to undertake the mission of “increasing the economic, socio-cultural richness through its education and scientific research” it does commits itself to the goal “to become one of the best education and science centers in the world”, which makes up its vision as well. Carrying out its educational activities with such commitment, Dokuz Eylül University has taken its place among the greatest and rooted universities in Turkey. In the belief that Turkish Republic is a democratic, secular, social state, under the guidance of Atatürk's principles and reforms, Dokuz Eylül University aims a bright future, with a qualified and contemporary education as well as human and social values which in turn makes it to reach a privileged position among universities in Turkey. Our university, which was founded in accordance with the “Executive Order concerning Higher Education Institutions” no 41 published in the official gazette on 20th of July 1982, in İzmir, the third largest city and a window opening to the west, has entered into the process of growing rapidly as the second state university in İzmir after Ege University. As of the academic years 2015-2016, our university has carried out its educational activities on various campuses located at Buca (Tınaztepe, Center, Dokuzçeşmeler), Balçova, 6 İnciraltı, Alsancak, Narlıdere, Hatay, Urla, Seferihisar, Karşıyaka, Foça, Torbalı, Bergama and Selçuk with a total area of 5.731.800 m2. Our university lives the unique identity and dynamic spirit of the city with its campuses across the city in different locations and is a big educational institution where 71.356 students who come to study all across Turkey and 1.544 international students from 126 countries. Dokuz Eylül University has a colorful fabric with its diversity and number of students and has 165 student clubs and societies, 42 of which are directly affiliated with the Rectorate and provides students with the environment and opportunities needed for cultural, artistic, and athletic activities of our students. Dokuz Eylül University decided to establish a technology development zone where universities, research labs, and industrial enterprises develop scientific, technological, and R&D projects all together in one place and took action in this direction by setting up DEPARK (Dokuz Eylül Technology Development Zone) in accordance with the decree no 2012/4085 published in the Official Gazette on 3rd of January 2013.     6 PHYSICAL ENVIRONMENT 6.1 Air Quality 6.1.1 Sources of Air Pollution The sources of air pollution in İzmir are industrial plants, traffic, and burning facilities used in the winter season for heating purposes. “İzmir Clean Air Plan”, prepared in 2001 states that, sulphur dioxide (SO2) emitted by industrial plants, airbone particles (PM10) generated by residential heating, nitrogen oxide (NO, NO2, NOx) released by traffic, volatile organic compounds and carbon monoxide (CO) are the main factors of air pollution.221 The air quality levels are constantly surveilled at the city centre within IMM boundaries, at 4 spots (Alsancak, Bornova, Konak-Guzelyali, and Karsiyaka) by IMM, via fully-automated stationary measurement devices. The stations located in Bornova, Karsiyaka and Guzelyali measure only PM10 and SO2. The station located in Alsancak 219 measures PM10, SO2, CO, nitrogen oxides and ozone (O3) levels. Also there is an air measurement station station of the Ministry of Environment and Forestry in Gaziemir districts which began operating in 2007.213 However, stabile measurements could not be performed yet due to calibration works of PM10 and SO2 devices. Measurement results of Stable Air Surveillance Stations installed in all cities in Turkey within the scope of Air Quality Surveillance Network work of Ministry of Environment and Forestry can be followed up in the internet environment from “http://www.çevreorman.gov.tr/” address of Ministry.214 Table 91, Table 92 show monthly and yearly mean values of PM10 and SO2 levels measured in station

The name given to this collective process is, for short, the “Izmir Mo- del”. The Izmir Metropolitan Municipality formed an inner team of 12, composed of experts as well as senior administrators of the municipality with the purpo- se of drawing the conceptual framework of this project. This team had its first meeting on 21 January 2017. After two meetings, this team ensured that four research projects were conducted and the findings of these research projects took definitive shape in four distinct workshops, with the aim of clarifying the basic concepts/values to be employed for the Izmir Model. Later, for the Model to be based on the data flowing from the experience/performance of the Izmir Metropolitan Municipality, the inner team organised research to be conducted by handpicked academics/researchers on 20 different topics determined by the inner research team.
