Cyrila a Metoda v Trnave, 2020 ISBN 978-80-8105-961-2 Predslov Vážení čitatelia, predkladaný zborník obsahuje príspevky, ktoré zazneli na štvrtom ročníku medzinárodnej vedeckej konferencie doktorandov a mladých vedeckých pracovníkov s názvom Sociálne vedy z perspektívy mladých vedeckých pracovníkov, konanej dňa 30. októbra 2019 v priestoroch Fakulty sociálnych vied Univerzity sv. Cyrila a Metoda v Trnave na Bučianskej ulici. Vedeckú konferenciu zorganizovali doktorandi Fakulty sociálnych vied Univerzity sv. Cyrila a Metoda v Trnave v rámci Týždňa vedy a techniky na Slovensku. Konferencia bola rozdelená do šiestich rokovacích sekcií, tematicky zameraných na verejnú politiku a verejnú správu, ekonomiku a riadenie verejnej správy, sociálnu politiku a vzdelávanie a výzvy európskych štúdií a európskych politík. Rokovacími jazykmi jednotlivých sekcií boli slovenský, český a anglický. Celkovo vystúpilo 48 účastníkov z troch krajín: Slovenskej republiky, Českej republiky a Maďarska. Pozvanie tiež prijali významní hostia: PhDr. Michal Kaliňák, PhD. zo Združenia miest a obcí Slovenska, doc. Mgr. Daniel Klimovský, PhD. z Filozofickej fakulty Univerzity Komenského v Bratislave, doc. PhDr. Rastislav Kazanský, PhD. MBA. z Fakulty politických vied a medzinárodných vzťahov Univerzity Mateja Bela v Banskej Bystrici a Mgr. Matúš Záhradník z Digital marketing Analyst, ktorí vystúpili v rámci plenárneho zasadnutia. Súčasťou konferencie bola aj diskusia k jednotlivým prezentovaným príspevkom, pričom vytvorila priestor na výmenu názorov a podnetov medzi účastníkmi konferencie. Veríme, že štvrtý ročník medzinárodnej vedeckej konferencie s názvom Sociálne vedy z perspektívy mladých vedeckých pracovníkov priniesol priaznivé prostredie pre výmenu poznatkov v oblasti verejnej správy a verejnej politiky, európskych štúdií a politík i sociálnej politiky. V mene organizačného výboru ďakujem vedeniu Fakulty sociálnych vied Univerzity sv. Cyrila a Metoda v Trnave za možnosť zorganizovať vedeckú konferenciu, ako aj účastníkom a hosťom za ich participáciu a podnetné príspevky. V Trnave, 16. januára 2020 Kristína Hoghová Foreword Dear readers, The present proceedings contain contributions presented at the fourth year of the international scientific conference of PhD students and young researchers entitled Social Sciences from the Perspective of Young Researchers, held on 30th October 2019 at the Faculty of Social Sciences of the University of Ss. Cyril and Methodius in Trnava on Bučianska street. The scientific conference was organized by the PhD students of the Faculty of Social Sciences within the Week of Science and Technology in Slovakia. The conference was divided into six negotiating sections, thematically focused on public policy and public administration, economics and governance, social policy, education and the challenges of European studies and policies. The working languages of the sections were Slovak, Czech and English. Totally, there were 48 participants from three countries: Slovak Republic, Czech Republic and Hungary. An invitation was accepted also by prominent guests: PhDr. Michal Kaliňák, PhD. from the Association of Towns and Municipalities of Slovakia, doc. Mgr. Daniel Klimovský, PhD. from the Faculty of Arts, Comenius University in Bratislava, doc. Mgr. Rastislav Kazanský, PhD. MBA. from the Faculty of Political Sciences and International Relations of Matej Bel University in Banská Bystrica and Mgr. Matúš Záhradník from Digital marketing Analyst, they performed with their contributions in plenary session. A part of the conference was also a discussion on the presented papers. It created a space for exchange of opinions and suggestions between the conference participants. We believe that the fourth year of the international scientific conference entitled Social Sciences from the Perspective of Young Researchers has created a favorable environment for the exchange of knowledge in the fields of public administration and public policy, European studies and policies and social policy. On behalf of the organizing committee, I would like to thank the management of the Faculty of Social Sciences for the possibility to organize a scientific conference, as well as participants and guests for their participation and suggestive contributions. V rámci svojej pedagogickej a výskumnej činnosti sa venuje oblastiam verejnej správy, verejnému manažmentu, komunálnej a regionálnej politike či lokálnemu spravovaniu. V rámci konferencie Sociálne vedy z perspektívy mladých vedeckých pracovníkov IV. vystúpil v plenárnom zasadnutí s témou ,,Administratívno-politické výzvy na miestnej úrovni v prvých dvoch dekádach 21. storočia: slovenské skúsenosti s vybranými nástrojmi”. ,,Mladí vedeckí pracovníci si zaslúžia podporu a pre svoj doc. Mgr. Daniel Klimovský, PhD. odborný rast potrebujú príležitosti na výmenu nadobudnutých poznatkov a skúseností. Práve takéto konferencie sú skvelou príležitosťou na osobné stretnutia i na prezentáciu svojich doterajších výsledkov. Organizátorom tohto vydareného podujatia preto patrí veľké poďakovanie. A tiež povzbudenie, aby v tejto aktivite pokračovali aj naďalej.” Daniel Klimovský PhDr. Michal Kaliňák, PhD. pôsobí v Združení miest a obcí Slovenska ako hovorca a tajomník rady expertov. Dlhodobo sa venuje aktivitám na akademickej pôde na Katedre politológie a Katedre slovakistiky, slovanských filológií a komunikácie Filozofickej fakulty Univerzity Pavla Jozefa Šafárika v Košiciach. V rámci vedeckej konferencie vystúpil v plenárnom zasadnutí s príspevkom na tému ,,Komunál ako priestor na politiku a spolurozhodovanie“. ,,Som rád, že problematika komunálu sa opäť dostala aj na akademickú pôdu. Chcel by som poďakovať organizátorom nielen za to, že som mohol vystúpiť na tejto konferencii, ale aj za oživenie témy lokálnej a regionálnej samosprávy v univerzitných podmienkach. V blízkej budúcnosti ju čaká veľa PhDr. Michal Kaliňák, PhD. výziev a na reformných krokoch sa musia podieľať odborníci zo všetkých dotknutých oblastí spoločnosti.“ Michal Kaliňák (30.10.2019) Doc. V rámci svojej pedagogickej a výskumnej činnosti sa venuje oblastiam medzinárodných vzťahov, geopolitike, národnej a medzinárodnej bezpečnosti. V rámci konferencie Sociálne vedy z perspektívy mladých vedeckých pracovníkov IV. vystúpil v plenárnom zasadnutí s témou ,,Bezpečnosť a jej horizontálne dimenzie”. ,,V súčasnosti sme svedkami fenoménu rozsiahleho upriamenia pozornosti na rozvoj interdisciplinarity vedeckého výskumu s dôrazom na kvalitu vedeckých výstupov. V tomto duchu je možné konštatovať, že dnes tak často ostrakizované výstupy na doc. PhDr. Rastislav vedeckých konferenciách majú svoj nezastupiteľný význam. Freed from ideological and censorship constraints, latent anti­ semitism erupted in the public space, and after a while it became a cross­ party phenomenon. This does not mean that po liti cal parties had all put antisemitism on their banners; it rather means that regardless of ideology, both antisemitic prejudice and, above all, the perception of Romania’s “dark past”1 of the interwar period and the Second World War, as well as the role Jews had allegedly played in the early stage of communism, figured in simi­ lar shades, if not intensity, in all po liti cal formations. The “dark past” was by and large ignored and occasionally justified, while the claim about the Jews was overemphasized in what turned out to be a re nais sance of the “Judeo­ Bolshevik” myth.2 All of these ele ments were common to most East­ Central Eu ro pean countries. This is not to say that diferences between attitudes w ere not noticeable. Though the Political Party of Marian Kotleba had previously been dissolved by the Supreme Court of the Slovak Republic, this marginal political party became a parliamentary political formation after the parliamentary elections in March 2016 when fourteen of their members won seats in the 150-member parliament. The Slovak President Andrej Kiska refused to invite its leader, Marian Kotleba, who was labelled as a fascist, to visit the statehouse. The media and analysts also frequently label this political party as extremist or fascist. It is not easy to evaluate the ideological and value orientation of political parties, but there are theoretical concepts presented by relevant authors such as Beyme, Mudde, Drábik and Mair. These ideas form the basis of our study. The study seeks to find the answer to the problematic question of whether or not it is possible to brand this party as (neo)fascist in terms of theory, methodology and terminology. There was a proposal by the General Prosecutor's Office to dissolve the current political party of Marian Kotleba.

    RIGHT WING POPULISM IN EUROPE(DE CUETO NOGUERAS) Article RIGHT WING POPULISM IN EUROPE: A DISCOURSIVE RHETORIC FOCUSED ON EUROPEAN UNION, ETHNO-NATIONALISM, DEMOCRACY AND GLOBALIZATION DE CUETO NOGUERAS, Carlos Key words: Right-wing parties, populism, Euroscepticism, ethno-nationalism, democracy, globalization. 1. POPULISM IN SOCIAL SCIENCES AND POLITICAL ANALYSIS. Despite the fact that the term “populism” is highly ambivalent, it is increasingly used in the social sciences and has become a particular field in political analysis, without being precisely defined. Populism is a particular political rhetoric, which extremely simplifies complex problems and offers apparently easy, painless but at the same time vague solutions. However, due to the negative connotation of the term, far-right populist parties prefer to define themselves to be centrists, reject most of labels normally associated with them -con- servative, right-wing, racist, xenophobic- and threaten to take legal actions or denounce in some cases media companies and journalists who do. After a Swedish journalist of Sveriges Radion called the Sweden Democrats party xenophobic in 2013, the party reacted with a complaint lodged to the broadcasting regulator. In 2014, the Supreme Court of Hungary ruled that Jobbik couldn’t be labelled “far-right” in any domestic radio or television transmission. They present themselves as common men and women who understand and represent people, especially the under-privileged and under-represented segments, who know and voice their concerns, in contrast to the corrupt and established elites. Populism relies on charismatic leaders with decisive roles in their parties and on popular support. Populism respects the basic criteria of democracy but rejects all existing ideologies as insufficient for the particular society and tries to find and adopt its “own new path”.

Among Perón‘s contacts in Argentina was Joe “Jose” Baxter, a mysterious Yugoslav-born Argentine who in the mid-1960s An Investigation into became the leader of the Tacuara, a paramilitary neo-fascist Red-Brown Alliances sect with long-standing ties to the Argentine secret services. When Adolf Eichmann, who had been secretly living in Ar- Third Positionism, Russia, Ukraine, Syria, and the gentina, was captured by Israeli intelligence in 1960, Tacuara Western Left members went on a spree of anti-Semitic attacks and wrote vile anti-Semitic graffiti in Buenos Aires. After Eichmann’s execu- tion, Tacuara violence erupted again and they abducted Jewish Vagabond students and carved swastikas in their flesh. Around the same time as Thiriart’s shift leftward, Baxter shifted the Tacuara sharply to the Left and, with Perón‘s support, reorganized it into Argentina’s first urban guerrilla warfare organization. Many Tacuaristas, Baxter included, visited Havana, where they were trained into guerrilla maneu- vers, and reportedly the People’s Republic of China in 1965 as well. After Baxter returned to Latin America, the core ofthe Tacuara merged with various revolutionary groups to form the Montoneros, a left-wing nationalist group whose armed struggle paved the way for Perón‘s return to Argentine in 1973. The Montoneros, believing they were on the threshold ofa social revolution, had come to greet their hero on June 20, 1973, and claim what they felt to be their rightful place next to the platform where he was scheduled to address the largest pubic rally of Argentine history.

Today, neo-fascism exists as a profitable option in the electoral market and its presence has grown over the recent years in parliaments, as evidenced by the Greek case of Golden Dawn.
