Agenda Item 31.1 Growth Fund Strategic Update: Additional information requested by Forum members 1) Independent and grammar school losses over the last 5 years Response: Independent school data only relates to children who were originally offered a Wokingham state sector school, but whose application was withdrawn at a later date. Data is only provided for 2020, because the data is collected as “snap shot” data from the live admissions system, and does not collect information such as gender, as this is not normally relevant to research for place sufficiency work. Note though: Parents often refuse previously allocated places without the final school being recorded. In some cases this will be because there has been some other change in circumstances (e.g. an unplanned relocation to another council’s area). Many children were already in the independent sector. Parents may have made “insurance” applications or unsuccessful applications for preferred schools (e.g. Reading Grammars). No data is collected on children whose parents have made no application for a state secondary school for them. The statutory measure is Net Capacity, but this only applies to maintained schools. It is noted that the capacities of many schools have changed as a result of building works post Academy conversion and it will be important to understand school capacity with the assistance of school leaders before the next iteration of the secondary strategy is confirmed. The DfE’s guidance to local authorities is that we should record the capacity stated in the Funding Agreement, but in many cases this is clearly out of date. A variety of approaches are used to establish the likely real capacity position (e.g. if a school has chosen to increase its admission number after building work, but has not amended the Net capacity figure). For example, a large new sixth form block may increase the net capacity significantly, but leave the school with unbalanced accommodation (e.g. too few science labs) if this was translated into a much higher admission number for Years 7 or 12. The table below shows that on census days there were only 24 co-educational or girls’ places. Co-educational places cannot 22 be reserved for girls, so on this basis it may only be possible to allocate circa 12 places for girls, before current capacity is exhausted. This is clearly a matter of concern.
