[Investment Climate] Geographical and Jilin Province lies adjacent to Heilongjiang Province to the north, the Inner Mongolia Social Conditions Autonomous Region to the west, and Liaoning Province to the southwest. The southeast part of the province borders on Russia and North Korea. It has a temperate continental monsoon climate. The climate in the mountainous eastern part is relatively mild and humid, and the western part, which is near the Mongolian Plateau, is dry. A characteristic of this region is that strong winds above Level 10 on the Beaufort scale occur often, creating sandstorm-like conditions. The province is multiethnic, with large populations of Koreans, Mongolians, and Manchurians. Approximately one-fifth of the eastern part is Yanbian Korean Autonomous Prefecture, and there are also Mongolian and Manchurian autonomous counties. Resource The province is one of the six major forested areas in China, and approximately 40% of the Distribution province is forested. In the mountainous eastern region, there is an abundance of organic medicines such as ginseng. The eastern part has abundant water resources. In addition to the Yalu River and the Tumen River, which mark the border with North Korea, the Songhua River flows from Jilin Province to Heilongjiang Province. Meanwhile, water resources are lacking in the central and western parts, which are arid regions. The reserves of oil and natural gas in the province rank among the largest reserves in China. The province has over 15% of the country’s oil shale reserves. Major Industries Agriculture (grains), chemicals, automobiles, etc. Infrastructure Railways The area is home to the Jingha Railway (Beijing–Harbin), Changtu Railway (Changchun–Tumen), Changbai Railway (Changchun–Baicheng), Shenji Railway (Shenyang–Jilin), etc. The Liaoyuan-Changchun Intercity Railway and the Changchun-Baicheng Intercity Railway are under construction. Construction is scheduled to start at the end of 2014 on the Changchun-Xibayanhua Railway. Expressways The area is home to the Changsi Expressway (Changchun–Siping), Changji Expressway (Changchun–Jilin), Changchun-Fuyu Expressway, Jiyan Expressway (Jilin–Yanji), etc. The Changsi Expressway (Changchun–Siping) is being expanded, and the completion of construction is scheduled for the end of October 2015. The Changchun-Shuangliao Expressway is under construction. 2 Mizuho Bank Business Promotion Division Ships From mid-April to late November, cargo ships can navigate the Songhua River, Tumen River, Yalu River, and Nen River. There are inland river ports such as Da'an Port, Jilin Port, and Fuyu Port. Airports The area is home to Changchun Longjia International Airport, Yanji Chaoyangchuan International Airport, Changbaishan Airport, and Tonghua Airport. The second phase of the expansion of Changchun Longjia International Airport is scheduled to begin in 2015. Subways Changchun Light Rail Transit Lines 3 and 4 are in operation. Currently, Lines 1 and 2 are under construction, and they are scheduled to begin running in 2015 and 2016, respectively. Transportation and Rail The trip from Changchun to Beijing is approximately 6 hours and trip from Access Changchun to Shanghai is approximately 12 hours (by China Railway High-speed). Air Regular flights operate from Changchun to Tokyo, Osaka, Nagoya, Sendai, and Seoul.
