An Indefensible Defense: The Incompetence of Qing Dynasty Officials in the Opium Wars, and the Consequences of Defeat DANIEL CONE The Opium Wars were small scale wars fought with global implications. With fewer than five thousand troops and twenty naval vessels the British were able to win the First Opium War, allowing them to rewrite trade laws that were demonstrably unfair to the Chinese. After losing the First Opium War, the Qing Dynasty then had to deal with the Taiping Rebellion (caused in part by anti- foreign sentiment sprung from the Opium War) and a subsequent Second Opium War, which created more unequal trade stipulations. The Manchus and the British had very different militaries, as “Britain experienced an industrial revolution that produced military technology far beyond that of the Qing forces,” writes Peter Worthing.1 While the Manchus would almost certainly be defeated by the British in an open, “fair fight,” there are many other ways of engaging an enemy while maintaining a tactical advantage. This is especially true when fighting an invading force, as the Manchus could utilize defensive structures to their advantage. According to the traditionalist view, the Manchus could not have competed with such a superior force,2 but I contend it was the incompetency of Qing officials, not the superiority of European warfare, that caused the Qing Dynasty to capitulate. Qing officials anticipated an armed conflict would be necessary to halt the importation of British opium, but the Manchus vastly underestimated the foe they were to face. The preparations made before the invasion were underfunded, underutilized, and most importantly undermanned; often leaving local provinces to fight without any assistance. -

Conventional histories interpret this transition as Zhao having betrayed his erstwhile superior Tan, epitomizing the rise of warlordism and the disintegration of traditional civilian administration; this dissertation challenges these claims by showing that Tan and Zhao were not enemies in 1920, and that no such betrayal occurred. These same histories also claim that local governance during this period was fundamentally broken, necessitating the revolutionary party-state of the KMT and CCP to centralize power and restore order. Though this was undeniably a period of political turmoil, with endemic low-level armed conflict, this dissertation juxtaposes unpublished material with two of the more influential histories of the era to show how this narrative has been exaggerated to serve political aims. -

COMMUNICATION, EMPIRE, AND AUTHORITY IN THE QING GAZETTE by Emily Carr Mokros A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland June, 2016 © 2016 Emily Carr Mokros All rights Reserved Abstract This dissertation studies the political and cultural roles of official information and political news in late imperial China. Using a wide-ranging selection of archival, library, and digitized sources from libraries and archives in East Asia, Europe, and the United States, this project investigates the production, regulation, and reading of the Peking Gazette (dibao, jingbao), a distinctive communications channel and news publication of the Qing Empire (1644-1912). Although court gazettes were composed of official documents and communications, the Qing state frequently contracted with commercial copyists and printers in publishing and distributing them. As this dissertation shows, even as the Qing state viewed information control and dissemination as a strategic concern, it also permitted the free circulation of a huge variety of timely political news. Readers including both officials and non-officials used the gazette in order to compare judicial rulings, assess military campaigns, and follow court politics and scandals. As the first full-length study of the Qing gazette, this project shows concretely that the gazette was a powerful factor in late imperial Chinese politics and culture, and analyzes the close relationship between information and imperial practice in the Qing Empire. By arguing that the ubiquitous gazette was the most important link between the Qing state and the densely connected information society of late imperial China, this project overturns assumptions that underestimate the importance of court gazettes and the extent of popular interest in political news in Chinese history. -

China 2013, 8(4): 518–539 DOI 10.3868/s110-002-013-0035-4 RESEARCH ARTICLE Limin BAI Practicality in Curriculum Building: A Historical Perspective on the Mission of Chinese Education Abstract This paper examines how the definition and interpretation of the concept gewu zhizhi Ḑ⠽㟈ⶹ (investigating things and extending knowledge), evolved along with Chinese intellectual efforts to construct the framework for Chinese learning which, in turn, had a profound impact on the development of educational curricula in different historical periods. In Confucian philosophy, “practicality” appears ambivalent, as it can refer to moral cultivation in daily life or knowledge in the material world. Such ambivalence, embodied in the evolution of the concept of gewu zhizhi, can be interpreted as a Chinese search for a well-rounded curriculum in education. Within this framework, this paper traces the origin of the concept in The Great Learning, and investigates how it was developed to refer specifically to natural studies and then to scientific knowledge introduced into China in the late Qing period. This historical reflection on Chinese education points to the shared humanistic values in the Confucian approach to education and in the Renaissance ideal of a liberal education. It calls for a search for a common humanity in rethinking the content and aim of a modern Chinese education. Zheng benefitted from a vigorous trans-regional cultural network of returned local scholars such as Li Xun and Mo Yuchou and prominent scholar-officials from outside such as Cheng Enze and He Changling. Zheng Zhen remained true to the approaches and research topics of evidential research, i.e., historical philology and exegesis of pre-Qin classics, bibliography, and an inquiry into ancient institutions and technology, in an era when the general intellectual trend turned toward statecraft studies and the politicized Modern Text School, promoted by scholars like Gong Zizhen and Kang Youwei. The contribution of the Shatan group, Zheng Zhen in particular, embod- ies the rise of evidential research, a passion for facts, as well as concerns about society. This article explores the changing historical referents that Qing officials used in arguing for the extension of direct governance to the empire’s frontier regions from the sto the s. In the s, Shen Baozhen and Zuo Zongtang made the case for a change of governance on Taiwan and in Xinjiang respectively by reference to past Chinese frontier management. However, in the first decade of the twentieth century Cen Chunxuan and Yao Xiguang both referred to the European past, and specifically the history of European colonialism, to argue for reform of frontier policy in Mongolia. I argue that this shift was a result of both the empire’s altered political circum- stances and a growing belief in the inevitability of an evolutionary fate which awaited nomadic peoples, who were destined to be colonized. Yet this was not a case of Chinese thinkers simply adopting European ideas and perspectives wholesale. The adoption of European historical referents was entangled with Han Chinese perceptions of Mongolian populations which had been carefully culti- vated by the Manchu Qing state. -

Racism, religion and governmentality in China the Muslim rebellion in the 19th century Yuehua Dong Field of study: Religion in Peace and Conflict Level: Master Credits: 30 credits Thesis Defense: Spring 2016 Supervisor: Mattias Gardell Department of Theology Uppsala University 1 Abstract: This thesis consists of historical narratives on Muslim rebellion (1864-1877) in Xinjiang together with several parts of theoretical applications on racial-culturalism, nationalism, governmentality and further discussion on colonialism in the 19th century of China. By taking this 14 years’ historical event as a prototype, with analysis on historical archives, thesis has explored lots of issues which reflect ethnic conflicts on religion, racial-culturalism and governmentality on Xinjiang. With discourse analysis as leading method in analyzing original archives, this thesis depicts racial notions as “shengfan (raw barbarian)”, “shufan (cooked barbarian)” as core opinions in rulers’ political colonial view, hence formed Chinese unification and national identity and even influenced on governmentality in Xinjiang in Qing dynasty. And this vigilance of Qing rulers came from a mixed political consideration which combined islamophobia with frontier security issues. The results of the analysis indicate that there are three features from the events within the empiric materials’ analysis: there was strong evidence to present Qing rulers’ political discourse on ethnocentric view also with racial cultural superiority; the formation of Chinese nationalism was changed with enlarging territory; defects in Qing’s governmentality in Xinjiang became a blasting fuse which led to rebellion. By this researching conclusion, this paper provides more inspirations and indications on perspectives like cultural differences, Qing’s governmentality, frontier security and unification thought in rulers since ancient times.
