience; and mainstream climate change in their strategies and governance;

à Acvely supporng the implementaon of internal and public policies for combang climate change and developing low-carbon economies.

LPAA – Join the LPAA (5/5) Criteria

There are several criteria for an iniave to be included in the LPAA. It must: • Be cooperave, be inclusive, open and regionally balance. • Be ambious: short and long term quanfiable targets – transformave acons guided by a 2°C and resilient pathway. • Be science based: Address a concrete impact of climate change migaon or adaptaon issues to get us on a resilient and below 2°C pathway. • Have the capacity to deliver. Ability to directly deliver and implement commitments. • Showcase implementaon of exisng commitments (sufficient level of maturity in Paris) • Follow-up and report. Ready to report on implementaon.

LPAA – Lessons learned and way forward

• High-level leadership of the process is needed.

• A dedicated support team is essenal: to track, coordinate, trigger, engage, and support iniaves.

• Clearly established governance – it may take 1-3 years for iniaves to ramp- up and deliver. Useful to have had o ensure complementary perspecves and roles the 4 Partners (Peru, France, UNFCCC, UNSG). • General principles and minimum scruny are necessary to ensure robustness and credibility to the process.
