I. TITLE

BTA III: Award Construction Contract K5067, to For Introduction: March 02, 2016 Hellas Construction, Inc., for Ballard High School and For Action: March 16, 2016 Roosevelt High School Athletic Facility Improvements.

II. WHY BOARD ACTION IS NECESSARY

Per Board Policy No. 6220, Procurement, all contracts exceeding $250,000 must be approved by the Board. The Public Works Contract K5067 for the Ballard High School and Roosevelt High School Athletic Facility Improvements exceeds $250,000.

III. FISCAL IMPACT/REVENUE SOURCE

The revenue source for this motion is BTA III Capital Levy. The total project budget is $1,959,537.00.

Expenditure: One-time Annual Other Source

IV. POLICY IMPLICATION

Per Board Policy No. 6220, Procurement, all contracts exceeding $250,000 must be brought before the Board for approval.

V. RECOMMENDED MOTION

I move that the School Board authorize the Superintendent to execute Contract K5067 with Hellas Construction, Inc., for the Ballard High School and Roosevelt High School Athletic Facility Improvements project in the amount of seven hundred ninety nine thousand, nine hundred dollars ($799,900), plus State sales tax, in the form of the draft contract dated ______, and attached to the Board Action Report, with any minor additions, deletions, and modifications deemed necessary by the Superintendent and to take any necessary actions to implement the contract.

VI. BOARD COMMITTEE RECOMMENDATION

This motion will be discussed at the Operations Committee Meeting on February 25, 2016. The Committee moved this item forward to the full Board for consideration.

VII. BACKGROUND INFORMATION

The scope of work arises from the need to replace the existing synthetic turf and resurface the track at Roosevelt High School as well as the need to resurface the track at Ballard High School as these facilities are at the end of their wear cycles. The project, Ballard High School and Roosevelt High School Athletic Facility Improvements, was publicly bid February 18, 2016. Nine (9) firms requested bid documents. A copy of the Bid Tab is attached.

VIII. STATEMENT OF ISSUE

Whether to execute the construction contact with Hellas Construction, Inc. for the Ballard High School and Roosevelt High School Athletic Facility Improvements project.

IX. ALTERNATIVES

If the contract is not approved, the work approved by the voters for these athletic facility improvements in the BTA III Capital Levy will not be completed.

Bids for the proposed construction related to the Ballard High School & Roosevelt High School Athletic Facility Improvements were received until 2:00 PM on February 18, 2016. The bids were subsequently opened and publicly read. Based upon the bids received, Hellas Construction appears to be the qualified low bidder if funding supports award of the bid.

D.A. Hogan & Associates has worked with Hellas Construction on numerous athletic facility renovation projects that include synthetic turf and rubberized track components. They are qualified contractors and are able to complete the project in accordance with the requirements of the contract documents.

D. A. Hogan & Associates recommends to the district that the contract be awarded to Hellas Construction for the bid in the amount of $799,900.00. This total does not include sales tax.
