14.03.2019Newsletter December 2018 MKSF Newsletter December, 2018 Dear all, It is my pleasure to write and inform you about positive outcomes from Ministry of Defense following the Kosovo Assembly decision, voting three draft laws which change the mandate and duties of Ministry for KSF and Kosovo security force. After the second reading on date 14 December 2018, assembly members of the republic of Kosovo approved with absolute majority three base KSF laws. Draft law on ministry of defense, draft law of Kosovo security force and draft law on service in Kosovo security force. President of Republic of Kosovo Mr. Hashim Thai has approved three laws which change the KSF mandate and mission. Law on ministry of defense, law on Kosovo security force and law on service in Kosovo security force. President of Republic of Kosovo, as supreme commander of Kosovo’s military, visited “Adem Jashari” barracks in Pristina and was hosted by Lt General Rrahman Rama, as well as privates, officer and general, and had lunch together. With KSF commander we have also hosted the prime minister of Republic of Kosovo Mr. Ramush Haradinaj on his visit in Ministry of Defense and KSF, and also the KFOR commander in Kosovo, General Frances Lorenzo D'Addario as well as the Canadian ambassador in Pristina Mr. Daniel Maksymiuk. Deputy Minister Ramadan and Commander Rrahman Rama, were hosted in Riga by the Latvia chief of defense, in the ministry of foreign affairs and NATO center of excellence for strategic communication and also a visit in Czech Republic. KSF commander Lt general Rrahman Rama has hosted new US ambassador in Kosovo Mr. Filip Kosnett, as together with ministry of health Mr. Uran Ismajli, visited the KUCC Pediatrician section in Pristina, and gave way gifts for the holidays of the ending year. Kosovo security force officer Besnik Thaqi has successfully completed 5 week long training HAZMAT course of Turkish military in Konyas, Turkey. Captain Boar Ferizi, chief of operational center in Kosovo security force has successfully completed chemical protection captain course” in the HAZMAT school in fort Leonard wood in Missouri, US. KSF cadets Art Sahiti and Dhurim Shemsedini, some days ago graduated from military academy, Bundeswehr –Offizier Lehrgang” of Federal Republic of Germany. Within the frame of cooperation of KSF with the armed forces of Republic of Albania, from 09-21 December 2018, in “new Europeans barracks” in Pomozotin, took place urban search and rescue basic level exercise, where 24 members of Albanian armed forces took part. MKSF deputy minister Mr. Burim Ramadan and KSF commander Lt General Rahman Rama were on the official trip to Czech Republic. Deputy Minister Ramadan and Lt General Rrahman Rama, were hosted in the ministry of foreign affairs by deputy minister for security and bilateral matters Mr. Martin Povejshil and deputy minister and director of the department for south east Europe Mr. Marti. Minister Rrustem Berisha, hosted new KFOR commander Wednesday 05 December 2018. Minister of the Ministry for Kosovo security force Mr. Rrustem Berisha, hosted new KFOR commander in Kosovo general Frances Lorenzo D'Addario. Minister Berisha congratulated new KFOR commander general Frances Lorenzo D’Addario, as thanked KFOR for their continued support to KSF and for great cooperation between KSF and KFOR. n Koshatka. Deputy Minister Ramadan and Lt General Rama were on visit to Latvia Thursday, 06 December 2018. Deputy Minister Ramadan and commander Rama, were hosted in Riga of Latvia by the Latvia chief of defense in the ministry for foreign affairs, and at the NATCENTER FOR EXCELENCE FOR strategic communication. Deputy Minister for KSF, Burim Ramadan, and Commander of the KSF, Lieutenant General Rrahman Rama, were received in official meetings at the Latvian Armed Forces General Staff and at the Ministry of Foreign Affairs of Latvia. In a meeting with the Latvian Defense Minister, Lieutenant General Leonid Kalnins, was discussed about the KSF transition process and the deepening of bilateral relations between Kosovo and Latvia in the field of security and defense. While, at the Ministry of Foreign Affairs, the delegation of MKSF was hosted by Mr. Albert Sarkanis, Director of the European Department. With the Latvian MFA, the delegation of MKSF has discussed the KSF transition process and Kosovo's plans for contributing to regional and global security. 2 Members that took part in the “rough mountain condition evacuation” training got certified Friday, 07 December 2018. In the, Adem Jashari” barracks in Pristina, got underway the ceremony of certification of the” rough mountain condition evacuation’ training. This training started on 29.11.2018 and ended on 05.12.2018, which was attended by 32 members of the KSF, the Kosovo Police, and the Agency for Emergency Management, the Armed Forces of the Republic of Macedonia and of the Republic of Bulgaria. The training was led by instructors of the Vermont State Mountain Training School from the United States. At the end of the ceremony, attendees were given certificates that attended this highly challenging and important training. KSF executed the humanitarian Project in the village of Llapashtice, Podujevo Friday, 07 December 2018. Kosovo security force in cooperation with Podujevo municipality have executed humanitarian Project in upper Llapashtica, where they leveled the school yard of primary school “Naum Veqilharxhi”. The work was closely followed by the OSB commander brigade general Naim Haziri and engineering battalion Lt colonel Rifat Maloku. On this occasion, thanks to the KSF, the school director and in particular the students were very grateful to the schoolmaster Musli Muqiqi and the director of Podujevo Education Director Agim Blakqori. They were very satisfied with the work and continued support of the KSF. 3 RRB second battalion completed field exercise wolf 2 Friday, 07 December 2018. Company 2B of Rapid reaction brigade second battalion, within the framework of their annual training and activities plan, for 2018, has completed the “force generation’ training that took place from 10.09.2018. Till 06.12.2018. This training was wrapped up with the field exercise “wolf 2“ The purpose of this exercise was to test the readiness and staff of Company 2B during interventions in tactical operations such as: checkpoint, occupation of patrol base, patrol, target attack, increase of observation point. Minister Rrustem Berisha hosted the Canadian ambassador Daniel Maksymiuk Friday, 07 December 2018. Minister of ministry for Kosovo Security Force Mr. Rrustem Berisha, hosted the Canadian ambassador in Pristina Mr. Daniel Maksymiuk. At the joint meeting of Minister Berisha and the Canadian diplomat Maksymiuk discussed the good relations between the two states and between the Ministry of KSF and the Ministry of Defense of Canada. MKSF delegation was hosted by Jaris Garinson, state secretary of Latvia ministry of defense Saturday, 08 December 2018. Deputy Minister Burim Ramadani and KSF commander Lt General Rrahman Rama were hosted in Riga of Latvia by Mr. Jaris Garisons, state secretary of ministry of defense. The meeting focused on the security situation in the Baltic region and the Western Balkans, similar security challenges and threats, asymmetric and hybrid threats, Russia's influence, information warfare, strategic communication, as well as institutional and social actions to cope with these threats. 4 MKSF delegation has also visited the military base Adazi close to Riga On the first day of the two-day visit, Deputy Minister Ramadani and Commander Rama were hosted in Latvia's Riga by the Latvian Defense Chief, the Ministry of Foreign Affairs, and the NATO Strategic Communications Excellence Center. KSF university study center held “security forum” debate Monday, 10 December 2018. In the, Adem Jashari” barracks in Pristina, on December 7, organized by university study center of KSF training and doctrine command took place security forum” first edition with topics on “natality and migration 2019-2035 and long term effects in the Kosovo security. In the security forum edition, invited as panelist was prof. Dr. Armend Muja, who presented the thesis on natality and migration, as Major Korab Dauti, about emigrating and consequences for KSF. Part of this forum were officers, NCO from all KSF unit international partners, USC staff and cadets of year IV. His aim was to acquaint himself with the migration trends in Kosovo, the impact of migration on long-term security and the effects of emigration to the KSF. All participants contributed their questions and comments to the achievement of the forum goal. Captain Besnik Thaçi third in the chemical, biological and nuclear protection course in Turkey Wednesday, 12 December 2018. Kosovo Security Force officer, Captain Besnik Thaci, has completed with excellent results the 5-week “Turkish Training Course of the Biological, Radiological and Atomic Protection Officer" Course held in the town of Konya in Turkey. Captain Thaci, based on the theoretical and practical achievements during the training, is ranked third, by all local and international participants who participated in this training. Specialized training started on 05.11.2018 and ended on 07.12.2018, and took place in the specialized school for chemical, biological and nuclear protection in Konyas. The participation of KSF captain Besnik Thaci has marked the first co-operation in this field offered by the Republic of Turkey. Already in this school are offered new seats for the participation of NCOs and KSF officers, thus marking significant cooperation of the KSF with the Turkish Army. 5 KSF commander hosted new US ambassador Thursday 13 December 2018. KSF commander Lt general Rrahman Rama hosted the new US ambassador in Kosovo Mr. Kosnet (Philip S. Kosnett). General Rama thanked the Ambassador for American support at all stages, and assured the Ambassador that KSF will continue to be professional, inclusive and credible.

On 11 September, like any other year, in all barracks of the Kosovo Security Force is remembered 17th anniversary of terrorist attacks in the United States of America. Also, during September there used to be a series of meetings like with ambassador of Republic of Slovenia in Republic of Kosovo, Mr. Bojan Bertoncelj, Finnish Ambassador in Republic of Kosovo, Mrs. Pia Stjernvall, etc., as well I took part at the Fifth Ambassadors Conference of the Republic of Kosovo where I have held the main speech at the second panel on topic: „Security and defense in the second decade of the Republic of Kosovo statehood”.

Lengyel as well a delegation of the U. S militaries. Col. Jeffry Fischer, on the occasion of ending of assignment of Defense Attaché of the U.S for excellent cooperation and coordination, we awarded medals. Also, I hosted for a farewell meeting Director of Liaison Advisory team of NATO (NALT) for Ministry and the KSF, BG. Ralf Hoffmann decorating him with a medal “Distinguished service “ Commander of the Kosovo Security , LTG. Rrahman Rama attended graduation ceremony of two KSF cadets, Sc.Lt. Kemajl Haliti and Çlirim Morina in Sundhurst of the United Kingdom. Also, LTG. Rrahman Rama hosted for a farewell visit Defense Attaché of Republic of Italy accredited to Republic of Kosovo, Col. Franco Galletti. Whereas , Major General Gëzim Hazrolli, Director of Directorate for Operation in Ministry for Kosovo Security Force as well, BG. Zymer Halimi, Advisor to President of Republic of Kosovo upon invitation of Commander of National Guard of IOWA , Major General Timothy Orr stayed for an official visit in IOWA of the U.S. At environment of barrack “Adem Jashari” of Land Force Command (LFC) of the KSF IN Prishtina ended course of German Language which lasted for five- months provided by the German Embassy in Kosovo. In this course are certified six KSF members. It is conducted traditional humanitarian action for blood donation with a motto,, a blood dot for one life saving”, due to the needs of the National Blood Transfusion Center of Kosovo.

    From Guerillas to Cabinets - A Study of the Development of Post-War Political Parties in Kosovo Master Thesis Mariana Qamile Rød University of Bergen Department of Comparative Politics i Abstract The fourth Yugoslav war, the war in Kosovo, was fought between 1998 and 1999. The Kosovo Liberation Army and the Armed Forces of the Republic of Kosovo, fought the Serb police, military and paramilitary forces, but also at some points each other. The war was a battle between a Kosovan guerilla uprising, against a far superior Serb military power. The game changed as the international community, and most importantly NATO, intervened to put an end to the war. The KLA was a rapidly growing, sporadically organized guerilla movement. It was established as a result of increasing oppression from the Milosevic regime against the Kosovo Albanians, as a more radical faction than the pacifist Albanian resistance movement, LDK. Despite of their problems, the KLA became national heroes, and their political successors are still in 2017 dominating the political arena. This thesis main research question is; "How has the war legacy affected the development of political parties in post-conflict Kosovo?" To answer my research question, I conducted 22 qualitative interviews with Kosovan ex-combatants and politicians, in addition to an extensive document analysis. Through five different theoretical frameworks, each highlighting different important aspects affecting the development of political parties in a post-conflict state, I tried to uncover which processes and actors have been decisive in this regard. The five theories yield important results on their own, but when combined, it becomes obvious how these processes are not linear and multidimensional.

Manek, Dr. G. Pekmezi und Ob.- Leut. A. Stotz erschien in Wien 1909. Sie bietet auf XII+147 Seiten die auf Albanien bezogenen literarischen Werke und Veröffentlichungen, angefangen von Homer und den Autoren des klassischen Altertums mit Stellenangaben bis 1909. Nützlich ist noch heute an diesem sonst eher bescheidenen Werk das Sach-Register auf den SS. 144-147. Einen wissenschaftlich wesentlich solideren Eindruck macht die "Bibliographie Albanaise" von Émile Legrand, Paris-Athènes 1912. Sie besticht durch die Anführung der Titel in den Originalschriften auch in drucktechnischer Hinsicht. Dieses VIII+228 SS. umfassende Handbuch beginnt mit der Türkenzeit - mit den historischen Werken über die Kämpfe gegen die Türken im 15.-16. Jh., und sie ist ebenfalls chronologisch geordnet und mit detaillierten Indizes versehen. Es sei erwähnt, daß von dieser wertvollen Überblicksdarstellung zur DDR-Zeit in Leipzig beim Zentralantiquariat ein Nachdruck erschienen ist, der noch heute zu finden ist. Besonders für die sprachwissenschaftliche Albanologie sind die bibliographischen Angaben unentbehrlich, die seit 1914 im "Indogermanischen Jahrbuch" (in der Abteilung VII., zunächst von A. Thumb, ab Band IV [bis 1938] von N. Jokl betreut, unter der Bezeichnung "Albanesisch", ab Band III "Albanisch") erschienen sind und somit glücklicherweise unmittelbar an die Bibliographie von Legrand anschließen. Namentlich die im Vergleich zu anderen Gebieten sehr ausführlichen Besprechungen von Jokl sind noch jetzt von großem Wert und helfen uns, den Inhalt der manchmal ja sehr schwer zugänglichen Arbeiten festzustellen. Jokl hat auch den Kreis der zu besprechenden Arbeiten sehr weit gefaßt, so finden wir auch Bücher usw., die nicht direkt sprachwissenschaftlich sind, andererseits wird auch auf Titel verwiesen, die eher vom balkanologischen als vom streng albanologischen Standpunkt aus interes- sant sind.

Despite knowing with situation in Ministry and the Force after receiving my duty from my predecessor Mr. Haki Demolli , during month of September I have made a range of meetings and visits starting them with Ambassadors: United States of America , Mr. Greg Delawie; United Kingdom , Mr. Ruairi O’Connell; Republic of Turkey , Mrs. Kivilcim Kiliç; Republic of Croatia Mrs. Marija Kapitanoviq; Republic of Italy, Mr. Piero Cristoforo Sardi. Also, I have met with KFOR Commander General Giovanni Fungo as well military representatives of U. S Embassy in Pristina. All these meetings aimed to get known and reaffirm to continue and intensify cooperation. The first visit abroad, upon invitation of Minister of Defense, Mrs.Olta Xhaçka, I did in Ministry of Defense of Albania and Armed Forces of Republic of Albania. We have conducted a range of concrete activities with the United States of America during this month. We have received a contingent of communication equipment in value of $ 9.2 million from the U. S Embassy. Also, the KSF with a modest ceremony has remembered the terrorist attack, 11th September’’ in U. S. During the month of September, Commander of KSF, General Rrahman Rama has hosted a delegation of Lords from Great Britain as well upon invitation of Chief of Armed Force of Turkey has paid an official visit in Ankara. Federal Republic of Germany has donated a German language lab to the KSF whereas two KSF Officers are certified as “Physical Training Instructor” and there is held, also a seminar on subject “Strategic Leadership”.

In November, President of Republic of Kosovo, Hashim Thaçi has promoted several NCOs and Officers of the Kosovo Security Force from non-majority community including members from Serbian community. As Minister, upon invitation of Minister of Defense of Canada, I have participated to International Security Conference in Halifax of Canada where I used to have opportunity to meet Ministers of Defense of Canada, Switzerland, and Estonia etc. In a Ministry I have hosted for a meetings: IOWA`s National Guard Commander, General Timothy Orr, Canada`s Ambassador, Mr.Daniel Maksymiuk,as well in a farewell meeting I have hosted KFOR Commander, General Giovanni Fungo etc. I have represented MKSF to Conference “NATO and Western Balkan – Regional Dynamics in period of global security challenges ” hold in Pristina and along with KSF Commander, General Rama , we have participated to honoring ceremony for sacrifice of British soldiers fallen in Kosovo. Whereas, Deputy Minister Agim Çeku has participated to Conference ,,NATO Enlargement in Western Balkan ’’ in Croatia and Istanbul Security Conference , whereas, Commander of the KSF , LTG. Rrahman Rama has participated to Conference “USA- Adriatic Charter A- 5” in Skopje of Republic of Macedonia. Almost, each edition gives me opportunity and pleasure to inform you on individual and collective successes of the KSF members and Units.

Vlorë Fetaj - Berisha Institute of Albanology in Prishtina, Republic of Kosova. Abstract Often perceived as a national treasure, Albanian valiant songs have raised the curiosity of foreign and at the same time Albanian researchers, which often has lead to deep and important scientific studies to the subject. In this context, important contribution has been given also by Prof. Demush Shala; researcher, classifier, publisher and collector of Albanian folklore. Here we shall present some of the arguments brought forward by D. Shala232, as to prove the authenticity and the presence of Albanian Ethnicity within the Albanian Valiant epic songs. In addition to other research studies needed in regard to the Albanian Valiant epic songs, the ethnical element undoubtedly presents also a very important research subject. Throughout the evolution and strata developments of this category of songs, many traits are “attributed to the national specifics”233. Albeit not many of them, other researchers have also emphasized the presence of the authenticity within this ethnical category. In this order, Qemal Haxhihasani says (unassertively enough according to Shala) ,,Here we find expression and reflection of the patriarchal family reports, the authority of older to the younger brother, husband to wife, brother to sister; heroic conception of life, honor and faith; honoring the guest, the revenge, the evaluation of the opponent, respect for tradition"234.

Neziri and Nicola Scaldaferri [1] This essay aims primarily to point out some new directions in research on Albanian epic song. Starting from archival materials and the issues they raise for further investigation in the field, it will focus in particular on certain structural elements of the songs related to their performance. The Albanian-language archival materials of the Milman Parry Collection of Oral Literature (henceforth MPCOL), collected in the 1930s by Milman Parry and Albert Lord, provide significant insight into the tradition. The first section offers an overview of the major collections and scholarly research on Albanian epics through the twentieth century, a rich body of work that includes local fieldwork-based studies as well as important foreign contributions, and that documents the geographical scope and contents of the Albanian epic tradition, which constitutes an important part of the oral heritage still alive in Europe today. The second section focuses more narrowly on the materials collected by Milman Parry and Albert Lord in the 1930s, exploring the ways in which those songs as well as the singers’ biographies—which have often been neglected in discussion of the MPCOL—still hold valuable insights for the study of oral poetry more broadly. In particular, this essay explores the implications of the collection process itself, as embedded in recordings and texts from the MPCOL. Finally, the third section summarizes some recent research conducted by the authors focusing on the singer Isa Elezi-Lekëgjekaj, one of the most important living practitioners of this epic tradition.

As the prosecutorial and judicial system are the main institutions in the fight against organized crime and corruption, it is of particular importance and interest to analyze what has been done by these institutions to address this issue, in which senior institutional and political figures are involved. Part of this research are the analysis of the indictment, the decision of the Basic Court in Prishtina regarding the refusal of the measure to temporarily secure the property claim, the conflict of subject matter competences between the departments, the violations identified by Justice Today and the recommendations to the relevant institutions.1 According to the findings of this analysis, Justice Today notes that the indictment filed by the SPRK contains great flaws. The indictment includes all the defendants at one point in the enacting clause and fails to explain the defendants' incriminating actions separately, a necessary element in clarifying the role of each accused person in the case.
