And yet, the extent to which these industries were interdependent is often downplayed or overlooked. Looking more closely at the history of the Zambian and Katangese Copperbelts, one can see that, despite their separateness, there was interplay between them. During the British South Africa Company rule of Rhodesia (1899-1924), Northern Rhodesia was developed as an important labour and food reserve for the Katangese mines.

Within the context of the DRC’s ongoing peace consolidation and economic reconstruction, the main objectives of this assessment were to: (i) provide insight into and raise awareness of the key environmental and natural resource management challenges; and (ii) inform rational planning and help catalyse investments by the government and the international community. UNEP plans to follow up on its comprehensive DRC assessment by developing a country programme which will guide future interventions; this is a successful model implemented in over 10 post-conflict countries since 1999. Following the preparation of detailed scoping and desk studies, 14 separate reconnaissance field visits covering all provinces and eco-regions of the DRC were carried out by a joint UNEP- Ministry of Environment, Nature Conservation and Tourism (MECNT) team. The significant investment in fieldwork covering the whole country is one of the defining features of this assessment, which comprised extensive interviews and focus group discussions, site visits, photographic and video documentation, remote sensing and mapping, and in-situ field measurements as well as sampling for laboratory analysis.

    ANGOLA’S CHINESE-BUILT RAIL LINK AND THE SCRAMBLE TO ACCESS THE REGION’S RESOURCES By John Grobler First published in The Africa Report in 2014 JOHN GROBLER is a veteran investigative reporter based in Windhoek from where he reports on the primary resource industries in Namibia, Angola and the DRC. He was born in Namibia, educated in South Africa at the Universities of Cape Town and Stellenbosch and briefly worked in banking before joining the Windhoek Observer in 1991. He subsequently became news editor for the Windhoek Advertiser before going on to work for the Associated Press and Voice of America. Over the years, he has won several media awards, including the CNN Business Reporting award. John’s research on the Benguela Railway, which involved travelling 8,000 km through Zambia, the DRC and Angola over a period of 30 days, formed part of a China-in-Africa transnational investigation with the Forum of African Investigative Reporters (FAIR), co-financed by a grant from the Wits China-Africa Reporting Project. Swiss commodity giant Trafigura, partnering with the politically connected Angolan company Cochan Limited and the mysterious China International Fund, has quietly gained total control of Angola’s railway infrastructure, fuel distribution network and iron ore deposits via a vast global network of offshore companies registered in various tax havens. Using funds generated by Angola’s oil sales to China, the consortium has built up a vast business empire known as the DT Group.
