Introduction “Rangers Spirit” - “Difficulties to the Height is the motto of the club. The players then imbibed “the out of nothing you create something” philosophy. Rangers spirit is imbibed not taught. Once a Ranger, you get used to ‘Fight to the Last Man’. Inside the field a Ranger never gives up! Like the name, a Ranger is one who stays till the end of the battle. A Ranger dies fighting and fights dying, in-fact with head full of blood, a Ranger never bows. A Ranger is evergreen and sees challenge as an inevitable obstacle that must be over-whelmed. Once beaten, then you are not a Ranger, because a Ranger is invincible [1]. Rangers, otherwise known as the flying antelopes is a public football club based in Enugu, capital of Enugu State, South East Nigeria. For clarity purposes, Enugu State was created or carved out from Anambra State in 1991 [2]. Rangers came into existence in 1970, immediately after Nigerian civil war, which according to Graf lasted between 6th July 1967 and 15th January 1970 [3]. Shortly after inception, the club shot to limelight, recording unprecedented victories. Rangers became an institution whose indomitable spirit for survival saw it go places and made it a dreaded club-side in the whole of African continent. Rangers won the Challenge Cup trophy in 1971, thus, became the first club-side in Nigeria to lift the trophy at the inception of the tournament. In 1974 and 1975 respectively, they repeated the feat by defeating Mighty Jets of Jos and IICC Shooting Stars of Ibadan (now Shooting Stars Sports Club) respectively in the finals [4]. The series of political imbroglio experienced in some states of the country has exposed the negative impacts of crude political godfatherism in Nigerian politics. This study therefore tries to unveil the problematic dimensions the phenomenon of godfatherism has assumed in Nigeria, especially during this fourth republic. The study exposes the instruments implored by the godfathers to achieve their objective, which include political violence, vote buying, diabolic oath-taking, unlawful impeachment, etc. The study also examines the relationship between the godfathers and the godsons before and after elections. The study adopted descriptive approach and therefore collected its data from secondary sources. The study reveals that the political relationship between the godfathers and godsons under successive government in Nigeria is a reflection of anti people’s political behaviour by voracious godfathers whose major pre-occupation is to perpetuate their hegemonic political influence and control personal interest and accumulation of abundant wealth. The study recommends attitudinal change, serious legislation against money politics, positive perception of politics, strict compliance to the electoral acts and guidelines, condemnation of evil and celebration of good; and patriotism as the solutions for positive change.

Because of the strategic importance of legislature, constitution provides for its independence through separation of powers among the organs of government. However, in most post- colonial states, incidences of political interference and executive meddling roles have continued to challenge the independence of the legislature. This interference has continued to affect the performance of statutory roles of the legislature, especially in the area of oversight over executive activities. The enormity of the problem necessitates the study which major aim is to ascertain how the menace of political interference erodes the independence of the legislature and thereby influence the performance of its functions. The study applies documentary method for data generation, content analysis for discussion of thematic issues and post-colonial state theory as the theoretical framework. The findings show clusters of indicators that affect the independence of the legislature. Among the key components, include the nature of political party organization, the electoral process, the emergent value orientation, and elite class mentality; nature of political economy, which creates a symbol of godfather or moneybags syndrome and the prevalent docility to revolutionize the ugly trends.

The ex-governor Chimaroke Nnamani was accused of laundering N4.5 billion between 1999 and 2007 while ex- governor Sullivan Chime was accused by the anti-graft agency of N13 billion contract for the new secretariat complex and campaign fund allegedly collected from former petroleum minister, Diezian Alison Madueke. The causative factors of this corruption have been traced from selfish, greed, avarice, etc, hence the topic “Roman Catholic Church and the fight against Corruption in Enugu State, Nigeria”. This has affected the well-being of individuals and retarded development and progress in the State. The embezzlement of public fund, rigging of election, kidnapping of political opponents, thuggery, and political motivated killings formed the core of activities of some of the political leaders. Though several national programmes and ant-corruption agencies like Independent and Corrupt Practices Commission (ICPC) and Economic and Financial Crimes Commission (EFCC) have been put in place to combat this menace, corruption continues to get worse. Today, the problem is how to effectively manage the quantum of information available for use. Hence a paperless society has emerged, where every step to access a unit of information could became almost entirely digitalized. This paper studied the positive impact of Information Communication Technology (ICT) on the management of information in the education sub-sector, globally and at local level. Specifically, the researcher studied the Enugu State Education Management Information System (EMIS) and its positive impact on educational development in the state. Major sources of data for this study came from the publications of Enugu State Ministry of Education with the support of Education Sector Support Programme in Nigeria (ESSPIN) and personal opinions of civil servants in the State. A structured questionnaire was used to collect primary data. Some conclusions and recommendations were made including the adoption of EMIS to all levels of education in Enugu State. ABSTRACT Democratic governance is a popular expectation within developing and advanced democracies. In developing federating polity like Nigeria, it becomes expedient in view of failed governance, dysfunctional state structures, recessive economy, widespread public distrust, centrifugal tendencies and docility of the masses. The empirical study therefore examines critically the failures of decentralized legislative structure, Enugu state house of assembly in upholding values of democratic governance in deference to public anxieties and expectations. The methodology of this study is survey design where the researchers explored the import of secondary (text books, journal articles, magazines, government bulletins) and primary (questionnaire) instruments of data collection. The population size of the case study (Enugu state) is 800 where the researchers adopted Taro Yamini formula to reach the sample size of 400. In reference to the method of data analysis, the researchers used likert mean scale with a calculated mean of 3.5 to elicits and validate responses from the returned questionnaire of 389.
