This unique international conference provides a forum for academics, researchers and practitioners from many industries to exchange ideas and share recent developments in the field of industrial engineering and operations management. This diverse international event provides an opportunity to collaborate and advance the theory and practice of major trends in industrial engineering and operations management. This conference will provide an excellent opportunity to network with leading scholars and practitioners. There were close to 700 papers/abstracts submitted from 60 countries and after a thorough peer review process, approximately 450 have been accepted .The program includes many cutting edge topics of industrial engineering and operations management. Full papers will be indexed in Scopus, subject to satisfying IEOM Quality Standards. The challenge of continuous improvement will be significant in the 21st century; therefore, this conference will address many of the issues concerning continuous improvement for quality and service. Kadarsah Suryadi DEA Rector Bandung Institute of Technology (ITB) Bandung, Indonesia Prof. Kadarsah Suryadi received his Bachelor Engineering degree majoring in Industrial Engineering from Institut Teknologi Bandung (ITB) in 1986. He took Diplome D'etudes Approfondies (DEA), Master Program on Technology Innovation Management - Industrial Engineering Department-Ecole Centrale Paris, France in 1988. He then continued his study in France until got Doctoral degree from Universite d’Aix Marsaille-3, in 1992. Kadarsah began his carrier as higher official of ITB in 2010 when he took the position of Director of Education Affairs, Department of Industrial Engineering in 2010. Soon after leaving position as head of department, he was appointed as Director of Education in 2011 and then further appointed as Vice Rector for Academic and Student Affair, ITB. It has a parliamentary system of government selected through regular, multiparty elections and is headed by a prime minister. The king is the head of state, serves a largely ceremonial role, and has a five-year term. Sultan Muhammad V resigned as king on January 6 after serving two years; Sultan Abdullah succeeded him that month. The kingship rotates among the sultans of the nine states with hereditary rulers. In 2018 parliamentary elections, the opposition Pakatan Harapan coalition defeated the ruling Barisan Nasional coalition, resulting in the first transfer of power between coalitions since independence in 1957. Before and during the campaign, then opposition politicians and civil society organizations alleged electoral irregularities and systemic disadvantages for opposition groups due to lack of media access and malapportioned districts favoring the then ruling coalition. The Royal Malaysian Police maintain internal security and report to the Ministry of Home Affairs. State-level Islamic religious enforcement officers have authority to enforce some criminal aspects of sharia. Civilian authorities at times did not maintain effective control over security forces. We first present the rich linguistic and biological diversity of this region, which is of significant interest in typological and theoretical linguistics and language documentation. We then discuss certain central educational issues in relation to human resources, infrastructures, and institutional support, critical for high quality research and documentation. We argue that the issues are multidimensional and complex across all levels, posing sociocultural challenges in capacity-building programs. Finally, we reflect on the significance of the participation oflocal fieldworkers and communities and their contextual training. 1. Introduction In this paper, we reflect on linguistic fieldwork and language documentation in Eastern Indonesia. By “Eastern Indonesia,” we mean the region that stretches from Nusa Tenggara to Papua,1 including Nusa Tenggara Timur, Sulawesi, and Maluku. This region is linguistically one of the most diverse regions in the world interms of the number of unrelated languages and their structural properties, further discussed in the next section.
