Dear all,

It is my pleasure to write and inform you about positive outcomes from Ministry of Defense following the Assembly decision, voting three draft laws which change the mandate and duties of Ministry for KSF and . After the second reading on date 14 December 2018, assembly members of the republic of Kosovo approved with absolute majority three base KSF laws. Draft law on ministry of defense, draft law of Kosovo security force and draft law on service in Kosovo security force. President of Republic of Kosovo Mr. Hashim Thai has approved three laws which change the KSF mandate and mission. Law on ministry of defense, law on Kosovo security force and law on service in Kosovo security force. President of Republic of Kosovo, as supreme commander of Kosovo’s military, visited “Adem Jashari” barracks in Pristina and was hosted by Lt General Rrahman Rama, as well as privates, officer and general, and had lunch together. With KSF commander we have also hosted the prime minister of Republic of Kosovo Mr. on his visit in Ministry of Defense and KSF, and also the KFOR commander in Kosovo, General Frances Lorenzo D'Addario as well as the Canadian ambassador in Pristina Mr. Daniel Maksymiuk. Deputy Minister Ramadan and Commander Rrahman Rama, were hosted in Riga by the Latvia chief of defense, in the ministry of foreign affairs and NATO center of excellence for strategic communication and also a visit in Czech Republic. KSF commander Lt general Rrahman Rama has hosted new US ambassador in Kosovo Mr. Filip Kosnett, as together with ministry of health Mr. Uran Ismajli, visited the KUCC Pediatrician section in Pristina, and gave way gifts for the holidays of the ending year. Kosovo security force officer Besnik Thaqi has successfully completed 5 week long training HAZMAT course of Turkish military in Konyas, Turkey. Captain Boar Ferizi, chief of operational center in Kosovo security force has successfully completed chemical protection captain course” in the HAZMAT school in fort Leonard wood in Missouri, US. KSF cadets Art Sahiti and Dhurim Shemsedini, some days ago graduated from military academy, Bundeswehr –Offizier Lehrgang” of Federal Republic of Germany. Within the frame of cooperation of KSF with the armed forces of Republic of Albania, from 09-21 December 2018, in “new Europeans barracks” in Pomozotin, took place urban search and rescue basic level exercise, where 24 members of Albanian armed forces took part.

Wednesday, 05 December 2018. MKSF deputy minister Mr. Burim Ramadan and KSF commander Lt General Rahman Rama were on the official trip to Czech Republic. Deputy Minister Ramadan and Lt General Rrahman Rama, were hosted in the ministry of foreign affairs by deputy minister for security and bilateral matters Mr. Martin Povejshil and deputy minister and director of the department for south east Europe Mr. Marti.

Minister Rrustem Berisha, hosted new KFOR commander

Wednesday 05 December 2018. Minister of the Ministry for Kosovo security force Mr. Rrustem Berisha, hosted new KFOR commander in Kosovo general Frances Lorenzo D'Addario. Minister Berisha congratulated new KFOR commander general Frances Lorenzo D’Addario, as thanked KFOR for their continued support to KSF and for great cooperation between KSF and KFOR. n Koshatka.

Deputy Minister Ramadan and Lt General Rama were on visit to Latvia

Thursday, 06 December 2018. Deputy Minister Ramadan and commander Rama, were hosted in Riga of Latvia by the Latvia chief of defense in the ministry for foreign affairs, and at the NATCENTER FOR EXCELENCE FOR strategic communication. Deputy Minister for KSF, Burim Ramadan, and Commander of the KSF, Lieutenant General Rrahman Rama, were received in official meetings at the Latvian Armed Forces General Staff and at the Ministry of Foreign Affairs of Latvia. In a meeting with the Latvian Defense Minister, Lieutenant General Leonid Kalnins, was discussed about the KSF transition process and the deepening of bilateral relations between Kosovo and Latvia in the field of security and defense. While, at the Ministry of Foreign Affairs, the delegation of MKSF was hosted by Mr. Albert Sarkanis, Director of the European Department. With the Latvian MFA, the delegation of MKSF has discussed the KSF transition process and Kosovo's plans for contributing to regional and global security.

Members that took part in the “rough mountain condition evacuation” training got certified Friday, 07 December 2018. In the, Adem Jashari” barracks in Pristina, got underway the ceremony of certification of the” rough mountain condition evacuation’ training. This training started on 29.11.2018 and ended on 05.12.2018, which was attended by 32 members of the KSF, the Kosovo Police, and the Agency for Emergency Management, the Armed Forces of the Republic of Macedonia and of the Republic of Bulgaria. The training was led by instructors of the Vermont State Mountain Training School from the United States. At the end of the ceremony, attendees were given certificates that attended this highly challenging and important training.

KSF executed the humanitarian Project in the village of Llapashtice, Podujevo Friday, 07 December 2018. Kosovo security force in cooperation with Podujevo municipality have executed humanitarian Project in upper Llapashtica, where they leveled the school yard of primary school “Naum Veqilharxhi”. The work was closely followed by the OSB commander brigade general Naim Haziri and engineering battalion Lt colonel Rifat Maloku. On this occasion, thanks to the KSF, the school director and in particular the students were very grateful to the schoolmaster Musli Muqiqi and the director of Podujevo Education Director Agim Blakqori. They were very satisfied with the work and continued support of the KSF.

RRB second battalion completed field exercise wolf 2

Friday, 07 December 2018. Company 2B of Rapid reaction brigade second battalion, within the framework of their annual training and activities plan, for 2018, has completed the “force generation’ training that took place from 10.09.2018. Till 06.12.2018. This training was wrapped up with the field exercise “wolf 2“ The purpose of this exercise was to test the readiness and staff of Company 2B during interventions in tactical operations such as: checkpoint, occupation of patrol base, patrol, target attack, increase of observation point.

Minister Rrustem Berisha hosted the Canadian ambassador Daniel Maksymiuk Friday, 07 December 2018. Minister of ministry for Kosovo Security Force Mr. Rrustem Berisha, hosted the Canadian ambassador in Pristina Mr. Daniel Maksymiuk. At the joint meeting of Minister Berisha and the Canadian diplomat Maksymiuk discussed the good relations between the two states and between the Ministry of KSF and the Ministry of Defense of Canada.

MKSF delegation was hosted by Jaris Garinson, state secretary of Latvia ministry of defense Saturday, 08 December 2018. Deputy Minister Burim Ramadani and KSF commander Lt General Rrahman Rama were hosted in Riga of Latvia by Mr. Jaris Garisons, state secretary of ministry of defense. The meeting focused on the security situation in the Baltic region and the Western Balkans, similar security challenges and threats, asymmetric and hybrid threats, Russia's influence, information warfare, strategic communication, as well as institutional and social actions to cope with these threats.

MKSF delegation has also visited the military base Adazi close to Riga On the first day of the two-day visit, Deputy Minister Ramadani and Commander Rama were hosted in Latvia's Riga by the Latvian Defense Chief, the Ministry of Foreign Affairs, and the NATO Strategic Communications Excellence Center.

KSF university study center held “security forum” debate

Monday, 10 December 2018. In the, Adem Jashari” barracks in Pristina, on December 7, organized by university study center of KSF training and doctrine command took place security forum” first edition with topics on “natality and migration 2019-2035 and long term effects in the Kosovo security. In the security forum edition, invited as panelist was prof. Dr. Armend Muja, who presented the thesis on natality and migration, as Major Korab Dauti, about emigrating and consequences for KSF. Part of this forum were officers, NCO from all KSF unit international partners, USC staff and cadets of year IV. His aim was to acquaint himself with the migration trends in Kosovo, the impact of migration on long-term security and the effects of emigration to the KSF. All participants contributed their questions and comments to the achievement of the forum goal. Captain Besnik Thaçi third in the chemical, biological and nuclear protection course in Turkey

Wednesday, 12 December 2018. Kosovo Security Force officer, Captain Besnik Thaci, has completed with excellent results the 5-week “Turkish Training Course of the Biological, Radiological and Atomic Protection Officer" Course held in the town of Konya in Turkey. Captain Thaci, based on the theoretical and practical achievements during the training, is ranked third, by all local and international participants who participated in this training.

Specialized training started on 05.11.2018 and ended on 07.12.2018, and took place in the specialized school for chemical, biological and nuclear protection in Konyas.

The participation of KSF captain Besnik Thaci has marked the first co-operation in this field offered by the Republic of Turkey. Already in this school are offered new seats for the participation of NCOs and KSF officers, thus marking significant cooperation of the KSF with the Turkish Army.

KSF commander hosted new US ambassador

Thursday 13 December 2018. KSF commander Lt general Rrahman Rama hosted the new US ambassador in Kosovo Mr. Kosnet (Philip S. Kosnett). General Rama thanked the Ambassador for American support at all stages, and assured the Ambassador that KSF will continue to be professional, inclusive and credible. They jointly discussed the process of gradual building of new capabilities based on the new mission.

Assembly of Republic of Kosovo voted three draft laws which will change the Ministry and KSF mandate and duties

Friday 14 December 2018. Members of parliament of Republic of Kosovo, after second reading, on December 14, with absolute majority approved three core KSF draft laws; draft law on ministry of defense, draft law on Kosovo security force and draft law on service in Kosovo security force. At the solemn session held in the Assembly Hall of the Republic of Kosovo, chaired by the President of the Assembly, Kadri Veseli, were present also the President of the Republic of Kosovo, Hashim Thaci, Prime Minister Ramush Haradinaj, Minister Rrustem Berisha, Commander of the KSF, Lieutenant General Rrahman Rama, and other cadets and other Forces officers. Reasoning of reports with recommendations for the three draft laws was presented by the Chairman of the Committee on Internal Affairs, Security and Oversight of the Kosovo Security Force, Haxhi Shala, who invited the deputies to vote the draft laws together with amendments. In a festive atmosphere, with 105 votes for, the Assembly approved the Draft Law on the Ministry of Defense together with 11 amendments, the draft law on the Kosovo Security Force, with 45 amendments and 107 votes, and approved the Draft Law on Service at the Security Force Kosovo, with a total of 45 amendments and 107 votes for. With the approval and following the entry into force of these laws, the KSF takes a military mission, while Kosovo rounded up the stage of state building with the most important institution such as the Army.

Captain Bujar Ferizi is awarded with two prices in US military school Monday 17 December 2018. KSF members, wherever they are participating in training and education abroad, they are achieving excellent results. One of them is Captain Bujar Ferizi, Head of the Operations Center at the Kosovo Security Force, who has successfully completed the "Course of Captains for Chemical Protection" training at the School of Chemical-Atomic and Biological Protection (MKAB) in Fort Leonard Wood, Missouri, and United States. This course started on July 10 and ended on 07 December 2018. KSF officer, Captain Bujar Ferizi, during the 22-week schooling at the MKAB School in USA, for distinguished academic presentations was honored with the award "International Student Honor, while for excellent results in the physical test he received the prize" The iron Man". The captain career course includes the general preparation of officers in the HAZMAT field, leadership, technical and tactical combat skills, staffing procedures, combined sex doctrines related to the military decision-making process, group work and training in the operations of detection and decontamination of chemical-nuclear-biological and nuclear materials. Captain Ferizi, is the first officer from Kosovo to complete the defense training at the United States Army CBRN School of Chemical, Atomic, Biological and Nuclear Defense Skills.

KSF is equipped with training related helicopter

Tuesday 16 December 2018. Search and rescue center of KSF civil protection regiment in Pomozotin official unveiled frame helicopter that will be used for search and rescue training purposes. The inauguration ceremony was conducted by commander of civil protection regiment colonel Shaip Haziri and director of this center Mr. John Doone. This helicopter made for training will be used in different scenarios for some developments; including a helicopter accident with human casualties inside, a Landin helicopter with human casualties and a medical team ready to help if needed. Many scenarios are already tested in term of search and rescue, while in 2019 we will start helicopter related trainings. The importance of this helicopter is that entirely made by staff of search and rescue training center, used the recycled material within the camp. The helicopter frame has a length of 23 m, with 3 m width and about 3 m in height. Its total weight is about 12 tons. It is colored with camouflage dyed, with Red Cross emblem on both sides and has dimensions and appearance of a real helicopter. Inside there are two pilot seats, 6 seats with complete set of equipment for passengers, and 6 beds for the casualty. For training purposes, the helicopter's central part may be fired and the helicopter's structure will remain undamaged. All planned work has been carried out by the staff and is supported by RMC during QT trainings, evenings or even weekends. The estimated construction time was 4 weeks. The material cost of the entire project was € 105.00.

QT of RMC now offers a training facility that no other local and international training institution in Kosovo can offer. Also, QT will provide other training opportunities in cooperation with regional and international partners.

KSF holds lectures about the awareness of pyrotechnic perils Thursday, 20 December 2018. The Kosovo Security Force, in cooperation with the Ministry of Education and Municipal Education Directorates in municipalities, has organized awareness campaigns in primary schools of Kosovo in order to raise student’s awareness of the risk that their pyrotechnic means may be used. The campaign was conducted from 10 to 19 December 2018 and included primary school pupils in Pristina, Mitrovica, , Gjakova, Prizren, Ferizaj, Gjilan and Dragash. During this period, 17 hours of instruction were attended by over 1000 students. Lectures are held by the instructors of the Demining Company, who are trained and trained for dangerous assets. Students appear to be very interested in these lectures, which was also reflected in their many questions about these tools. It is worth noting that a large number of them were quite vocal against their use. Lecturer instructors engaged in this activity, Sergeant Valon Abdyli, Tetor Butrint Kastrati, Liridona Musaj Tetar, Shpejtim Gashi, expressed and said they were very satisfied with the interest of the students and engagement of the school staff where these lectures were realized.

Members of Albanian armed forces are trained in urban search and rescue in CPR Friday, 21 December 2018. Within the framework of cooperation between KSF and armed forces of Republic of Albania, from 09-21 December 2018 in the “ young Europeans” barracks in Pomozotin took place the urban search and rescue training, basic level, where 14 members of Albanian armed forces took part. At the certification ceremony were: Director of Operations Directorate of the Ministry of KSF, Major General Gëzim Hazrolli, Military Attaché of Albania in Kosovo, Colonel Eduard Bala, Commander of Operations Support Brigade, Brigadier General Naim Haziri, Commander of the Civil Protection Regiment, Colonel Shaip Haziri, Director of the Training Center of K-SH, John Doone, as well as KSF and FARSH officers. Participants were rated based on their overall commitment during these days and also based on their theoretical and practical knowledge scored during this training. Topics exercised during this training were; tam and squad management in urban real events, command and control management, medical trauma management. Aim of this and other trainings conducted in SARTC is to keep the current capabilities and also advance their professionals skills.

President Hashim Thaçi dines with Kosovo’s soldiers

Monday, 24 December 2018. The president of Republic of Kosovo, also incumbent supreme commander of Kosovo’s army visited “Adem Jashari” barracks in Pristina, and was hosted by the commander Lt General Rrahman Rama, private, officers and generals. In this occasion, suprema commander of Kosovo’s military Mr. Hashim Thaci and KSF commander Lt general Rrahman Rama, while dinning, for a short time took the role of chef and served KSF members, and then had lunch with them. After lunch, Kosovo President, Mr. Thaçi, in front of the media representatives, expressed his satisfaction for the great step that has been made with the creation of the Kosovo Army, emphasizing that, after returning from the United Nations Security Council, where once again the establishment of the Kosovo army was verified. Today I am here to serve Kosovo soldiers at a joint lunch, on this occasion congratulate all members for Christmas holidays and end of the year holidays, wishing good health for them and their families. "I, as President of the Republic of Kosovo, have decided to propose to the Government of the Republic of Kosovo the salary increase for the KSF, so that officers and non-commissioners have a dignified life in the service of Kosovo's citizens and i hope that the Government will to respond positively to my demand for salary increases, "said Kosovo President Hashim Thaci at the end.

KSF commander general Rrahman Rama gave gifts for kids of pediatric clinic Monday, 24 December 2018. KSF commander Lt general Rrahman Rama, accompanied by the minister of health Mr. Uran Ismajli, paid a visit in pediatric clinic of KUCC, visiting kids, and were hosted by the principal of this clinic , Drita Telaku-Qosaj, and medical staff of this center . KSF commander general Ramadan minister Ismaili donated gifts for kids in this clinic for the holidays marking the end of the year. In the occasion, general Rama and Ismajli, wishing them happy holidays and speedy recovery, and celebrate holidays with their loved ones home. This KSF activity was organized together with the Ministry of Defense.

KSF supports “me to you, love in package “project Wednesday, 26 December 2018. Under supervision by the Ministry for Kosovo security force, especially civil military cooperation department, on the eve of New Year supported the project called ‘me to you, love in package”. 4000 gifts collected by students of Pristina schools and dedicated for students f schools from Pristina suburbs were transported by KSF, thus providing means of transportation and personnel. “me for you, love in package’ activity was conducted by the “Mute’ foundation in cooperation with MKSF and local education directorate of Pristina municipality. KSF activity is expanded in 15 schools and four associations: REA, Fushë- Kosovo; orphans and poor ones, within the municipality of Fushë Kosovo’s, association „AUTIZM“and “happy mom and kids” association

A EUCOM- delegation on official trip to KSF Wednesday 26 December 2018. On December 19. 2018 here in MKSF/KSF were on official visit the most senior EUCOM NCO FLMC Cris Addington with his staff, and were hosted by the KSF sergeant major Genc Metaj. FLMC Addington, was informed by sergeant major Metaj about the so far development in the KSF NCO CORP. They discussed about the coordination of necessary activities for the joint multination training that will take part in KSF in January 2019. From 17-21 December 2018, in land force command was also held a workshop with Iowa national guard on topics; development of NCO, where 25 KSF senior NCO participated.

KSF members got training on logistic by Turkish unit

Wednesday, 26 December 2018. From 18-22. 2018, in the “Sulltan Murati’’ barracks in Prizren, took place a training/ seminar on logistics by the Turkish training unit. 5 MKSF/KSF members took part in this training/seminar that led them to a better understanding of the logistics skills. Topic of this training/seminar was: “logistics management system and suppose courses“. After the conclusion of training/seminar, Turkish instructors were very pleased with the general achievements of the MKSF/KSF members. Turkish training unit promised to continue in future with logistic cooperation with MKSF/KSF members. At the end of this successful seminar/training completion, members were given certificates.

KSF commander Lt General Rrahman Rama lectured for ISA BOLETINI university students in Mitrovicë Wednesday 26 December 2018. At the University of Mitrovica "Isa Boletini" organized by the Dean of the Faculty of Law-UMIB, Commander of the KSF, Lt. Gen. Rrahman Rama, in front of students and academic staff, including all academic units, delivered a lecture on: General Achievements the KSF, the transformation and the future of the KSF. While thanking for the contribution of all relevant actors and parliamentarians for the approval of three laws, he emphasized that our goal and purpose is to build a force that is in the service of all our citizens. Our goal is for the KSF with a new mission to be a peacekeeping force in the future. General Rama further added that it is not our intention to endanger someone, and on the basis of this principle, we have had these last two years, a major announcement in the largest European capital, where our aim and purpose was to announce close to the transformation process of the KSF. Our objective is to be part of NATO structures, and we are building the KSF on the basis of NATO standards. Speaking about education, training of members of the KSF, General Rama said that the boys and girls of the KSF, wherever they participated, were the best, counting states such as the United States, Germany, the United Kingdom, Macedonia, , Turkey, Albania, etc. These results have been achieved only thanks to dedication, discipline and persistent work. Finally, students and academic staff asked a lot of questions to KSF commander, General Rama, concerning the involvement of youth in the KSF, with the opportunities for education, training and prospects.

General Enver Cikaqi lectured for students of “Loyola’’ Gymnasium in Prizren Thursday, 27 December 2018. KSF Land Forces Commander Brigadier General Enver Cikaqi delivered a lecture on the education, education, transition and future of the KSF to the students of the "Loyola" high school in Prizren. At the beginning, General Cikaqi was hosted by the academic staff of the gymnasium, who expressed congratulations to General Cikaq and through him ,to soldiers, NCOs and KSF officers for the transformation of the KSF into the army. In his lecture, General Cikaqi also talked about the history of the KSF, referring to the three periods through which this process has passed until the achievement of its final goal, the creation of the Kosovo Army. In particular, the Land Forces Commander spoke about the education system in the KSF, with particular emphasis on the Doctrine and Training Command and the Center for University Studies, underlining their role in the

14 education and training of members of the KSF, both internally abroad, as well as for the success of the students of these centers, who are continuously witnessing professionalism in renowned international centers wherever they are participating. At the end of the lecture, high school students with their questions addressed to General Cikaqi appear to be interested in the functioning of the KSF, the criteria for admission to the CSU, the achievements and challenges that the KSF will expect in the future.

Two KSF cadets graduated in the Germany military academy Thursday, 27 December 2018. KSF cadets Art Sahiti and Dhurim Shemsedini, few days ago graduated from “Bundeswehr –Offizier Lehrgang” military academy in the Federal Republic of Germany. KSF cadets have successfully completed three-year studies at the most prestigious military academy for logistics in Germany, where they have been promoted to the lower rank. Second lieutenants Art Sahiti and Donation Shemsedini, after the Military Academy have been appointed, have been appointed to new positions in the Operational Support Brigade at the Logistics Department, as their studies have ended in this area. The two newly appointed sub-nominees expressed their satisfaction and gratitude to the KSF offering the opportunity to study in a friendly and powerful country such as Germany, which has consistently contributed to Kosovo, and in particular to the KSF , assisting in all areas of education, training, logistics (logistics equipment), medical (medical equipment), transportation, etc. The "Bundeswehr-Offizier Lehrgang" Academy in Germany is well-known for its high quality of education in attracting professional and specialist staffs to various military and logistics branches.

KSF commander hosted KFOR new commander Thursday 27 December 2018. Commander of Kosovo security force Lt General Rrahman Rama, hosted KFOR commander major general Lorenzo D’Addario. General Rama first congratulated the new KFOR commander, General Lorenzo D'Addario, and then announced the recent developments regarding the adoption of the laws on the new KSF mission. He also thanked for the continued cooperation between NATO / KFOR and KSF, which has been realized in various fields. During the meeting, the two generals highly 15 appreciated the cooperation of the KSF with KFOR. General Spahiu hosted commander of American camp in Bondsteel, colonel Macaraeg Friday 28 December 2018. Commander and Doctrine Commander Brigadier General Irfete SPAHIU, with her staff, hosted in visit to Bonsteel Commander Colonel Roy J. Macaraeg. The commander was informed about the activities of TRADOC during 2018, and the expectations for next year. After the meeting was held an informative briefing on the tasks and mission of the TRADOC KSF. The TRADOC co-operation with Camp Bondstill has never been missed. They have always been to the KSF to support them in various fields such as training, education, doctrine, etc. The two commanders expressed their willingness to continue their cooperation in the future, in the exchange of experiences and mutual assistance between TRADOC and Bonsteel Camp. . Two-day NCO conference took place in KSF Friday, 28 December 2018. In the „Adem Jashari“ barracks in Pristina, took place a two day long NCO conference, based on the annual plan of the KSF NCO activities. KSF NCO conference aims to summarize the whole activities of NCO channel during 2018 and steps ahead. At the opening of the conference, Sergeant Major of the Land Forces Commander, Fetah Zejnullahu, spoke about the importance of this conference for the NCOs, the evaluation of their work and the exchange of experiences with the personalities of various professions in Kosovo. Commander of Kosovo Security Force, Lieutenant General Rrahman Rama, after welcoming the participants, talked about the road, the challenges and the overall achievements. Participants generally spoke of their life experiences, difficulties, and challenges that have passed to achieve what they desired. It was a good experience for the NCO's participants from all KSF units. During the conference there were also many questions, addressed to guests, about the various fields, so that NCOs learn from the good experiences in their lives. At the end of the conference, a ceremony was held on the Physical Physics Gym for members of the KSF who reached the maximum of the required scores according to the test criteria.

The President decrees laws which make the foundation of Kosovo military official.

Friday, 28 December 2018. The president of Republic of Kosovo Mr. Hashim Thaçi, in an official ceremony organized in the president office, has decreed three core laws which change the KSF mandate and mission. Law on ministry of defense, law on ministry for Kosovo security force and law on service in Kosovo Security Force. In this official signing ceremony of laws on Kosovo military, was KSF commander Lt General Rrahman Rama and KSF cadets.

These three draft laws are voted with absolute majority by members of parliament of republic of Kosovo on December 14 2018, and today, signed by the President Thaçi, Kosovo officially becomes a country with military. President Hashim Thaci as Supreme Kosovo Army Commander congratulated Kosovo soldiers and international allies. "I wish you, Honorable Commander, all the soldiers, officers, NCOs and the people of Kosovo.
