Published on IMTIJOTAS: June 18, 2019 GODFATHERISM AND NIGERIAN POLITICS: A STUDY OF THE FOURTH REPUBLIC 1999-2018 Offor, Macaulay Arinze1 Email: [email protected] & Eze Christopher Obinna1 Email: [email protected] 1Department of Public Administration Institute of Management and Technology, IMT, Enugu Abstract The inherent danger or harm of political godfatherism in a fragile democracy like Nigeria cannot be over emphasized. Gadfatherism is an evil building block for corruption, bad governance, political instability, retrogression, under development, mediocrity and perpetual poverty of the people. The series of political imbroglio experienced in some states of the country has exposed the negative impacts of crude political godfatherism in Nigerian politics. This study therefore tries to unveil the problematic dimensions the phenomenon of godfatherism has assumed in Nigeria, especially during this fourth republic. The study exposes the instruments implored by the godfathers to achieve their objective, which include political violence, vote buying, diabolic oath-taking, unlawful impeachment, etc. The study also examines the relationship between the godfathers and the godsons before and after elections. The study adopted descriptive approach and therefore collected its data from secondary sources. The study reveals that the political relationship between the godfathers and godsons under successive government in Nigeria is a reflection of anti people’s political behaviour by voracious godfathers whose major pre-occupation is to perpetuate their hegemonic political influence and control personal interest and accumulation of abundant wealth. The study recommends attitudinal change, serious legislation against money politics, positive perception of politics, strict compliance to the electoral acts and guidelines, condemnation of evil and celebration of good; and patriotism as the solutions for positive change. -

Country Information and Guidance Nigeria: Background information, including actors of protection and internal relocation Version 2.0 August 2016 Preface This document provides country of origin information (COI) and guidance to Home Office decision makers on handling particular types of protection and human rights claims. This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must consider claims on an individual basis, taking into account the case specific facts and all relevant evidence, including: the guidance contained with this document; the available COI; any applicable caselaw; and the Home Office casework guidance in relation to relevant policies. Security Threat Assessment for South West Executive Summary Political Context The merger between the Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigerian Peoples Party (ANPP) and other smaller parties, has provided an opportunity for opposition parties to align and challenge the dominance of the Peoples Democratic Party (PDP). This however will also provide the backdrop for a keenly contested election in 2015. The zoning arrangement for the presidency is also a key issue that will define the face of the 2015 elections and possible security consequences. Across the six geopolitical zones, other factors will define the elections. These include the persisting state of insecurity from the insurgency and activities of militants and vigilante groups, the high stakes of election as a result of the availability of derivation revenues, the ethnic heterogeneity that makes elite consensus more difficult to attain, as well as the difficult environmental terrain that makes policing of elections a herculean task. Preparations for the Elections The political temperature across the country is heating up in preparation for the 2015 elections. While some state governors are up for re-election, most others are serving out their second terms. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election. -

The Jonathan Presidency By Reuben Abati Published by The Jonathan Presidency The Jonathan Presidency By Reuben Abati A review of the Goodluck Jonathan Presidency in Nigeria should provide significant insight into both his story and the larger Nigerian narrative. We consider this to be a necessary exercise as the country prepares for the next general elections and the Jonathan Presidency faces the certain fate of becoming lame-duck earlier than anticipated. The general impression about President Jonathan among Nigerians is that he is as his name suggests, a product of sheer luck. They say this because here is a President whose story as a politician began in 1998, and who within the space of ten years appears to have made the fastest stride from zero to “stardom” in Nigerian political history. Jonathan himself has had cause to declare that he is from a relatively unknown village called Otuoke in Bayelsa state; he claims he did not have shoes to wear to school, one of those children who ate rice only at Xmas. When his father died in February 2008, it was probably the first time that Otuoke would play host to the kind of quality crowd that showed up in the community. The beauty of the Jonathan story is to be found in its inspirational value, namely that the Nigerian dream could still take on the shape of phenomenal and transformational social mobility in spite of all the inequities in the land. With Jonathan’s emergence as the occupier of the highest office in the land, many Nigerians who had ordinarily given up on the country and the future felt imbued with renewed energy and hope. -

It was therefore not surprising that the National Institute for Legislative Studies (NILS) in its latest report conducted in 2014 revealed that Nigeria has the of the Federal Republic of Nigeria requires the legislators to gain the requisite experience to effectively lowest retention rate of lawmakers in the national parliament in the world. The 1999 Constitution discharges their mandate. Consequently, there is decision not to limit the number of times a performing legislator could be re-elected. Despite this, the electorates have the constitutional right to elect or re-elect a legislator. The incessant high turnover of National Assembly members provides a new challenge to democracy. That is, at the inception, one would wonder the level of constructive contributions that would be expected from inexperienced legislators. Re-election of a legislator should under normal circumstance be based on his or her performance and contribution in lawmaking process, representation and oversight functions as well as constituency accountability. Previous studies on the Nigerian print media coverage of the Jos crisis focused on the obsolescent peace journalism perspective, which emphasises the suppression of conflict stories, to the neglect of the UNESCO Conflict-sensitive Journalism (CSJ) principles. These principles stress sensitivity in the use of language, coverage of peace initiatives, gender and other sensitivities, and the use of conflict analysis tools in reportage. This study, therefore, examined the extent to which the Nigerian print media conformed to these principles in the coverage of the Jos violent crisis between 2010 and 2011. The study adopted the descriptive research design and was guided by the theories of social responsibility, framing and hegemony. Content analysis of newspapers was combined with In-depth Interviews (IDIs) with 10 Jos-based journalists who covered the crisis. Four newspapers – The Guardian, The Punch, Daily Trust and National Standard were purposively selected over a period of two years (2010-2011) of the crisis. A content analysis coding schedule was developed to gather data from The Guardian (145 editions with 46 stories), The Punch (148 editions with 85 stories), Daily Trust (148 editions with 223 stories) and National Standard (132 editions with 187 stories) totalling 573 editions which yielded 541 stories for the analysis. -

International Journal of Advanced Research in ISSN: 2278-6236 Management and Social Sciences Impact Factor: 7.065 THE TALES OF LEGISLATURE’S INDEPENDENCE AND MENACE OF POLITICAL INTERFERENCE: A CRITIQUE OF THE ENUGU STATE HOUSE OF ASSEMBLY HYGINUS BANKO OKIBE-Department of political science, Faculty of the social sciences Enugu state university of science & technology ABSTRACT The Legislature is a creation of law, and an important arm of government that has exclusive power for lawmaking and oversight over government activities in any political community. Because of the strategic importance of legislature, constitution provides for its independence through separation of powers among the organs of government. However, in most post- colonial states, incidences of political interference and executive meddling roles have continued to challenge the independence of the legislature. This interference has continued to affect the performance of statutory roles of the legislature, especially in the area of oversight over executive activities. The enormity of the problem necessitates the study which major aim is to ascertain how the menace of political interference erodes the independence of the legislature and thereby influence the performance of its functions. The study applies documentary method for data generation, content analysis for discussion of thematic issues and post-colonial state theory as the theoretical framework. The findings show clusters of indicators that affect the independence of the legislature. Among the key components, include the nature of political party organization, the electoral process, the emergent value orientation, and elite class mentality; nature of political economy, which creates a symbol of godfather or moneybags syndrome and the prevalent docility to revolutionize the ugly trends. -
