    Health Action in Crises Highlights No 193 – 28 January to 3 February 2008 Each week, the World Health Organization Health Action in Crises in Geneva produces information highlights on critical health-related activities in countries where there are humanitarian crises. Drawing on the various WHO programmes, contributions cover activities from field and country offices and the support provided by WHO regional offices and headquarters. The mandate of the WHO departments specifically concerned with Emergency and Humanitarian Action in Crises is to increase the effectiveness of the WHO contribution to crisis preparedness and response, transition and recovery. This note, which is not exhaustive, is designed for internal use and does not reflect any official position of the WHO Secretariat. CHAD Assessments and Events • Fighting is ongoing in Ndjamena. Refugees are crossing into adjacent Cameroon. All UN non-essential staff have been evacuated. • In Abeche, the situation is calm but very tense and all non-essential staff are ready for evacuation. Adre is reportedly under attack. • Overall, 47 cases of meningitis and four deaths were notified between 8 October and 27 January. The latest case was reported last week in Farchana camp near Adré. So far, no district has reached the epidemic threshold. Case confirmation remains a problem as lumbar punctures are not systematic. • Since 1 January, 1300 cases of acute respiratory syndrome have been reported in the east. The number of cases notified in Oure Cassoni camp has risen from 162 between 14 and 20 January to 449 between 21 and 27 January. • From 1 December to 13 January, 73 cases of whooping cough were reported in the resident communities surrounding Gaga camp.

    DR Congo Sit Rep – 03 March 2008 Cholera Epidemic in Katanga • Epicentre of the epidemic : Kikula Health Zone (Likasi town) • Increasing epidemic curve in five health zones. However, in Likasi and Lubumbashi, even though gathered data are not complete yet, the curve tends to decrease since mid-February. • Important malfunction in the public water supply network. • UNICEF/CERF funding to respond to the crisis. • A provincial committee to fight the cholera epidemic was created by decree from the Governor of Katanga. • Lack of coherence in the response from the various partners. Context • Since the end of September 2007, the province of Katanga is facing a cholera outbreak. On 17 December the epicentre of the epidemic moved to Likasi town (Kikula HZ), an important gateway to several urban centres. • In the course of weeks 1 to 7 this year, 5,483 cases of cholera have been declared in Katanga and 120 deaths occurred (2.18%). Since week 7, the epidemic curve is slowly decreasing in Lubumbashi and Likasi. • The fast propagation of the disease is mainly due to an important malfunction in the public water supply network. In Likasi, the network is only providing 3,000 cubic meters of water per day to the 650,000 inhabitants (the need is at 22,000 cubic meters of water per day). Due to a shortage of clean water, the population is forced to resort to watercourses thus speeding up the propagation. The sanitation situation remains concerning in Likasi town. • As of today the humanitarian emergency response has focused on Lubumbashi and Likasi. However propagation of the disease continues in five health zones (Fungurume, Kabondo-Dianda, Kapölowe, Manika and Panda) that have an increasing epidemic curve.

L’ESSENTIEL • Face à l’ampleur de l’épidémie, l’OMS décide d’envoyer dans le Katanga plus de 9 tonnes de médicaments en faveur des malades. D’autres moyens fi nanciers supplémentaires ont été mobilisés pour la motivation du personnel soignant de Likasi. Le ministre de la santé et le Représentant de l’OMS en RDC ont fait le déplacement de Lubumbashi et de Likasi pour évaluer la situation sanitaire sur place. • A lire également dans cette édition, le don de l’OMS en matériels de bureautique à la Faculté de médecine de l’université de Kinshasa, et l’appui apporté au Programme national de promotion de la médecine traditionnelle et des plantes médicinales. Un plan de l’enseignement de la médecine traditionnelle en faveur des étudiants en sciences de la santé est en élaboration. • Un autre point évoqué dans ce Bulletin, la réponse du secteur de la santé en RDC par rapport à l’accès universel à la prévention aux soins et traitement du VIH/SIDA. Action Sanitaire en Situation de Crise en RDC Urgences et prise en charge du choléra dans le Katanga: L’OMS construit un centre de traitement du choléra à Likasi. Le ministre congolais de la santé, le Dr Makwenge Kaput a sollicité et obtenu lundi 20 janvier 2008 auprès de l’OMS la construction d’un centre de traitement du choléra (CTC) à l’hôpital général de référence DACO de Likasi, ville située à près de 120 km au nord-ouest de Lubumbashi et fortement touchée par l’épidémie de choléra depuis le 17 décembre 2007.

    Health Action in Crises Highlights No 197 – 25 February to 2 March 2008 Each week, the World Health Organization Health Action in Crises in Geneva produces information highlights on critical health-related activities in countries where there are humanitarian crises. Drawing on the various WHO programmes, contributions cover activities from field and country offices and the support provided by WHO regional offices and headquarters. The mandate of the WHO departments specifically concerned with Emergency and Humanitarian Action in Crises is to increase the effectiveness of the WHO contribution to crisis preparedness and response, transition and recovery. This note, which is not exhaustive, is designed for internal use and does not reflect any official position of the WHO Secretariat. KENYA Assessments and Events • On 28 February, the conflicting parties agreed to form a coalition government. • Expectations are high, although the risk of violence, food insecurity and general distress continue to affect large numbers of people., Crowded conditions in some IDP camps cause concerns about the standards of services available. The need for additional or larger sites to ease this congestion is becoming critical. • IDPs leave the camps in the Rift Valley to move to their families’ place of origin, in Nyanza, Western Kenya and Central Province. • In each of these four provinces and in Nairobi, new pressure on infrastructures and supplies – water and sanitation as well as food and basic commodities increases the risk for disease and demand urgent attention. • The main causes of consultation are respiratory infections, diarrhoea and fevers (including malaria). Malnutrition in children under five is also reported.
