It is important that this history be reviewed prior to examining sources of Soviet disinterest in strategic arms reductions for several reasons. First, Soviet START proposals reveal Soviet negotiating priorities. Second, Soviet reactions to U.S. START proposals shed valuable light on Soviet strategic threat perceptions and objectives. Third, changes and modifications in Soviet START proposals can be tracked over time. Comparing these changes with changes in U.S. START policy may suggest which side made the most movement from its original position and hence was prepared to be the most flexible. This should give one indication of relative U.S. and Soviet interests in a strategic arms reduction agreement for the period under consideration. Fourth, reviewing the - 1 - U.S. AND SOVIET START PROPOSALS, 1982-1983 overall negotiating record will provide the basis and context for examining leadership, threat perception, foreign policy, military, and domestic sources of Soviet disinterest in agreeing to reduce strategic arms to be discussed in the chapters that follow. Furthermore, this history will show that considerable domestic pressure on the U.S. side undermined whatever incentives the Soviets may have had to make compromises in the negotiations to achieve a START agreement. This theme is taken up in greater detail in Chapter Five on bargaining leverage. Finally, it should be noted that no thorough and publicly available history of U.S. and Soviet START proposals exists, although there is a lengthy journalistic account of the domestic U.S. inter- agency bargaining process that treats the evolution of the U.S. START position. The following history of U.S. and Soviet START proposals invalidates this thesis. A comparison of U.S. and Soviet START positions supports the notion that the main reasons for the failure to achieve a strategic arms reduction agreement during this period have to do with the Soviet Union, not the United States' negotiating posture. That posture was in flux for much of the time the talks were in session and the Soviet Union never gave the U.S. START position a chance to settle.     Is Might Right? Boko Haram, the Joint Military Task Force, and the Global Jihad Daniel E. Agbiboa In this paper, I critically examine the ongoing religious terrorism of Boko Haram in northern Nigeria, focusing on why the group exists and its growing connection to the global jihad. I evaluate the coercive and conciliatory responses of the Nigerian government to Boko Haram, with particular reference to the Joint Military Task Force. Problematizing a security-only, killing approach to dealing with religious terrorism, I argue that countries !ghting terror abroad should learn from the Nigerian experience of !ghting Boko Haram that the war on terror begets a vicious cycle of terror and war without end. Key words : Boko Haram; religious terrorism; Northern Nigeria; global jihad; carrot and stick; joint military task force; non-killing Introduction This paper is about the current religious terrorism of a radical Islamist group from northeastern Nigeria that officially calls itself Jama’atu Ahlus- Sunnah Lidda’Awati Wal Jihad, meaning “People Committed to the Prophet’s Teachings for Propagation and Jihad.” However, the group has become known by the name given to it by locals: Boko Haram (BH), which in the Hausa language means “Western education is unlawful.” Since its founding in 2002, BH has claimed over 10,000 lives, leaving millions in Nigeria gripped by fear.1 The group’s ultimate goal is to create an Islamic state governed by the supreme law of sharia .2 Unfortunately, attempts Daniel E. In this article, I describe communication phenomena pertaining to the war and occupation years (1939–1945), which occurred in the parts of Poland occupied by the Third Reich, called in the official nomenclature the General Governorship.1 In this paper, I do not focus as much on the description of the semantics or pragmatics of the propa- ganda language used by the Nazi authorities toward the inhabitants of the occu- pied country, but rather I try to answer the question of how a collective encounter with the brutal practice of the totalitarian power (with its war and totalitarian discourse), and in fact, in the means of mass communication subordinated to it, was reflected in the common discourse (“non-totalitarian”). Thus, I describe the narrative about the methods and means of hegemonic communication used by the Nazi authorities (texts and forms) (cf. Garlicki, Noga- -Bogomilski 2004; Fras 2006; Kamińska-Szmaj 2013), which became established in the “anti-totalitarian” discourse. The overwhelming majority of those trafficked are women and children. According to the Department of State, between 800,000 and 900,000 people are believed to be trafficked across borders each year worldwide; some 18,000 to 20,000 to the United States. Human trafficking is now considered a leading source of profits for organized crime, like drugs and weapons, generating billions of dollars annually. Trafficking in persons affects virtually every country in the world. The largest number of victims are believed to come from Asia. The former Soviet Union and Eastern Europe are now believed to be the largest new source of trafficking for prostitution and the sex industry in Europe and North America. Thousands more are trafficked from Latin America, the Caribbean, and Africa. Most of the victims are sent to Asia, the Middle East, Western Europe and North America. In 1998, the Clinton Administration and the 106th Congress launched a government-wide anti-trafficking strategy of (1) prevention, (2) protection and support for victims, and (3) prosecution of traffickers.
