Emerging Issues in CED AGENDA ITEM #1. a) CITY OF RENTON Community and Economic Development Department #D-166: Street Trees Staff: Paul Hintz, Senior Planner Date: September 4, 2019 Applicant or Requestor: Community Services Department General Description The City’s Community Services Department (CSD) maintains trees planted within public right-of-way, commonly referred to as “street trees.” CSD requested code amendments related to street trees such as authority roles of staff, tree standards and selection criteria, and spacing standards. The goal of the proposed code changes is to increase the city’s tree canopy cover, improve neighborhood quality, and improve property values while also minimizing the City’s cost to maintain street trees with standards (e.g., increased spacing) that will likely mitigate costly and frequent pruning or other remedies when infrastructure is impacted (e.g., fixing lifted sidewalk panels). Full Description 1. Authority Roles of Staff: Staff propose to allow both the Community and Economic Development Department Administrator (Administrator) and the Urban Forestry and Natural Resources Manager (Forestry Manager) to reject any proposed tree. Trees might be rejected because of their quality or health, due to the overabundance of a particular tree, or other factors that would make a tree undesirable. Staff also propose to enable the Forestry Manager to approve or require deviations from spacing standards due to constrained planting strips (the Administrator currently has this authority). 2. Tree Standards and Selection Criteria: Staff propose to increase the minimum caliper inch of newly planted trees from one-and-one-half inches (1.5”) to two inches (2.0”). Staff also propose that trees be selected based on their anticipated size at maturity, the width of the planting strip, and the presence of overhead power lines, or lack thereof. To this end, the Forestry Manager is currently revising the City’s Approved Street Tree List (which is not codified) based on these selection criteria. 3. Spacing Guidelines: Staff propose to codify the following spacing standards between street trees provided that, Page 1 of 2 AGENDA ITEM #1. a) where right-of-way is constrained, irregular intervals, and slight increases or decreases may be permitted or required: Small: 30’ Medium: 40’ Large: 50’ These street tree spacing standards are recommended by the Arbor Day Foundation, as well as the City’s Forestry Manager. Effect on critical areas and natural resource lands There are no anticipated effects. #D-166 Page 2 of 2 September 4, 2019 AGENDA ITEM #1. b) CITY OF RENTON Community and Economic Development Department #D-168 Open Space Requirements Staff: Angie Mathias Date: September 4, 2019 Applicant or Requestor: Planning Division ______________________________________________________________________________ General Description: New development in the R-10 and R-14 zones is required to provide common open space. For each dwelling unit 350 square feet of open space must be provided as part of the development. The minimum width of open space is 20 feet. Staff have reviewed projects that have implemented this standard and recommend it be revised. Background: Open space requirements for higher density residential zones (R-10 and R-14) were established in 2009. Open space is a significant element in the development of livable communities and creates opportunities for good health. Open space areas are to be designed to accommodate both active and passive recreational opportunities. Examples of open space include parks, common greens, or pea- patches. Although established in 2009, the requirements have only relatively recently been implemented in built projects. Staff conducted site visits of one project that has been completed and two that are currently under construction. The portions of the sites that had met the required 20 feet were less successful at creating usable space than sites that had exceeded the standard by having 30 feet wide open space. Two projects have provided straight linear open spaces and one provided varied widths (between 10 and 25 feet). The varied width space created a more distinct and enjoyable space that likely is well used. Below is a table of the standard for the minimum width of open space from some other jurisdictions. Features such as patios, entryways, etc. would be allowed to project into the 30 feet. The City will retain 5% of all school impact fees to account for staff time dedicated to collecting, processing, and handling the fees. SUMMARY OF ACTION: The Renton, Kent, and Issaquah School Districts have each adopted their updated Capital Facilities Plan and requested the City of Renton collect revised impact fees for 2020, which are based on the need to complete projects that increase the capacity of school facilities to accommodate student body growth. The requested 2019 fees are shown below along with the currently applied 2018 fees.
