    Scientia Militaria, South African Journal of Military Studies, Vol 30, Nr 2, 2000. http://scientiamilitaria.journals.ac.za The Quest for Liberation in South Africa: Contending Visions and Civil Strife, Diaspora and Transition to an Emerging Democracy Ian Liebenberg Introduction: Purpose of this contribution To write an inclusive history of liberation and transition to democracy in South Africa is almost impossible. To do so in the course of one paper is even more demanding, if not daunting. Not only does "the liberation struggle" in South Africa in its broadest sense span more than a century. It also saw the coming and going of movements, the merging and evolving of others and a series of principled and/or pragmatic pacts in the process. The author is attempting here to provide a rather descriptive (and as far as possible, chronological) look at and rudimentary outline to the main organisational levels of liberation in South Africa since roughly the 1870' s. I will draw on my own 2 work in the field lover the past fifteen years as well as other sources • A wide variety of sources and personal experiences inform this contribution, even if they are not mentioned here. Also needless to say, one's own subjectivities may arise - even if an attempt is made towards intersubjecti vity.     Hermann Giliomee True Confessions, End Papers and Hermann Giliomee was Professor of the Dakar conference: A review of Political Studies at the University of Cape Town and is presently Professor the political arguments Extraordinary at the History Department, University of Stellenbosch. E-mail: [email protected] True Confessions, End Papers and the Dakar conference: A review of the political arguments As a social critic Breyten Breytenbach published two books of political commentary and political analysis during the mid-1980s without the opportunity of engaging with commentators at home. While True Confessions of an Albino Terrorist is part autobiography and part searing comment on prison life, End Papers is a more detached dissection of the major political and cultural issues confronting South Africa. Breytenbach was now one of the respected international voices on the political crisis in South Africa. The violent break-up of apartheid had changed Breytenbach’s social criticism. In the place of the earlier rejection and denunciation had come a willingness to engage and reason with his audience. The Dakar conference of 1987, which Breytenbach co-organised, offered an ideal opportunity for this. The conference was given wide publicity and was seen by some as the catalyst that broke the ice for the negotiations between the government and the ANC two and a half years later. The SECRETARY: Debate on Vote 1 – Premier – Western Cape Adjustments Appropriation Bill [B 6 – 2018]. The SPEAKER: I see the Premier. The PREMIER: Thank you very much, Mr Deputy Speaker. The Adjustments Budget represents an increase of R10,4 million when compared to the 2018/19 main Budget. This increase will assist the Department to invest in much needed IT refresh and to communicate with citizens regarding water scarcity, especially beyond the borders of the City of Cape Town. To deal with water scarcity, a targeted Water Demand Management Communication Campaign will be undertaken in the Karoo and parts of the West Coast over the summer period. These areas remain under distress and the campaign to the value of R4,6 million aims to encourage responsible water use so that limited supply can be conserved. The campaign will also 2 reach tourists and residents more broadly with the simple “Save water this summer” message. R2 million has been allocated towards the strategic communication campaign which aims to report back to Western Cape residents as we come to the end of this administration.     2006/7 A N I M P R O V E D S E R V I C E M E T H O D O L O G Y A N ote F rom the D epartment The Department of Community Safety, Western Cape is responsible for the coordination and implementation of community based social crime prevention and oversight over the South African Police Services (SAPS), amongst other key performances. Key to the Department’s approach is a transformatory and participatory methodology supported by the National Crime Prevention Strategy (NCPS, 1996) and the ikapa Growth and Development White Paper (2007). This integrated service delivery programme is implemented via Bambanani “Unite” Against Crime (Bambanani Strategy). The Bambanani Strategy is over-arching to the entire Department and is premised on the principles outlined in Batho Pele and the notion of a developmental state. Minister Leonard Ramatlakane Under the direct guidance of Minister Leonard Ramatlakane and I, the Directorates: Community Liaison Minister of Community Safety and Social Crime Prevention are responsible for the design and implementation of the Bambanani Western Cape “Unite” Against Crime Strategy. The Directorate: Strategic Services and Communication and the Directorate: Safety Information and Research is responsible for researching, documenting and sharing strategies, methodologies and information respectively with internal and external stakeholders. The Best Practice document in the form of An Improved Service Delivery Methodology 2007/08 aims to share the experiences and expose other Departments to the implementation strategies employed by the Department of Community Safety, in its efforts to transform delivery through encouraging community participation, community empowerment, social cohesion, social capital and deliver services that reflect public value.

We also, just came from celebrating youth month Wand the highlight was June 16. This reminds me of a song, I recently heard, from one South Africa's celebrated top Hip Hop artist. His name is Tuks this is what he says about challenges being faced by the youth today; Xolani Luthuli from the Communication Team “This is where we from – Bottom to the Top – the Bottom struggle never stops. Check where we were brought up – Prisons held our leaders. 20 years haven't gone by – but we have already forgotten where we come from” This touched me because most of us seem to be unsure of the sacrifices that the Class of 1976, made for us. They paved the way for us to be emancipated and it's up to us to repay them by Editorial Team: being the best that we can be in our respective areas. The struggle for our total emancipation hasn't stopped, let's shoulder Editor: on. The utilization of improvisation theatre in businesses and organizations to revolve conflict began to be used at the turn of the century. This new and growing tool has helped with company mergers and internal disputes. Thus, why not use these same improv theatre elements in international conflicts? The analysis of three distinct cases of track two diplomacy and improv theatre has shown the possibility of a new tool for diplomacy mediators to utilize.
