AoB Opening Remarks OCHA welcomed the participants and opened the floor to the participants on the round introductions. Access and security updates There are no changes in the security trends in Badghis province during the reporting period except Ghormach district is still under control of the non-state armed actors. BBIED was used for the first time in Ghor province (DoLayna) targeted a pro-government commander which as a result the commander and others were killed while praying. Ghalmin is still the hot spot area of Chaghcharan, capital of the province. Due to some non-state armed actor’s (NSAGs) activities in Farah province, the telecommunication companies were down for several days. NSAGs changed their conflict tactic collectively attack on ANSF check posts and equip their selves which recently happened in Shib Koh district. In addition to that, 98% of Gulistan district is under control of NSAGs and no conflict happened recently to trigger displacements. In Hirat, the security situation within the city is improved. Intra-AGEs clashes reported in Shindand district between two splendid groups and probably continue in future. The division of Shindand district into five district did not bring any changes and the NSAGs are in their bases with no changes. Two AOGs’ commander which were distributing night letter preventing NGOs’ activities in the schools in Guzara district were killed by ANSF operations. Gathering of 100s of AOGs in Salma dam (Chishti Sharif district) to attack on Salma dam was disrupted by an ANA air strike. IDPs’ response in WR (OCHA) OCHA updated the HRT members on the IDPs assessment and responses during the months of September and October 2017. Hirat as an economic hub and safer place attract the majority of IDPs in WR, the IDPs are coming from Ghor, Badghis, Farah, Hilmand, Faryab and Kundoz provinces. During the month of October, Badghis has recorded the highest number of conflict induced IDPs as a result of conflict between NSAGs and pro-government militias, 41% of the total IDPs displaced during the month in WR. Farah also has recorded high number of IDPs and that is because of a DRC mission deployed to the province to support the team there for speeding up the process of reported IDPs assessment. OCHA also compared the Jan – Oct 2016 with the same period of 2017. According to the data, the region recorded higher numbers of IDPs in 2016 compared to 2017, 54% increase. The main reasons were intensified clashes and operations in Pushtrod and Farah city and fleeing of people to Hirat and Farah city outskirts. In 2017, only Badghis recorded higher number of IDPs compared to the same period of 2016 in western region. In summary, 14,298 families have been displaced during 2016 and 7,734 families displaced in 2017 which shows twice lesser than the last year. ERM partners and ES/NFI CC stated that small number of people can be reached for monitoring the rest of them are either reintegrate within the community or might go to other places. UNHCR is targeting 4,942 conflict induced IDPs of 2015/16 and 2017. UNICEF also distribute NFIs to 4,340 conflict induced IDPs in the four provinces. No specific winterization assistance is allocated by other cluster members but the emergency assistance can be mobilized and responded to the newly displaced IDPs during winter. According to ES/NFIs cluster focal point there is no gap in winterization assistance in WR. ~ 2 ~ Cluster update (Cluster Coordinators – CC) Protection After submission of the PC/HLPTF advocacy letter to the governor of Herat, the governor office promised to officially communicate with all relevant sectoral governmental departments to prevent any potential forced evection. For sustainability reasons drafting of a principled relocation plan was recommended. WR HLPTF with the support of the national HLPTF will assist DoRR Herat to draft the relocation plan. Primary investigation of NRC is indicating that the Jogi ethnicity in Herat, can get Tazkira from Mazar province where some other Jogies have already got. Hence assisting the Jogies heads of the families with transportation cost to Mazar was suggested. Possibility of covering the cost by national HLPTF was discussed and will be followed by the WR HLPTF. Access and response to the IDPs in the hart-to-reach areas still a concern for INGOs. This issue will be discussed further in the Humanitarian Access Group (HAG) meeting. FSAC The Regional Cluster Coordinator explained the findings of Seasonal Food Security Assessment (SFSA). According to the findings, Badghis province is the only province in IPC4 (Emergency) in the entire country, following that Ghor is in IPC3 (crisis). WFP distributes food rations to the 12,500 protracted IDPs in western region. 5,000 families in Hirat, 3,000 families in Farah, 2,500 families in Badghis and 2,000 families in Ghor provinces will be benefited from the project. Additionally, life cycle programme is also planned to respond to the needs of affected people. The FSAC CC stated that ANDMA Ghor reported that 70,000 families of Ghor province are selling their assets and buy consumables in the province which the indicated number needs to be verified. WFP is going to deploy a team to Ghor to get more information on the agriculture products and consequent impact. Hirat is also classified in IPC3. WFP is prepositioning in the provinces to the different regular projects. FAO informed that CERF funded a project under the name of “support to 10,000 conflict and natural disaster affected farming families with emergency agricultural livelihoods assistance” in Qadis and Balamurghab districts (Badghis) 4,000 families (2,000 each) and Chaghcharan and Dawlatyar districts (Ghor) 6,000 farmers (3,000 each). FAO will assist the affected farming families through provision of emergency agriculture inputs (certified wheat seed and fertilizers and livestock protection inputs (animal feed, vaccines, deworming, and veterinary services). OCHA informed that Humanitarian Financing Unit (HFU) of OCHA received two concept notes for Badghis (by WVI) and Ghor (CRDSA), currently on the table of HC for approval. OCHA Recommended that WFP to cover the food needs where CHF potential food funded project doesn’t cover. Health The Cluster focal point stated that there is no health issue in the region. He also informed that a polio case is recently reported in Jalalabad province which brings the total cases in Afghanistan to 8 polio cases. Action points Regional ES/FIs and OCHA to work on the details of winterization assistance (gap analysis). Regional Protection to follow up the drafting relocation plan with DoRR and advocate for preventing potential forced eviction of IDPs. Regional FSAC to share any potential response plan for Ghor and Badghis provinces following WVI and CRDSA concept notes status. Regional FSAC to monitor the situation in Ghor and Badghis provinces and let HRT know. Regional FSAC (FAO) to follow up the cultivation of the improved wheat seeds to make sure it is cultivated. AOB IFRC informed that their emergency project is going to be started in Hirat. For this, IFRC is going to coordinate with OCHA and Hirat OCT. OCHA WR on behalf of HRT to share the issue with national clusters and HFU in Kabul for advocacy. IFRC to share their emergency response plan with OCHA.
