They are governed by the Bank Act, which establishes the legislative framework for Canada’s banking system. The Bank Act pro- vides for the incorporation of banks. The Office of the Superintendent of Financial Insitutions Can- ada regulates and supervises the Canadian financial system. Domestic Banks, are federally regulated Canadian banks. The subsidiaries of Foreign Banks are federally regulated foreign banks. Both domestic and foreign banks have the same powers, restrictions and obligations under the Bank Act. Foreign Bank Branches are federally regulated foreign bank branches. They are permitted to establish specialized, commercially focused branches in Canada, in accordance with the Bank Act. Full service branches generally are not permitted to accept deposits of less than $150,000. Foreign Bank Representative Offices are established by foreign banks in Canada. They act as a liaison between the foreign bank and its clients in Canada. These offices generally promote the services of the foreign bank, and do not accept deposits in Canada. ATB Financial exemplifies a Savings Bank in Canada. In Alberta, ATB Financial operates under the authority of the ATB Act and ATB Regulation, as well as other statutes governing provincial crown corporations. It is also overseen by the Alberta Superintendent of Financial Institutions. Trust Companies are regulated under the federal Trust and Loan Companies Act and operate under either provincial or federal legislation. The business of trust companies includes activities like those of a bank, plus fiduciary functions. Credit Unions/Caisses Populaires are owned and controlled by their members. These cooper- ative financial institutions are regulated at the provincial level. Credit unions, in most provinces, must engage external auditors to prepare financial statements. An annual inspection of credit un- ions is conducted by their provincial regulatory body. The national trade association and central finance facility for Canadian credit unions is Credit Un- ion Central of Canada. It is regulated under the Cooperative Credit Associations Act. In Québec, Mouvement des caisses Desjardins du Québec consists of a network of caisses. Fédération des caisses Desjardins du Québec is a cooperative which supports Mouvement des caisses Desjardins du Québec.
