USAID IGA empowers a broadly inclusive set of nongovernmental actors to hold public officials accountable for better services by changing the incentives of officials at all levels of government to act in the best interests of the citizenry. IGA is implemented in five provinces – Kasai Central, Kasai Oriental, Lualaba, Haut Katanga, South Kivu – and the territory of Walikale. USAID IGA’s specific objectives are built around the interaction of the governance cycle as follows: Objective 1: Strengthen capacity of select government institutions to fulfill mandate; Objective 2: Target subnational entities to collaborate with citizens for more effective development; and Objective 3: Citizen demand for accountable, transparent, participatory services increased. At the beginning of this quarter, the Trafficking in Persons (TIP) sanctions were lifted, allowing USAID IGA to return to funding activities involving DRC government institutions. During this quarter, IGA’s contract SOW was also modified, permitting the project to extend its influence beyond the boundaries of the original target provinces and to provide assistance to decentralized territorial entities (ETDs) deemed by the USAID Mission to be strategic and of high importance. These ETDs included those receiving royalties from commercial mining companies and other ETDs in ebola-affected areas. Both these major USAID.GOV IGA QUARTERLY REPORT – Q1 FY2020 | 3 changes impacted implementation and required changes to the Annual Work Plan to reflect the changing priorities. Notable changes to the Annual Work Plan included identifying ETDs within mining areas to be added to IGA’s scope, along with the opening of an office in ebola-impacted Butembo, Nord Kivu. Other activities this period included developing a cadre of school government auditors to conduct audits in partner schools, and subsequently strengthening school financial management and making it more transparent. USAID IGA also provided assistance to a network of civil society organizations (CSOs) to enable them to produce a handbook for ETDs on how to plan and account for mining royalties. Additionally, the project assisted public facilities by introducing community scorecard activities resulting in the development of recovery plans for the facilities and strengthening their oversight committees (parents’ committees [COPA] and community health committees [CODESA]). This ultimately increased a sense of ownership by the community for the targeted institutions and their operations. IGA supported local CSOs by reinforcing their links with provincial CSOs and improving their capacity to represent the community. IGA also commenced its grants program with a Request for Applications (RFA) that was circulated to partner CSOs. During this quarter, IGA began collaborating with Barrick Gold Corporation, which has a large gold mine at Kibali, Haut Uele, to commence a training program for ETDs on managing mining royalties in February of 2020. This collaboration is a result of Barrick Gold Corporation expressing concern to USAID regarding the capacity of nearby ETDs to manage royalties from the mine. To begin, the IGA team provided a presentation on the management of mining royalties in Wanianga to the heads of six ETDs from the territories of Faradjie and Watsa and later visited Logo-Ogambi Chiefdom and the Kibali Sector. The ETD management teams all agreed they would benefit from IGA activities. Other project activities included a workshop in Wanianga Sector, Walikali to prepare a participatory budget for 2020. Priorities were education and water. Partner CSOs in Bipemba Commune, Mbuji Mayi, in collaboration with the Bourgmestre, held a popular accountability session on actions carried out by the ETD during the first nine months of 2019. This activity between the ETD and civil society was part of improved citizen involvement in the Commune’s management. Additionally, in Kasai Central, a workshop was conducted in Kabare Chiefdom to boost the staff’s financial management capacity. Audits were conducted in many primary schools during this quarter in Sud Kivu, Haut Katanga, and Kasai Oriental. IGA held a workshop on roles and responsibilities of COPA and COGES and school norms and standards in Lukonga, Kananga and Ndesha Communes, Kananga city. In Kolwezi, COPA elections were conducted thereby strengthening COPA’s ability to implement support and recovery plans. IGA presented a capacity building plan on the CODESA handbook in Katoka, Nganza, Kananga, and Lukonga and Communes, Kananga for staff members and their respective CODESAs.
