THE INTERNATIONAL CRIMINAL TRIBUNAL FOR THE FORMER YUGOSLAVIA CASE NO: IT-04-84-I THE PROSECUTOR OF THE TRIBUNAL AGAINST RAMUSH HARADINAJ IDRIZ BALAJ LAHI BRAHIMAJ INDICTMENT The Prosecutor of the International Criminal Tribunal for the former Yugoslavia, pursuant to her authority under Article 18 of the Statute of the International Criminal Tribunal for the Former Yugoslavia, charges: Ramush Haradinaj Idriz Balaj Lahi Brahimaj with CRIMES AGAINST HUMANITY and VIOLATIONS OF THE LAWS OR CUSTOMS OF WAR, as set forth below: THE ACCUSED 1. Ramush Haradinaj, also known as "Smajl", was born on 3 July 1968 in Glodjane/ Gllogjan* in the municipality of Decani/Deçan in the province of Kosovo. 2. At all times relevant to this indictment, Ramush Haradinaj was a commander in the Ushtria Çlirimtare e Kosovës (UÇK), otherwise known as the Kosovo Liberation Army (KLA). In this position, Ramush Haradinaj had overall command of the KLA forces in one of the KLA operational zones, called Dukagjin, in the western part of Kosovo bordering upon Albania and Montenegro. He was one of the most senior KLA leaders in Kosovo. 3. The Dukagjin Operational Zone encompassed the municipalities of Pec/Pejë, Decani/Deçan, Dakovica/Gjakovë, and part of the municipalities of Istok/Istog and Klina/Klinë. As such, the villages of Glodjane/Gllogjan, Dasinovac/Dashinoc, Dolac/Dollc, Ratis/Ratishë, Dubrava/Dubravë, Grabanica/Grabanicë, Locane/Lloçan, Babaloc/Baballoq, Rznic/Irzniq, Pozar/Pozhare, Zabelj/Zhabel, Zahac/Zahaq, Zdrelo/Zhdrellë, Gramocelj/Gramaqel, Dujak/ Dujakë, Piskote/Piskotë, Pljancor/ Plançar, Nepolje/Nepolë, Kosuric/Kosuriq, Lodja/Loxhë, Barane/Baran, the Lake Radonjic/Radoniq area and Jablanica/Jabllanicë were under his command and control. -

MKSF Newsletter September, 2018 Dear friends, It is important for us inform you that during the month of September, Ministry for Kosovo Security Force has signed Memorandum of Cooperation with Ministry of Defense of Italy. Also, in frame of internal view, a very important was meeting of the Government of the Republic of Kosovo, on September 13, 2018, where by unanimous vote of the Cabinet are approved three basic laws on transformation of KSF with mission and additional duties: Law on Force, Law on Forces Service and Law on the Ministry of Defense. President of Republic of Kosovo in the quality of Supreme Commander of the KSF paid a visit to Land Force Command where he held a speech through which expressed his commitment as President concerning important issues of politician right now and at the country and international level ones. He spoke on the visas liberalization process, membership of Kosovo to Interpol, dialogue between Kosovo and Serbia and the KSF transformation process into army. On 11 September, like any other year, in all barracks of the Kosovo Security Force is remembered 17th anniversary of terrorist attacks in the United States of America. Also, during September there used to be a series of meetings like with ambassador of Republic of Slovenia in Republic of Kosovo, Mr. Bojan Bertoncelj, Finnish Ambassador in Republic of Kosovo, Mrs. Pia Stjernvall, etc., as well I took part at the Fifth Ambassadors Conference of the Republic of Kosovo where I have held the main speech at the second panel on topic: „Security and defense in the second decade of the Republic of Kosovo statehood”. -

Before its independence, Kosovo is an autonomous province under Serbia, which was part of Socialist Federal Republic of Yugoslavia (SFRY). Kosovo has a long history of conflicts since the occupation of Turkish Ottoman Empire in Balkan Peninsula area until the recent one was the Kosova War in 1998 – 1999. As a post-conflict society, Prishtina is suffering from several urban challenges. One of these challenges is road safety issue indicated by increasing the number of traffic accidents in Prishtina and even nationwide. National government considered this situation as unusual for European countries. This study aimed to answer a research question on how the road safety is perceived from two main perspectives, which are road users (pedestrians and cyclists) and stakeholders in the producer’s level of road safety strategy in Prishtina. This study was conducted in urban zone of Prishtina, which is also the case study, with the regards to the increasing number of traffic accidents, which involve pedestrians and cyclists, as the vulnerable road users. -

Jeffry Fischer, on the occasion of ending of assignment of Defense Attaché of the U.S for excellent cooperation and coordination, we awarded medals. Also, I hosted for a farewell meeting Director of Liaison Advisory team of NATO (NALT) for Ministry and the KSF, BG. Ralf Hoffmann decorating him with a medal “Distinguished service “ Commander of the Kosovo Security , LTG. Rrahman Rama attended graduation ceremony of two KSF cadets, Sc.Lt. Kemajl Haliti and Çlirim Morina in Sundhurst of the United Kingdom. Also, LTG. Rrahman Rama hosted for a farewell visit Defense Attaché of Republic of Italy accredited to Republic of Kosovo, Col. Franco Galletti. Whereas , Major General Gëzim Hazrolli, Director of Directorate for Operation in Ministry for Kosovo Security Force as well, BG. Zymer Halimi, Advisor to President of Republic of Kosovo upon invitation of Commander of National Guard of IOWA , Major General Timothy Orr stayed for an official visit in IOWA of the U.S. At environment of barrack “Adem Jashari” of Land Force Command (LFC) of the KSF IN Prishtina ended course of German Language which lasted for five- months provided by the German Embassy in Kosovo. Kosovo Introduction
KOSOVO INTRODUCTION Like Albania, Kosovar history is believed to date to Illyria in the 4th Century BC and to the Roman Empire. In the 9th to early 11th centuries, the Kosovo region was ruled by Bulgaria. From 1389 to the late 19th century, the region came under Ottoman rule; in the early 20th century, Kosovo was ruled by Serbia. In 1946, Kosovo became part of the Yugoslav federation. During the 1990’s, Kosovo sought independence from Serbia, with brutal results, including mistreatment of ethnic Albanians; during the 2000’s, the United Nations attempted to secure Kosovar independence, which is supported by Albania and rejected by Serbia. At this time, although technically still a part of Serbia, Kosovo is an international protectorate administered by the United Nations. Kosovo, a land-locked area, is bordered clockwise by Serbia, Macedonia, Albania, and Montenegro. The official name is the Republic of Kosovo (Kosova / Kosovë), with its capital at Pristina (Prishtina / Prishtinë). Population estimates vary from 1.8 to 2.2 million. With independence from Serbia declared on February 17, 2008, the Kosovar government is a parliamentary republic. Religious affliations are Muslim, Albanian Orthodox, and Roman Catholic; ethnic populations are Albanian, 88%; Serbs, 7%; and 5% other including Bosnian, Gorani, Roma / Gypsy, Ashkali, Egyptian, and Turkish. Although the official languages are Albanian and Serbian, Bosnian and Turkish are official in those municipalities with substantial minority populations; in addtion, English and German are also spoken. Literacy rates vary from 92% to 98% for men and 88% to 90% for women. Balkans Briefing Pristina/Washington/Brussels, 10 October 2000 REACTION IN KOSOVO TO KOSTUNICA’S VICTORY I. SUMMARY While the world watched in fascination as mass demonstrations in Belgrade toppled Yugoslav President Slobodan Milosevic from power, Kosovo—where Milosevic had committed some of his worst crimes—had an almost eerie air of normalcy. On the night Milosevic fell, cafés were full and the usual crowd of young people strolled along Pristina’s central artery, Mother Theresa Street. But Pristina’s surface indifference masked serious unease about events in Serbia and especially about the swelling international welcome for newly elected President Vojislav Kostunica. Kosovo Albania’s political circles, opinion leaders, and public, which for long had a head-in-the-sand approach toward the rise of the democratic opposition in Belgrade, are only beginning to come to grips with the changed political landscape in the Balkans caused by Milosevic’s fall. Initial reactions to Kostunica’s election suggest the radicalisation of Kosovo Albanian opinion on issues such as co-operation with the international community and Kosovo’s future status. If NATO governments go too far toward welcoming the new Serb democratic forces without sending some positive and reassuring signals to Kosovo, the already evident sense of impatience among Kosovo Albanians with aspects of the international mission could grow and eventually turn dangerous. Over the next year or so, the international community should seek to turn the attention of both the Kostunica government and the Kosovo Albanian community toward confidence-building measures and dialogue that could lay the foundation for diplomatic engagement at the proper time. -

The mood and the context are not very favorable. The list of tasks presents the priorities that do matter for the citizens, institutions, international partners and Kosovo’s European agenda” Three months after the June 11 elections, Kosovo elected the government on 9 September. The vote of the PDK-AAK-NISMA winning coalition-led government was made possible only with support of the New Kosovo Alliance (AKR) of Behgjet Pacolli, and of all 20-minority seats representing Serbs, Bosnians, Turks and RAE. Vetëvendosje (Self-Determination) movement with 32 and LDK with 25 seats, in a protest boycotted the voting of the government. Sixty-one out of 120 members of the assembly voted the cabinet of Ramush Haradinaj. With a slim majority, against a very strong opposition, Haradinaj’s government may live long only if it performs well. -

Measures taken include restricting movement and meetings, suspending the work of schools and universities, suspending the majority of business activities, and urban and interurban transport. These measures have affected all municipalities, including those that have not yet identified any COVID-19 cases. As of May 19, 2020, 989 COVID-19 cases were registered in Kosovo, in 31 municipalities. The effects of this situation were felt both in the public and private sectors. In the public sector, it limited the possibility of public investments, provision of public and administrative services, the ability of municipalities to undertake public procurement procedures, and it caused several cancellations of meetings of municipal collective bodies, and those of public consultations. Whereas, in the private sector, the most affected are the construction, accommodation, gastronomy, textile and most of the service sectors. The drop in municipal revenues in all municipalities, during the second half of March and in April ranged between 45% and 90%. -

Kosovo, Albania and the prospects of unification On 14 February, Kosovo held snap parliamentary elections which the main opposition party, the left-wing nationalist Self-Determination Movement (LVV), won by a landslide. The victory was historic, as it dismantled the hegemon of the two parties that have dominated the post-war landscape, namely the Democratic Party of Kosovo (PDK) and Democratic League of Kosovo (LDK), neither of which will form part of the next government for the first time since 2001. This is significant not only for the domestic affairs of Kosovo, which LVV aims to transform through institutional and economic reforms, but also its geopolitical relations. This was not a central plank of LVV’s electoral platform, but it is an elephant in the room given its uncertain implications for Kosovo’s relations with Serbia, which inform whether Pristina can achieve full recognition of its 2008 independence – and thereby consolidate its territorial integrity, a necessary condition of moving towards eventual membership of the European Union. Two days after the election, the leader of LVV and its prime ministerial candidate, Albin Kurti, said in an interview with Euronews that in the event of a referendum in Kosovo on unification with Albania, he would vote in favour. Kurti heavily caveated his statement, but as an experienced political operator he would likely have been aware of the headline that the media would pick out. Reheated arguments Though controversial, the public declaration of this stance is nothing new. Unification has been at the back of the collective Albanian mind since 2001, with the assumption being that once Albania and Kosovo became members of the EU, borders would be redundant.
