North Korea-South Korea Relations: Never Mind The Nukes? Aidan Foster-Carter Leeds University, UK Almost a year after charges that North Korea has a second, covert nuclear program plunged the Peninsula into intermittent crisis, inter-Korean ties appear surprisingly unaffected. The past quarter saw sustained and brisk exchanges on many fronts, seemingly regardless of this looming shadow. Although Pyongyang steadfastly refuses to discuss the nuclear issue with Seoul bilaterally, the fact that six-party talks on this topic were held in Beijing in late August – albeit with no tangible progress, nor even any assurance that such dialogue will continue – is perhaps taken (rightly or wrongly) as meaning the issue is now under control. At all events, between North and South Korea it is back to business as usual – or even full steam ahead. While (at least in this writer’s view) closer inter-Korean relations are in themselves a good thing, one can easily imagine scenarios in which this process may come into conflict with U.S. policy. Should the six-party process fail or break down, or if Pyongyang were to test a bomb or declare itself a nuclear power, then there would be strong pressure from Washington for sanctions in some form. Indeed, alongside the six- way process, the U.S. is already pursuing an interdiction policy with its Proliferation Security Initiative (PSI), which Japan has joined but South Korea, pointedly, has not. Relinking of cross-border roads and railways, or the planned industrial park at Kaesong (with power and water from the South), are examples of initiatives which might founder, were the political weather around the Peninsula to turn seriously chilly. -

Since the 1980s, Western scholarship on modern Chinese history has moved away from the narrative of a tradition-bound Middle Kingdom reacting to the dynamism of Japan and the West. A “China-centered” view of modern Chinese history has by now become standard, much to the benefit of historical research.1 In more recent years, Anglophone scholarship on Central Asia has increasingly assumed a comparable orientation, combining indigenous and imperial sources to recenter modern Central Asian history around Central Asian actors. David Brophy’s Uyghur Nation: Reform and Revolution on the Russia-China Frontier, the culmination of a decade of research, represents a major advance in this regard. In a wide- ranging study, Brophy carefully reconstructs the interplay of local elites, intellectuals, community, and state from which the contemporary Uyghur nation emerged: a Uyghur- centered view of modern Uyghur history.2 On the basis of extensive archival, published, and manuscript sources, Brophy has written the fullest and most convincing account to date of the twentieth-century development of the Uyghur national concept. Synthesizing intellectual and political history, he puts persuasively to rest the frequent assertion that modern Uyghur identity was imposed from above by Soviet bureaucrats and passively adopted by its designated subjects. Brophy demonstrates that the Uyghur national idea, and the bureaucratic reification of that idea, emerged from complex negotiations between proto-Uyghur elites and intellectuals, ethnographers of various backgrounds, and Soviet officials on the local and national level. -

It is worth recalling, however, that the subject of Global Governance has been a hardy perennial since the breakdown of the original Bretton Woods system a quarter century ago. Its antecedents include the debate on the New International Economic Order in the 1970s; the North-South Summits of the early 1980s; the UNCED negotiations in Rio de Janeiro in 1992; and the chain of ensuing UN conferences throughout the decade – the Vienna conference on Human Rights, the Social Summit at Copenhagen, the Beijing Conference on gender and development, and the Cairo conference on Population and Development. While these discussions have produced a few tangible results, their impact on Global Governance has been minimal. Although it may sound unpleasant to believers in the rationality of a more equitable world order, perhaps a large reason for the failure of these many attempts to reform the global order is that they have been dominated by the poor and the powerless, while the rich and powerful have not been persuaded of the need for significant changes to the status quo. -

Written evidence submitted by East Turkistan Government in Exile (XIN0078) The East Turkistan Problem and How the UK Should Address it East Turkistan Government in Exile The East Turkistan Government in Exile (ETGE) is the democratically elected official body representing East Turkistan and its people. On September 14, 2004, the government in exile was established in Washington, DC by a coalition of Uyghur and other East Turkistani organizations. The East Turkistan Government in Exile is a democratic body with a representative Parliament. The primary leaders — President, Vice President, Prime Minister, Speaker (Chair) of Parliament, and Deputy Speaker (Chair) of Parliament — are democratically elected by the Parliament members from all over the East Turkistani diaspora in the General Assembly which takes place every four years. The East Turkistan Government in Exile is submitting this evidence and recommendation to the UK Parliament and the UK Government as it is the leading body representing the interests of not only Uyghurs but all peoples of East Turkistan including Kazakhs, Kyrgyz, Uzbeks, and Tatars. More importantly, the ETGE has submitted the first ever legal complaint to the International Criminal Court against China and its officials for genocide and other crimes against humanity. We would like the UK Government to assist our community using all available means to seek justice and end to decades of prolonged colonization, genocide, and occupation in East Turkistan. Brief History of East Turkistan and the Uyghurs With a history of over 6000 years, according to Uyghur historians like Turghun Almas, the Uyghurs are the natives of East Turkistan. Throughout the millennia, the Uyghurs and other Turkic peoples have established and maintained numerous independent kingdoms, states, and even empires. -

PAN-TURKISM AND GEOPOLITICS OF CHINA David Babayan* Introduction People’s Republic of China (PRC) is currently one of the most powerful and dy- namically developing countries of the world. The economic development of the country is particularly impressive, as explicitly reflected in key economic indices, such as Gross Domestic Product (GDP). For instance, China’s GDP in 2007 was $3.43 trillion1, and in 2010 it already amounted to $6 trillion2. The foreign trade volume of the country also grows at astronomical rates. In 1982 it was $38.6 bil- lion3, in 2002 – $620.8 billion, and in 2010 totaled to almost $3 trillion4. According to Sha Zukang, United Nations Under-Secretary-General for Economic and Social Affairs, China’s economic development is a sustained fast growth rare in modern world history5. Some experts even believe that while the first thirty years of China’s eco- nomic reforms program was about joining the world, the story of the next thirty years will be about how China reaches out and shapes the world6. Chinese analysts calculate the standing of nations by measuring “comprehensive national strength” of these nations7. TEACH UYGHUR PROJECT EDUCATIONAL OUTREACH DOCUMENT UYGHUR AMERICAN ASSOCIATION / NOVEMBER 2020 Who are the Uyghurs? The Uyghurs are a Turkic, majority Muslim ethnic group indigenous to Central Asia. The Uyghur homeland is known to Uyghurs as East Turkistan, but is officially known and internationally recognized as the Xinjiang Uyghur Autonomous Region of the People's Republic of China. Due to the occupation of their homeland by the Qing Dynasty of China and the colonization of East Turkistan initiated by the Chinese Communist Party, many Uyghurs have fled abroad. There are several hundred thousand Uyghurs living in the independent Central Asian states of Uzbekistan, Kazakhstan, and Kyrgyzstan, as well as a large diaspora in Turkey and in Europe. There are and estimated 8,000 to 10,000 Uyghurs in the United States. The Uyghur people are currently being subjected to a campaign of mass incarceration, mass surveillance, forced labor, population control, and genocide, perpetrated by the Chinese Communist Party (CCP). About the Uyghur American Association (UAA) Established in 1998, the Uyghur American Association (UAA) is a non-partisan organization with the chief goals of promoting and preserving Uyghur culture, and supporting the right of Uyghur people to use peaceful, democratic means to determine their own political futures. Based in the Washington D.C. Metropolitan Area, the UAA serves as the primary hub for the Uyghur diaspora community in the United States. About the "Teach Uyghur Project" Education is a powerful tool for facilitating change. The goal of this project is to encourage teachers to teach about Uyghurs, and to persuade schools, and eventually state legislatures, to incorporate Uyghurs into primary and secondary school curriculum. -

These students add a great deal of cultural and intellectual diversity to college campuses, but they also bring racial stereotypes that can affect cross-racial interaction as well as campus climate. Forty-seven interviews with Chinese, Japanese, and Korean graduate and undergraduate international students were conducted at the University of California, Los Angeles, regarding these students’ racial stereotypes and how contact with diverse others challenged or reinforced these stereotypes over time. Results indicated that a majority of students had racial hierarchies, which affected with whom they roomed, befriended, and dated. American media images and a lack of cross-cultural/racial interaction in home countries led to negative views toward African-Americans and Latinos. Positive cross- racial interactions, diversity courses, and living on-campus did change negative stereotypes; however, a lack of opportunities to interact with racial out-groups, international and domestic student balkanization, and language issues led to stereotype ossification in some cases. This research shows that there is a need for policy and programmatic changes at the college level that promote international and domestic student interaction. -
