 Acquisition of an Individual Section 401 Water Quality Certification and Article 25 Tidal Wetlands Permit from NYSDEC and an individual concurrence consistency determination from NYS Department of State for in-water work.  The Department has determined that the work at all 3 sites are NEPA Class II Categorical Exclusion. Since there is no individual or cumulative Environmental Impact they are excluded from the requirement to prepare an Environmental Impact Statement or Environmental Assessment.

 The Department has determined that the work on the SMRP is a SEQRA Type II Action in accordance with 17 NYCRR, Part 15. No further SEQRA processing is required. Region 8 Lower Westchester Bridge Bundle Design-Build Project (PIN 8101.46; D900049) 27 Environmental Approvals (Part 3, Section 7.2)

 The Department has determined that the work at the HRP and Route 1 sites are SEQRA Non-Type II Actions in accordance with 17 NYCRR, Part 15. The Design Reports serve as the EA under SEQRA. No further SEQRA processing is required.

 It is the Design-Builder’s responsibility to obtain all environmental permits associated with the Project. Region 8 Lower Westchester Bridge Bundle Design-Build Project (PIN 8101.46; D900049) 28 Right-of-Way (Part 3, Section 10)  The Department will own all Right-of-Way needed for the Project by the anticipated date of availability provided in Part 3 Section 10.

 Permanent Easements will be acquired from the County of Westchester at the HRP site. Additional Temporary Easements will be acquired at the HRP and Rte. 1 sites.

 ROW Maps are included in Part 7 and the properties are listed in Part 3 Section 10.

❑ Property releases for driveway reconnections or other work that is required are the responsibility of the Design-Builder.

❑ Any ROW fencing that has been damaged or removed due to construction shall be replaced by the Design-Builder.

❑ Vehicular traffic shall be maintained in both directions at all times.

◼ Temporary bridge detour south of existing BINs illustrated in indicative plans  Pedestrian traffic shall be maintained through the Project area at all times at all locations where pedestrian access currently exists.  The Design-Builder shall be responsible for developing a plan to provide an ADA compliant route for pedestrians.  Lane Closures will be permitted on the Hutchinson River Parkway during non-peak hours without penalty.  Peak Hours Restricted times are defined as:

❑ 5:00 AM (0500 Hrs) to 11:00 PM (2300 Hrs), Monday through Friday

❑ No Restricted Hours on non-holiday weekends  HRP Lane Closures shall be restricted to 320 Hours Maximum (Each Direction). ❑ (1) 8” diameter steel water line tees off the 16” line at the intersection of First Ave and East Lincoln Ave and runs east under East. Lincoln Ave.

❑ According to record plans, no water lines appear to be on BINs 5500100 and 3348300.  Mt Vernon Department of Public Work

❑ 16” cast iron sewer on northbound side of the Hutchinson River Parkway and connects to a 20” cast iron sewer at a manhole between the two bridges. The 20” sewer line continues west to east and crosses under the HRP and the Hutchinson River.  Westchester County Sewer

❑ 66” concrete sewer main runs parallel to Route 1 under the existing north sidewalk. Between manholes on either side of the bridge, the sewer main consists of a reinforced concrete structure specially constructed to span over the river and integrate with the existing arch bridge.

❑ 8” cast iron sewer main runs parallel to Route 1 hanging from the bottom of the existing bridge arch

❑ 10” cast iron water main runs parallel to Route 1 that transitions to 1-8” on either side of the bridge to cross over the arch. 4.2.2 Utility Coordination Manager The Design-Builder shall utilize a single dedicated person responsible for managing all utility coordination. This person shall be referred to as the Utility Coordination Manager. The Design-Builder’s Utility Coordination Manager shall be responsible for managing all utility coordination. Upon commencement of the project (NTP), it is understood that the FTCIs will be logically increased to the inspection staff incrementally consistent with the project’s schedule. The DB shall ensure adequate inspection staff is present on site, no less than two weeks prior to the need for the additional FTCI staff persons to allow for advance study and familiarization with the project. In any case, the 10 FTCI staff shall be on site for deployment no later than 180 calendar days from NTP. Subsequent to achieving the project substantial completion, as defined by the contract, the DB firm may similarly ramp down the inspection staff to align with the work remaining to complete the project and consistent with the project schedule, with the written approval of the Department’s Project Manager. During project operations, the number of FTCI should be consistent with the Design Builder’s planned operations and Table “Construction Inspection Requirements”.

• Secondary or Multiple Shift: In the event the DB elects to perform work in Secondary or Multiple shifts, the operations occurring during the secondary or multiple shift shall be staffed at the same staffing level pattern as the primary shift operations.  Quality Control is the Design-Builder’s responsibility.  The Design-Builder shall appoint a QC Manager responsible for QC Plans for both Design and Construction.  Design QC shall be the Design-Builder’s responsibility and shall be performed in accordance with the QC Plan.  The QC Plan is a living document and will be further developed and updated throughout the Project, as described in RFP Part 3.  Construction Inspection shall be performed by an Independent Engineering Firm (hired by the Design-Builder).  Materials Testing shall be performed by an Independent Materials Testing Firm or Laboratory (hired by the Design-Builder).  Offsite Plant Quality Control will be performed by the Department.
