Gebhardt 1998 4 Translator’s Foreword As indicated on its title page, this study was published in 1945, was classified at the time of publication, and declassified in 1989. Unfortunately, I did not gain access to it until after the publication of Leavenworth Papers No. 17, The Petsamo–Kirkenes Operation: Soviet Breakthrough and Pursuit in the Arctic, October 1944. I translated the study some 20 years ago (1998) for my own personal use, and now feel compelled to share the English translation with scholars who may now or in the future be working on the topic. The document is one of a series of 39 such studies of various aspects of the performance of the Soviet Navy during the war. Should anyone need to peruse the original Russian- language version, its title in transliterated Russian is as follows: Sbornik Materialov po Opytu Boyevoy Deyatelnosti Voenno-Morskikh Sil Soyuza SSR, No. 27, Severnyy Flot v Operatsiy po Osvobozhdeniye Sovetsogo Kraynego Severogo (7-31 October 1944). The original Russian-language version is particularly useful because it contains a section at the front naming the units that received honorific titles to recognize their participation in the operation, 27 figures (maps and tables), appendices that contain plans and orders, and a glossary. I have inserted the words [The Petsamo–Kirkenes Operation] into the title of this translation so that the Combined Arms Research Library (CARL) cataloging system will display this study along with other materials containing the words “Petsamo,” “Petsamo– Kirkenes,” and “Petsamo–Kirkenes Operation. A second document, No. 38 in the same series, is also available that contains a section regarding the operation in question. That study is titled Sbornik materialov po Opytu Boyevoy Deyatelnosti Voyenno-Morskikh Sil Soyuza SSR No. 38: Razvedyvatelnoye Obespecheniye Severnogo Flota v Velikuyu Otechestvennuyu Voynu (1941–1945gg.). The English title of my translation is Collection of Materials on the Experience of Combat Activities of the the Naval Forces of the USSR: No. 38, Intelligence Support to the Northern Fleet in the Great Patriotic War (1941–1945). Included in its 90+ pages of text is a 13-page section (Chapter VI) titled (in English) “Intelligence Support to the Northern Fleet in the Pechenga Operation.” (Russian-language sources frequently refer to Petsamo, the town’s Finnish name, as “Pechenga,” its historical Russian name.) The entire 39-volume series was made available on microfiche by East View Publications, a firm located in Minneapolis, Minn. I accessed these microfiche files at the Combined Arms Research Library, Fort Leavenworth, Kansas, where they remain available with the call number E004714. Gebhardt 1998 5 Preface The Main Staff of the Naval Forces of the USSR, through the Department for the Study and Generalization of War Experience, continues the publication of collections of materials on the experience of the combat actions of the Soviet Navy. The purpose of this collection is to convey to the officer component of the Navy the combat experience of the VMF [voyenno-morskoy flot, military–naval fleet or simply Navy] in the Great Patriotic War. The Main Naval Staff considers that, in isolated cases, the incompleteness of existing materials may lead in itself to insufficiently complete examination of selected questions but, at the same time, considers it inappropriate to avoid study and generalization of the experience of combat operations until exhaustive data is collected. The following issues are discussed in these collections: 1) preparation, organization, conduct, and support of naval and joint operations with the Red Army; 2) combat actions of vessels, and of aviation, artillery, infantry, and special units of the VMF; 3) command and control of operations and combat; 4) the most essential measures for organizational and logistic support of combat actions of the VMF. In this manner, this collection generalizes the experience primarily of the operational employment and support of the VMF. Isues of tactics and combat training are examined in bulletins of the Directorate of Combat Training of the GMSh [glavnyy morskoy shtab, main naval staff] VMF, and and equipment issues are contained in bulletins of corresponding special directorates of the NKVMF [narodnyy komissariat VMF, People’s Commissariat of the Navy]. A fundamental task of the collection is the examination of issues of fleet (flotilla) combat activities in order to extract the necessary lessons from immediate combat experience, to show the causes that made possible or interfered with combat success, and as well the study of those new methods of the conduct of activities that arose in the course of the war and proved themselves on the sea and in joint operations of the fleet with ground forces. During this examination of separate operations and combat engagements, special attention will be given to issues of coordination of forces and combat command and control, on which depends much of the success for accomplishing any combat mission. Materials for these collections are taken from the following sources: 1) accounts of combat activities of fleets (flotillas) and major VMF commands, periodic and pertaining to specific operations, submitted to the Main Naval Staff; 2) Main Naval Staff documents; ©English Translation James F. The collection is a classified document, in as much as it expresses the most recent combat experience of active fleets (flotillas), along with classified data on the organization and armaments of the Soviet Navy. Utilization and protection of these collections are governed by the regulations that pertain to classified documents. The basement of the Early Proterozoic Pechenga paleorift was penetrated by the Kola Superdeep Borehole over a depth interval of 6842–12,261 m. The principal types of basement rocks are gneisses of trondhjemite–tonalite composition in association with amphibolites, gneisses containing aluminous minerals, and banded iron formation (BIF). It was demonstrated that the paleorift basement and rock associations exposed at the surface in the northwestern part of the Kola–Norwegian block are of similar age, composition of their protoliths, and correspond to the main types of sedimentary– volcanic and plutonic rocks of the Archean granite–greenstone terrane, which was broken up into separate segments in the Early Proterozoic. Rocks of the Pechenga Archean basement were affected by Proterozoic magmatism and metasomatism related to the rift development. The most intense Proterozoic processes in the Pechenga basement and its nearest surroundings were intrusion of numerous mafic–ultramafic bodies, retrograde metamorphism to the medium–low-temperature amphibolite and epidote amphibolite facies, synmetamorphic migmatization, and emplacement of postkinematic granite dikes. Most Proterozoic processes were determined to have been related to mantle sources.

    CORRELATION BEWEEN THE LATE PRECAMBRIAN OLDER SANDSTONE SERIES OF THE VARANGERFJORD AND TANAFJORD AREAS PKELIMINARY REPORT by Signe-Line Røe1 ) Abstract. Sedimentary rocks belonging to the late Precambrian Older Sandstone Series (over lain unconformably by the Eo-Cambrian—Lower Cambrian Vestertana Group) are described from the Vadsø—Komagelven area on the northern side of Varanger- fjord. The c. 1300 m thick Varangerfjord Older Sandstone Series succession is divided into trwelve informal members. A correlation of the upper c. 1000 m of this succession with the late Precambrian Tanafjord Group is then presented. Finally the regional discordance present between the Older Sandstone Series and the Vestertana Group is briefly mentioned. Introduction. The area investigated is situated on the northern side of Varanger fjord, East Finnmark, between longitudes 29° 38' and 30° 20' east and latitudes 70° 04' and 70° 18' north. For mapping purposes, 1:50 000 AMS topographical maps were used as aerial photographs were not available. The mapped area covers approximately 450 sq. km. ISSN 0029-196X. The late Precambrian Ekkerøy Formation of east Finnmark occurs at the top of the Vadsø Group and extends throughout the Tanafjorden-Varangerfjorden region. It consists of a uniform vertical and lateral facies pattern, in which four facies characteristically form part of a large-scale coarsening upward, marine- dominated regressive sequence. Lateral facies and thickness variations between inner Varanger­ halvøya (12�190 m thick) and Varangerfjorden (15-35 m thick) are the product of both primary depositional thickness variations and a gentle, southerly dipping unconforrnity at the base of the overlying Grønnes Formation. The transgression at the base of the Grønnes Formation (basal Tanafjord Group) marked a major change in depositional conditions from the fluvially-dominated Vadsø Group below to the shallow marine-dominated Tanafjord Group above. This junction is the most distinctive lithostratigraphic horizon in an otherwise conformable 2,000 m thick, clastic-dominated succession. H. D. Arctic warming and decreasing sea-ice cover along the Siberian coast in the Arctic Ocean leads to greater accessibility for operations such as oil drilling and traffic of tankers. This implies increasing risks for Steller’s Eider Polysticta stelleri wintering, moulting and staging along the coasts of the Varanger Peninsula, Norway. Steller’s Eiders were surveyed by monthly counts during winter and early spring 2016/2017 to investigate numbers and distribution throughout the winter. The highest number of wintering Steller’s Eiders was found in January, representing ~7 % of the European population. In February–April numbers were lower, but at a rather stable level. We found relatively little variation in distribution between months, although the birds were more evenly distributed along the coast later in winter. Mean flock size was significantly larger in January than in March and April. Feeding behaviour was exclusively observed in shallow water, generally at depths of up to 6 m. Areas of focus for an oil pollution emergency plan are pointed out and discussed. This article discusses the legal history of Russian fishing activities off the coast of Finnmark and covers the historical period from the 1700s until the termination of this fishery in the early 1900s. The article shows that Russian fishermen, like the Sa´mi from Finland*and unlike fishermen from other nations, were authorized to establish shacks and landing places. Both the agreements and legal disputes surrounding the fishery, which lasted until World War I, are discussed in the article. Some of these fishermen, known in Norwegian as nordfarere (‘‘northern seafarers’’), came from further south along the Norwegian coast, specifically from the counties of Nordland and Trøndelag. Others came from further east, from Finland and Russia. In more recent times, fishermen started to arrive from even further afield, notably from England. When the English trawlers ventured into Varangerfjord in 1911, they triggered a dispute between Norway and England concerning the delimitation of the Norwegian fisheries zone that continued until 1951, when the matter was decided by the International Court of Justice in The Hague.

The explosion occurred at 9.40 o’clock on the evening of February 15, 1898. At half-past two on the following morning the first reports, filed by the correspondents in Havana, reached New York, and at daylight newsboys in every city in America were crying the extras which gave the details of the disaster. Before noon on the 16th, a tug steamed out of the harbor at Key West with three divers on board. In the few hurried hours after the news reached New York “The World” had telegraphed its representative in Key West, and divers had been roused out of bed, had collected their paraphernalia, and had embarked on the newly chartered tug for Havana. Early in the afternoon, “The World” correspondent in Havana received the following cabled instructions: “Have sent divers to you from Key West to get actual truth, whether favorable or unfavorable. First investigation by divers, with authentic results, worth $1,000 extra expense tomorrow alone.” But when the divers arrived, they were not allowed to make a descent, and all that the newspaper sponsors of the enterprise derived from the expedition was a bill of expense amounting to nearly $1,000. This was the beginning. During the next few days scores of correspondents were rushed into Havana, and half a hundred great newspapers began to fill with news and pictures of the wreck.
