IRSH 46 (2001), Supplement, pp. 185±207 DOI: 10.1017/S0020859001000372 # 2001 Internationaal Instituut voor Sociale Geschiedenis ``Begging the Sages of the Party-State'': Citizenship and Government in Transition in Nationalist China, 1927±1937à Rebecca Nedostup and Liang Hong-ming The premise of the Nationalist government at Nanjing (1927±1937) rested on a precarious balance of democracy and paternalism. The Nationalists drew their power from China's citizens, but they also subjected them to a regimen of training and control. Petitions from the ``Nanjing decade'' highlight the resulting tensions between government and the governed. Citizens from all walks of life accepted the ruling party's invitation to participate in the construction of the republic. Yet they also used petitions to seek redress when they believed the Nationalists had fallen short of their obligations. These documents mark a turbulent period of transition from imperial rule to representative democracy. They also characterize an era when new political ideas, new media, and new social organizations helped people take an old device and transform it into a useful weapon for asserting their rights as modern citizens. Zhang Tianyi’s Selective Acceptance of Charles Dickens Chunxu Ge School of Languages, Literatures and Cultures Submitted for the Degree of Doctor of Philosophy June 2019 1 Abstract This research is a comparative study on the works of Charles Dickens (1812-1870) and Zhang Tianyi 張天翼 (1906-1985). The former was one of the greatest novelists of the Victorian era; the latter, a Left-wing writer in Republican China. The study analyses five short stories from Zhang’s corpus and compares his works with ten novles of Dickens. The study argues that Dickens is one among other writers that have parallels with Zhang, through the exploration of several aspects of their works. At the beginning of the twentieth century, Dickens’s novels were introduced to China by Lin Shu. -

The Incompetence of Qing Dynasty Officials in the Opium Wars, and the Consequences of Defeat
An Indefensible Defense: The Incompetence of Qing Dynasty Officials in the Opium Wars, and the Consequences of Defeat DANIEL CONE The Opium Wars were small scale wars fought with global implications. With fewer than five thousand troops and twenty naval vessels the British were able to win the First Opium War, allowing them to rewrite trade laws that were demonstrably unfair to the Chinese. After losing the First Opium War, the Qing Dynasty then had to deal with the Taiping Rebellion (caused in part by anti- foreign sentiment sprung from the Opium War) and a subsequent Second Opium War, which created more unequal trade stipulations. The Manchus and the British had very different militaries, as “Britain experienced an industrial revolution that produced military technology far beyond that of the Qing forces,” writes Peter Worthing.1 While the Manchus would almost certainly be defeated by the British in an open, “fair fight,” there are many other ways of engaging an enemy while maintaining a tactical advantage. This is especially true when fighting an invading force, as the Manchus could utilize defensive structures to their advantage. According to the traditionalist view, the Manchus could not have competed with such a superior force,2 but I contend it was the incompetency of Qing officials, not the superiority of European warfare, that caused the Qing Dynasty to capitulate. Qing officials anticipated an armed conflict would be necessary to halt the importation of British opium, but the Manchus vastly underestimated the foe they were to face. The preparations made before the invasion were underfunded, underutilized, and most importantly undermanned; often leaving local provinces to fight without any assistance. -

The Haiguo tuzhi M~~;s; [Illustrated Gazetteer of the Sea Kingdoms] and Shengwu II ~JiU2 [Reoord of August {Manohu} Military Aohievements] by Wei Yuan ~iIffi (1794-1856) In Japan, the most stimulating and influential Chinese-language work in the field of world geography and topography was doubtless the Haiquo tuzhi. That is to say, the Haiguo tuzhi was not simply a work that conveyed knowledge of geography and topography. It was also a study of defensive military strategy and tactics in the face of the foreign powers then exerting considerable military pressure on East Asia, including gunboats and artillery. Wei Yuan wrote the Haiguo tuzhi from an indignation borne of China's defeat in the Opium War and with that experience as an object lesson. Because of the con crete quality of their arguments concerning naval defenses, the Haiguo tuzhi and the Shengwu ii, written at about the same time, were packed with suggestions for Japan at that time. This was a time when naval defense was being actively debated in Japan, spurred by the arrival of vessels, commanded by Admiral Matthew Perry (1794-1858) and Admiral Putiatin (1803-83), along the Japanese coast and by the stringent diplomatic posture assumed by Townsend Harris (1804-78).1 The Shengwu ii was, for the most part, a chronicle to that point in time of the Qing dynasty's "august" (sheng ~ ) military victories in which the rebellions of border peoples, gangs of pirate, or rebel lious religious insurgents had been suppressed. -

It all starts with an historical experience whose novelty has all but escaped us: a “crowd of strangers” on the street which is unknown, indeed, mysterious. Within this crowd emerges the lonely individual, whose paradox of self- realization in isolation culminates in an “extreme and precarious form of consciousness,” namely the monad of subjectivity. The third moment can be found in the imagined objectivity confronting the new-born subjectivity, which Williams calls the “concealment” and “impenetrabil- ity” of the city. This would be the London in Conan Doyle—foggy, dark, intricate, a huge crime scene necessitating an isolated but penetrating rational intelligence that finds its form in the detective novel.1 Williams’s conceptualization of the city/modernity then takes a sharp, dialectic turn, as the alienating concentration of men and women in the city also gives rise to a new unity or “human solidarity.” Cast in this light, the image of the mob turns into that of the “masses” and the “multitude” with democratic and revolutionary potentials. -

Guwangyan was composed between the publication of Jin Ping Mei (The Plum in the Golden Vase, 1617) and Honglou meng (Dream of the Red Chamber, 1791). These two masterpieces represent sexuality and desire by presenting domestic life in polygamous households within a larger social landscape. This dissertation explores the factors that shifted the literary discourse from the pornographic description of sexuality in Jin Ping Mei, to the representation of chaste love in Honglou meng. -
