    Qualifying for Leader of the Opposition Article Subhash Kashyap, a former Secretary General of the Lok Sabha talked about evolution of Leader of Opposition in Lok Sabha History of Leader of Opposition ● In 1969, when Indira Gandhi was the Prime Minister, the Congress split to form the Indian National Congress (Requisitionists) and the Indian National Congress (Organisation). The Leader of INC(O), Ram Subhag Singh, became the first person to be formally recognised as LoP in the Lok Sabha. o The first officially designated Opposition party in Parliament emerged from the break-up of the all-dominant Congress party in power. ● Until 1977, there were no emoluments and perks attached to the position of LoP. There is no provision in the Constitution or even in the Lok Sabha Rules of Procedure in regard to the recognition of the LoP. ● Opposition party and Leader of the Opposition (LoP) of the Lok Sabha formally recognised under the Salary and Allowances of Leaders of Opposition in Parliament Act, 1977 ● The 1977 Act defines LoP as that member of the House who is the “Leader in that House of the party in opposition to the Government having the greatest numerical strength and recognised as such by the Chairman of the Council of States or the Speaker of the House of the People, as the case may be.” ● The Act extends to LoPs in the Lok Sabha and the Rajya Sabha the same official status, allowances and perks that are admissible to Cabinet Ministers. ● In the case of the Lok Sabha, however, this is subject to recognition of the leader by the Speaker.

CHANDRA SHEKHAR: A PROFILE Chandra Shekhar was one of the eminent and popular political leaders of India. The interest of the poor, the peasants, the landless, the working classes and their development always remained core to his heart. He was influenced by certain socialist leaders and ideas of socialism too. Having developed political interests since student days, he came into active politics under the advice and influence of his socialist mentor Acharya Narendra Deva. He began his Parliamentary career from Rajya Sabha where he remained a member for three terms. Afterwards he got elected to Lok Sabha where he remained a member for eight terms. Having an abiding faith in the rules and procedure of Parliament and respect for the decorum and discipline in the House, he earned the honour of an Outstanding Parliamentarian. His amiable disposition, command over various subjects and practical approach to national and international issues was appreciated from the different quarters in Parliament. With a long political record to his credit, he became the Prime Minister of India in 1990. As Prime Minister and a towering leader of the country, he left his mark as a statesman in various spheres of the country, though he remained in the same office for a short period. Chandra Shekhar articulated his ideas on diverse fields in Parliament through various devices of Parliamentary practice and procedures as well as through his own writings.
