Dear Sir/Madam,

The 8th Round of the mandatory Phase-VMid-CareerTraining Programme (MCTP)for IAS officers is scheduled from 27 October to 28 November 2014 at National Academy of Administration (LBSNAA),Mussoorie.As per rule 5(11) of the IAS (Pay) Rules 2007, undergoing Phase-V MCTP is a pre-requisite for granting of increments after completion of 28 years of service. Please find enclosed for reference a copy of relevant Rules, and letter dated 01.02.2012 from Secretary (Personnel) to all Cadre Controlling Authorities in this regard.

2. The current round of Phase-Vis being offered to the officers indicated below:-

(i) Officers of 1986 and 1987 batch (1st chance) (ii) Officers of 1985 batch (2nd chance) (iii) Officers of 1984 batch (3rd chance) (iv) Officers of 1982 & 1983 (On caseto case basis)

However, priority would be given to members of service belonging to 1986 batch and batches senior to that.

3. Further, as per government decision, an officer who has less than three years of service after the year in which he/she has been slotted to undergo the MCTPwould not be sent for the training. A copy of relevant communication is enclosed for reference. Therefore, officers superannuating before 31 December 2017 may not be nominated for the current round of Phase- V MCTP.

4. A list of the eligible officers (after deleting names of those superannuating before 31December 2017 as mentioned in para 3 above), as per database maintained by this Department, is enclosed. Any discrepancy in this list may kindly be brought to the notice of this office for corrective action.

5. You will appreciate that conducting MCfP entails detailed advance planning in terms of tying up with foreign partner institutions and faculty resources, apart from arranging logistics for foreign study tours etc. Therefore, it is imperative that the eligible officers enroll for the programme at the earliest. I, therefore, request you to instruct all eligible officers to enrol 'on- line' at for this year's program. After online enrolment LBSNAA will convey acceptance of nomination to the eligible officers. In continuation of the guidelines issued by DoP&T vide circular of even number dated is" March,

2010 in connection with the Mandatory Mid Career Training Programme for IAS officers, it is mentioned that

the minimum residual service required to undergo the mandatory Mid Career Training has been increased

from 'six months' to 'three years'.

2. Therefore, para 4 (e) of DoP&T's circular of even number dated 19.03.2010 may be read as follows:

Para 4 (e) "An officer who has less than three years of service after the year in which he/she has been

slotted to undergo Phase III, Phase IV or Phase V of Mid-Career Training, would not be sent

for mandatory mid-career training."

3. This may be brought to the notice of all the IASofficers wherever they are posted (including those on

deputation to any post within India/abroad, foreign assignments, on study programme within/outside India,

on long leave etc.).

Dear Chief Secretary,

You may be aware that a career-linked mandatory Mid-Career Training Programme (MCfP) for IAS officers was started in January, 2007 with the objective of improving their 'Next-level Competencies' at certain identified stages of their careers. The IAS (Pay) Rules as amended, make successful completion of Phase-Ill, Phase-TV and Phase- V of the MCTP a prerequisite for granting the career benefits of 'Junior Administranve Grade', 'Super Time Scale' and 'Increment after 28th year of Service', respectively, to the officers (relevant extract of notification enclosed) .

2. In order to strike a balance between the implementation of the above-mentioned mandatory provisions of the IAS (Pay) Rules and the difficulties being faced by the Cadre Controlling Authorities (CCAs) in relieving the officers due to administrative exigencies, each officer is allowed three chances to complete each phase of the MCTP.

3. During the course of my review of the implementation of MCTP, 1have ob .erved that the full capacity of the various Pha es of the programme is not being utilized as officers are not being released by the CCAs. It has al 0 come to my notice that the CC'...Ashave been granting the aforesaid career benefits to the officers without their successful completion of the respective phases of this mandatory programme which is not in consonance with the IAS (Pay) Rules 2007,

4. In view of the above, I would like to reiterate that it is mandatory for every IAS officer to complete the various phases of the MCfP at appropriate stages of their career within the given three chances (preferably in the first year it falls due) and that the officers should be granted the career benefits only after they have successfully completed the respective phases of the MCrr thus complying with the provisions of the lAS (Pay) Rules, 2007,

Sir/Madam,

The mandatory Mid career Trainlng{MCT) Programme for IAS officers was introduced in the year 2007 in three phases i.e. Phases III, IV & V. As per the provisions in the !AS(Pay) Rules, 2007., promotion of an IAS officer to Junior Administrative Grade (JAG) is admissible only on completion of 9 years of service and successful completlon of the Phase-III training, promotion to - Super TIme Scale Is admissible only on completion of 16 years of service and successful completion of the phase IV training and the drawal of Increments after completion of 28 years of service in 'Above Super TIme scale' Is admissible only after successful completion of the Phase V training.

2. In order to ensure the participation of officers In the mandatory'MCT Programme and to make the programme more effective, the Government issued guidelines vide order No. 20011/1/~008 - AI~ (II) dated 2011I October, 2008 providing a 'two-year window' to complete each phase of the mandatory MCT Programme.

3. However, many controlling authorities apprised the DoPTabout the difficulties in reHeving officers for participation in the various phases of the rnandatotv MCT Programme due to administrative and other exigencies. Simiiarly, Individual officers also represented before the OoPT about their difficulties in completing the various phases of the MCT Programme within the 'two-year window' .provided. It was also found by.the DoPT that many officers couldn't complete the mandatory MCT Programme within the 'two-year window' either because they were not deputed for training by the controlling authorities or were not =tbleto participate in the programme due to personal reasons.

4. Consequently, the matter has been carefully considered and it has now been decided that each officer will be given a maximum of three (3) chances to complete each phase of the mandatory MCT Programme for IASofficers, In the following manner:

(a) All phases of the mandatory MCT Programme must be attended by all officers in the first year that it falls due;

(b) Postponement of participation from the first year to second year, and from the second year to the third year would be allowed only with the prior approval of DoPT. However, such approval for postponement of participation does: not entitle the officer to obtain the respective promotion/ grade/increment in relaxation of the Rules. It is reiterated that the officer will be entitled for the respective promotion/ grade/increment only after he/she successfully completes the respective phase of the MCT Programme for IAS officers within the 'three-year window' provided. However, in terms of para 8.2 (d) of the Guidelines for promotion to the various grades of IAS issued by DoPTvide 20011/4/92-AIS(fI} dated 28'· March, 2000, promotion to Junior Administrative Grade, a non- functional grade, not involving higher duties and responsibilities, can be granted from the due date retrospectively, after successful completion of PhaseIII of MCT.

(c) Postponement of participation from the second year to the third year would be allowed by DoPTonly in caseof rare and extraordinary circumstances, which are defined as under:

(i) Officer undergoing study programme (Domestic/foreign) by availing 'Study Leave' or 'Partial Funding' or 'nominated by DoP&T'.

(ii) Officer deputed by Gol to a foreign assignment or granted permission for deputation under 6(2){ii) etc.,

(iii) Medical reasons of self or immediate famify members, i.e. the officer himself/herself, his/her parents, spouse and children of the officer.

(iv) Marriage of the children.

(d) Failure to attend any phase of the mandatory MCT Programme in the 'three-year window' provided would mandatorily attract the consequences laid down in the rules and guidelines, with no exception;

(e) Officers having less than six months of service, after the third year of the 'three-year window', need not be sent for the mandatory MCT Programme. s. These directions may also be brought to the notice of all the IAS officers wherever they are posted (Induding those on deputation to any post within India/abroad, foreign assignments, on study programme within/outside India, on long leave etc.),

6. This issues in supersession of DoP&T's communication No. 20011/1/2008-AIS (II) dated 20'" October, 2008.
