RE: RFP NO. 360 – URBAN TREE CANOPY ASSESSMENT AND INVENTORY ADDENDUM NO. 1 CITY RESPONSE TO REQUESTS FOR INFORMATION

The contents of this addendum alter and amend the original RFP requirements and take precedence over the related items therein. This addendum forms a part of the contract documents. Proposers must acknowledge receipt of all addenda when submitting their proposals. Failure to acknowledge receipt may render a proposal non- responsive and ineligible for award. Vendors are responsible for ensuring that they receive all addenda. All addenda will be posted on the Empire State Purchasing Group System (http://www.empirestatebidsystem.com/) and the City website (www.yonkersny.gov).

THE DUE DATE REMAINS MONDAY, NOVEMBER 13, 2017 AT 2 PM

1. Does the city right of way include public parks, roads, private property? What areas are excluded. A map of the areas that need to be assessed would be helpful. City Response: The right of way does not include parks and private property. Nor does it include New York State and Westchester County arterials – see attached list.

2. What is the time duration to perform the field work and to deliver the inventory and management plan? City Response: Nine months to one year.

3. Does the inventory have to be performed during winter months? City Response: No.

4. Is there any particular software that the city prefers to deliver the inventory and management plan? City Response: User friendly software that is simple enough for inspectors to routinely update tree history and to generate reports.

5. Finally, is there a wmbe subcontractor requirement for this project, and if so what is the % utilization City Response: No.

6. Has a budget been established for this project? What is the anticipated budget or budget range? City Response: The project is budgeted but we are not releasing that figure.

7. One potential deployment of a tree inventory and management solution would be to leverage an existing ArcGIS platform. Does the city have a subscription to ArcGIS Online? Does the City utilize ArcGIS for Server? City Response: Yes.

Page 1 of 3 8. Is the City right-of-way (ROW) limit identifiable, from the sidewalk? Are property lines generally delineated by fences, walls, etc.? Is there a rule of thumb regarding the ROW limit's distance from the street, or sidewalk edge? City Response: The right of way is not identifiable. Property lines may or may not be delineated by fences and / or walls. Property lines do not follow and landscape features. City property can come to within one foot from residence or 40 feet. As a rule of thumb, any tree within ten feet of the curb and / or edge of pavement should be inventoried.

9. Tree inventories are conducted most efficiently during the growing season rather than the winter months. Are there any requirements or constraints in terms of project start dates or completion dates? City Response: Start in the Spring and end in the Spring.

10. In assessing the condition of trees as part of the inventory, will the identification of a hazardous tree be a general qualitative assessment or will it involve a Tree Risk Assessment? City Response: Equivalent of level 1 risk assessment. General qualitative. For example, tree is dead or obvious hazard/decline or tree is in fair condition.
