Contracting body The client Danish Technical University (DTU) and LOOP CITY has on behalf of the consortium between Gate 21, IBM, Nobina, University (RUC), and Municipality (main urban authority) invited tenders for consultancy services. The tender material has been developed by Nobina and DTU and checked by LOOP CITY and Gate 21 (project lead)

Prior to this tender, Nobina have performed a pre-market dialogue with all known potential assessors. All potential assessors who have shown interest in becoming an assessor has been directly invited to the tender. Other potential tenders, who haven’t been involved in a pre-market dialogue are invited to participate in the tender.

The tender documents have been provided in English, but tenders can respond in Danish or English. Type of tender The tender is a voluntary exposure to competition below the threshold value and therefore not subject to any public procurement rules apart from the general principle of equal treatment and transparency.

Clarifying questions Potential uncertainties in the tender conditions must be clarified by addressing questions to Nobina on email and must be labelled “Questions regarding assessor role”. Questions in writing must be in either Danish or English, and be forwarded to Nobina at: [email protected].

Nobina will respond to questions in Danish or English. Nobina reserves the right not to answer questions, in the order in which they are received. The guiding deadline for questions is 8 of June 2018 at 16.00 pm.

Questions received after this guiding deadline will be answered, in so far as it does not burden Nobina unnecessarily, to answer the question within the deadline for tender. Questions received close to the tender deadline, will not be answered.

Confidentiality DTU will, in so far as it is possible, ensure confidentiality of all information in tender bids, which are related to the tenderers confidential business matters. However, as a public entity, the university is subject to the rules concerning an open and transparent administration. DTU is therefore obligated to, on the basis of a potential request for right of access to documents in a tender, carry out a specific evaluation, of whether the request for right off access can be met, and if so, what information can be divulged in accordance with right to access documents.

It is therefore important that tenderers, in advance, clearly state, what information the tenderer wishes to be kept confidential. DTU will ensure that potential external advisers, who may have assignments at DTU during the tender, are engaged on the condition that tender information is confidential. With reference to all information concerning DTU which is not public knowledge, with which the tenderer becomes acquainted with during the tender, tenderers must equally ensure complete confidentiality in relation to third parties. Tenderers must ensure that any and all sub suppliers also accept to handle information confidentially.

Scope of work The tenders primary task is to assess and recommend approval of the test setup, route and driverless vehicle. The final safety assessment should be a signed Safety Assessment (Assessorvurdering) that will be a part of the material the operator will deliver to the Danish Road Directory. The operator, Nobina, is responsible for the preparation of the material, upon which, the assessor will make the assessment.

The tenders secondary task is to assist with risk discussions and workshops including legal and stakeholder aspects.

1. Assessment for two test-beds: - Being approved as assessor by Danish Road Safety Agency. - Start up meeting with the TUPPAC project, 4 hours. - Up to 3 feedback loops to the TUPPAC project group on the application documents for each test site. - Finished assessor evaluations (SVR), which TUPPAC (Nobina) can send for approval to the authorities - 8 hours of (buffer) time for each of the two test sites included in Your offer, to be used after approved operation has begun at the test sites. The time can be used for input/discussions/clarification around e.g. dynamic routing issues, new stretches of road, new start/stopping patterns, going to SAE level 4 etc. This buffer time will only we used if deemed necessary by the operator. The 8 hours will be spent in one or more meetings with one representative from the assessor. The representative can vary depending on subject discussed.

The tender must during the assessment deliver progress reports to the project. Reporting requirements will be:

- Describe performed and planned activities. - Identify areas of delay and/or advance in the case of delay, proposal to overcome delay.

2. Risk identification workshop and risk assessment

- A 4 hours Risk Identification Workshop for each test-bed (at different times) driven by the tender including a feedback report to the TUPPAC project. - A risk assessment for each of the two test sites (at different times). 3 hours physical inspection at each site and a separate report to TUPPAC recommending risk management measures. To be used by TUPPAC in the risk management documentation used for approval - 6 hours reserved for discussion with TUPPAC partners about a range of subjects such as: Legislation; Methods; Evaluation of approach in relation to authorities etc. Expected to take place 2018-2019. The 6 hours will be spent in one or more meetings with one representative from the assessor. The representative can vary depending on subject discussed.

Submitting a tender The tender must be submitted in either Danish or English. Documents in Swedish, Norwegian or English may be included if these are not available in Danish. The formal requirements and components of the tender must be met, before the tender can be viewed as conforming to the requirements. Components of the tender Specification of hourly rates for:

- Safety assessment of three autonomous busses for two test-beds. - Advising regarding risk identification workshop. - Potential additional time beyond “the scope of work”.

To ensure separation of duties, the tender has to submit detailed description of how they intend to 1) carry out the safety assessment 2) plan to organize a risk identification workshop and risk assessment prior to the assessment. The description shall as a minimum comprise:

- An ATR (Work, Time, and Resources) for the scope of work described.

- A description of which methods and tools the assessor will use to carry out the assessment tasks. - A description of the expected assessment methods and activities for each of the subsystems or system aspects, including, but not limited to: safety management, traffic management, IT and data operations and reporting, vehicle management, operational set up, shifts in SAE levels, infrastructure aspects, and operators organizational structure. - The tender quotation must be divided into two separate offers – one for DTU Campus area and one for Hersted Business Park.

The tender must also submit the following appendixes:

- Appendix 1: Resource and organizational plans w. defined lead assessor and key resources involved in project tasks including CVs. Please note if there are any periods where key personnel will not be available. - Appendix 2: Reservations or potential exclusion reasons if relevant - Appendix 3: if applicable approval as assessor by “Danish Road Safety Agency”.

Evaluation of submitted tenders The contract will be awarded based on an evaluation procedure and the award criterions mentioned below:

1. Total Price for delivering on “Scope of work” and price for add hours beyond “Scope of work” 2. Proposed solutions/method, experience and other parameters 3. Experience with assessing or risk evaluation of autonomous vehicles

Criterion 1 will count 50%, criterion 2 will count 40% and criterion 3 will count 10%

In assessing your offer, we will include, but not exclusively, the following criteria:

1. Total Price for delivering on “Scope of work” and price for add hours beyond “Scope of work”

We will be looking at the combined price for the “Scope of work” for both assessment and advising.

The project will also look at the price for additional hours beyond the defined “Scope of work”, as this project is highly innovative with few comparative examples. Your interest in quoting a competitive price for any add on hours potentially used, is therefore important.

2. Proposed solutions/method, experience and other parameters

The suitability of the proposed methods and tools to provide a solid safety process and safety assessment towards the Danish Road Directorate.

The suitability of the proposed methods and tools to minimize the risk of project delays.

The competencies of the proposed key staff, including knowledge of the relevant authorities.

The competences of the proposed assessor team in relation to becoming accepted as an assessor with driverless vehicles by the Danish Road Safety and Transport Agency.
