3 COMMODORE’S REPORT Iain Campbell Dear Oban Sailing Club Member

It is a pleasure to introduce myself as the Commodore of Oban Sailing Club and give an overview of the 2017 and look ahead to 2018.

What a fantastic year the Club has had in 2017. Another successful Round Mull Race attracted a strong feet of around 40 . The West Week had a well organised and enjoyable 70th Birthday event with a healthy numbers and exciting racing in all classes. There have been some great social occasions including the launch supper, WHYW barbeque and a tremendous Annual Prize giving Dinner Dance shared with guests from the Round Mull race winners.

Our training programme continues to develop with lots of training courses including the new primary and adult dinghy courses held in August, the powerboat level 2 and powerboat refresher courses. Following successful Lottery funding applications, the club was able to strengthen the club dinghy feet with the purchase of the larger Bahia and two new to add to the existing feet of Toppers, Pico’s and the Oban High School Feva’s. The Club has been successful in gaining further RYA Support over the next 18 months to assist in developing the club activities, access and membership. We are grateful to Robin Nicol, RYA development offcer for his help. Affliated with the Club, UHI Wind and Wave Club (WWC) continue to prosper with increasing student membership and acquisition of a feet of 6 Firefy dinghies providing productive training and competitive opportunities.

Looking ahead, we are planning a busy social program, a variety of training opportunities and further refnement of our sailing program for 2018.

Our Winter Social events will bring a variety of talks and slideshows ranging from summer expeditions to the latest technical aspects of sail trim. Our training programme is being led by Jamie Rodgers, with RYA navigation courses, VHF and First Aid courses planned to maintain and enhance our member’s skills. Dinghy training is planned to follow the successful format of last year for Oban High School pupils in early summer with primary and adult dinghy courses in early August.

We are keen to encourage the new primary and adult dinghy sailors of 2017 to develop their sailing skills with Dinghy improver sessions to provide a link between starter courses and competitive sailing.

4 COMMODORE’S REPORT continued The programme will include joint team racing events with UHIWWC, which will give OSC members a chance to race in Firefy dinghies and sharpen the SAMS student skills before they enter the fray of the Scottish University team racing circuit. We are retaining the keelboat racing programme and aim to include new initiatives this year with Keelboat training led by Joey Gough to improve skills of keelboat handling as well as introducing new opportunities for members to learn crewing skills so they can enjoy and participate in the evening and weekend club keelboat events. Powerboat training continues under the helm of Derek Grier with level 2 courses plus refresher training for existing safety boat drivers to develop skills and confdence when experiencing actual dinghy rescue and recovery situations.

The 2018 WHYW planning is well underway to deliver the varied programme of events with Colin Crawford and Anna Daley joining the Joint Regatta committee following the retirement of Alison McNab and Eric Chapman who have made a great contribution over many years. The JRC organisation are looking for volunteer help and support from OSC and the wider sailing community to continue to support this event for future years.

The club facilities are being reviewed. A Projects Subgroup has been set up to reassess the slipway project to resolve leasing and funding constraints. The clubhouse is in need of upgrading, which gives an opportunity to look at either refurbishment/redesign of the internal layout or explore options for a new build replacement. These are big tasks which will require funding along with patience and considerable volunteer input to take this forward. Another Subgroup is being set up to cover safety boat equipment and ensure we have safe and high standard of equipment and procedures.

An Open Day is planned for 19 May 2018 linking the RYA “Push the Boat Out” initiative providing a focal point to engage with local youth and adult groups to introduce them to dinghies, keelboats and powerboats by providing a range of opportunities to get out and have fun on the water.

Enjoy your sailing in 2018. Iain

15 SAILING INSTRUCTIONS These instructions are applicable to closed Club races only. Open events shall be sailed under separate instructions.

1 RULES Races shall be sailed under the 2017 - 2020 (RRS), the RYA Prescriptions thereto, the RYA Racing Charter, these Sailing Instructions, the Equipment Rules of Sailing (ERS) , and any appropriate class rules. All races covered by these Instructions shall be classifed under Regulation 20.

2 RESPONSIBILITY The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor racing the boat. The race organisers shall not be liable for any loss, damage, death or personal injury howsoever caused to the owner/competitor, his skipper or crew, as a result of their taking part in any Club race. Moreover, every owner/competitor warrants the suitability of his boat for any race entered. Notwithstanding this, the Race Offcer shall have discretion to cancel or abandon any dinghy race if he considers that the wind strength or sea state is excessive. For this purpose to 6 at the clubhouse will normally be considered to be excessive.

3 INSURANCE All boats taking part in Club events must have valid insurance cover including racing use for third party liability of an amount of at least £2,000,000. All boat owners must sign the declaration to this effect on the Club Membership Application/ Renewal forms.

Club Trophy Races: Details of starting times and courses for Trophy races are given on page 6 & 7. Cruisers will race as one class under Pennant 1 and Dinghies under Pennant 3. Eligibility for such races is listed in Sailing Instruction 26 - Eligibility The Committee may split, alter or merge classes according to circumstances during the season, in which case details of the separation points, Warning Flags and revised start times will be posted on the notice board in the Clubhouse.

5 MARKS are listed and described on pages 12 and 13 of the Club Handbook, and on the notice board in the clubhouse. Further mark buoys may be laid for individual races or a longer period. Their positions and descriptions will be displayed on the Club notice board, or may be described by the Race Offcer prior to the race.

6 COURSES will be set for Series races (and others if required) by the Race Offcer and will be displayed in the windows of the clubhouse, either in full or as specifed courses for trophy races in sailing programme which are maybe subject to change. All marks will be left on the same hand unless shown either in a different colour or underlined. Should the course be changed after initial display, the Race Offcer shall fy Flag “L” and make two sound signals to alert competing boats (but NB: this shall not be done after the Warning Flag unless the start sequence is postponed). Flag “L” shall remain displayed until after the relevant start. 16 7 PROHIBITIONS Dinghies may not sail eastwards of an imaginary line drawn between Manor House Point and the house on Rubha Chruidhe, shown on the chart in the clubhouse. Boats which have fnished or retired shall not interfere in any way with boats still racing. Offshore reefs and islands marked in red on the chart in the clubhouse (also indicated in grey on page 12) shall be left to landward at all times. There is no prohibition on crossing between Marks R and S but attention is drawn to the risk of grounding there on Sgeir Rathaid.

8 ORAL INSTRUCTIONS where competent under the Rules may be given on any matter affecting the race by the Race Offcer in person, or via the Rescue Boat crews.

9 STARTING PROCEDURE shall be in accordance with RRS 26 unless directed otherwise by the Race Offcer. If starts are made from a boat on the water, there may be sound signals only and no fags. This amends RRS 26.

10 LATE STARTING Boats still on moorings or unlaunched at their Preparatory Signal may still race and shall be deemed to be racing as soon as they are making way. Such a boat may paddle or motor to the start line after her Preparatory Signal under RRS 42.3(i) provided that, after stopping her engine or paddling and prior to starting, be made to turn through 720 degrees under sail alone before crossing the Line to Start.

11 STARTING AND FINISHING LINE Normally between the fagpole in front of the clubhouse and the nearer tangent (as boats approach to start or fnish) of Mark S.

12 POSTPONEMENTS may be made by the Race Offcer in accordance with RRS 27.3 and Race Signals, i.e. by hoisting the Answering Pennant accompanied by two sound signals. The Warning Signal will follow one minute after this signal is lowered (with one sound signal).

13 RECALLS Individual recalls will not be made, but the Race Offcer may inform dinghies via the rescue boats, and keelboats by announcement on VHF (channel M1=37A). RRS 29.1 shall NOT apply. If a boat crosses the Starting Line prematurely, an extra sound signal will be made and the Class Warning Flag will be left at the dip until all premature starters have returned to the proper side of the Line, or until two minutes after the Starting Signal. This changes RRS 29.1.

GENERAL RECALLS will be made in accordance with RRS 29.2 by displaying “First Substitute” and making two sound signals. A fresh Warning Signal will normally be made so that the fresh start takes place at a multiple of fve minutes later than the original time. A sound signal will be made when First Substitute is lowered, one minute before the new start sequence commences.

14 SHORTENING COURSE Flag S accompanied by two sound signals (and the Class Flag if appropriate) indicates that the course is shortened to the number of laps, or part laps, completed by the leading boat when it (a) next crosses the Finishing Line or (b) crosses a line between a mark and a boat displaying a blue fag, or (c) passes the next mark of the course on its prescribed side crossing the transit between the fagpole at the clubhouse and the mark. This amends RRS 32.

15 TIME LIMITS For Keelboat Tuesday evening races the Time Limit shall be 2100 hours; for Dinghy Thursday back-to-back Series races 2000 and 2100 hours respectively; for Dinghy weekend back to back series races 1500 and 1600 respectively; and for Keelboat and Dinghy Trophy Races as on pages 6 & 7 of the Handbook.

17 If one boat fnishes within the Time Limit, then other boats in the same Class will be granted an extension to the Time Limit of 30 minutes and any boats remaining unfnished after this period shall be deemed to have retired. If no boat fnishes within the Time Limit, but intermediate times are available, the fnish shall be deemed to have taken place at the end of the last lap or part lap completed by the leading boat in each Class - other boats shall be timed in until 30 minutes after the limit or deemed to have retired as above. The Time Limit extension for back-to-back dinghy races will be 20 minutes. For afternoon (as opposed to evening) keelboat Trophy Races read “60” instead of “30” minutes above. For Dinghy Trophy races the extension will be 30 minutes. This amends RRS 35.

16 IDENTIFICATION OF DINGHY HELMSMEN Because there is a possibility of Club owned boats being sailed by different competitors, Dinghy Series points will be awarded on a personal basis. To prevent confusion as to the identity of helms, all dinghy helms must ensure that they are clearly identifed on the race sheet or computer before racing. Failure to identify may result in the loss of points for that race.

17 HANDICAPS For Tuesday Keelboat Series Races a system of Rolling Handicap Numbers will be used based on the RYA NHC system. The Starting Numbers will be allocated by the Handicap Committee at the start of the season and these will be changed after every race fnished by each yacht in accordance with the calculations derived from the HAL Race Results computer software used on the Race Offce computer. For all Keelboat Trophy Races the Clyde Yacht Clubs Association (CYCA) Handicap system will be used. All boats must have an offcial CYCA Handicap obtained from the CYCA offce. Details can be obtained from and applications made through www.cyca-online.org.uk.

Handicap calculations for corrected race times will be done by computer or calculator to the nearest whole second. Results calculated by the Race Offcer shall be regarded as provisional until checked by the Sailing Secretary.

For all Dinghy races the numbers allocated in the RYA system shall be used as detailed in the current version of RYA YR2.

18 PROTESTS shall be heard by a committee of at least three members of OSC and the protest meeting shall be held at the frst mutually convenient opportunity following the incident. Protests shall be made in accordance with RRS 61 except, changing RRS 61.3, for two hours read one hour and the protest shall be delivered to the Race Offcer. There will be no Protest fee.

The RYA Arbitration Procedure may be implemented for Club keelboat races if all parties to a Protest incident agree. This procedure shall not normally apply for Club dinghy races, and normally open protest hearings will be held, to encourage the education of dinghy sailors regarding the use of the Rules and Protest System.

19 SERIES SCORES shall be awarded in accordance with RRS Appendix A using the Low Point System. The boat providing the Race Offcer may either race or award herself average points if she does not race. RRS Appendix A, A2 shall apply and a boat’s worst result shall be excluded.

20 CANCELLED OR ABANDONED RACES Trophy races may be re-sailed on the next available free day corresponding to the original day of the week scheduled, or a suitable date later in the Sailing Programme. Aggregate races shall not be re-sailed, and the number of results to be counted will be calculated as in SI.20 above.

Run by Oban Sailing Club the circumnavigation saw 36 boats competing over the weekend making it one of the most popular events on the west coast. The feet races 100 miles over three stages - Oban to Tobermory, Tobermory to Bunessan and Bunessan to Oban.

Light conditions after the start in Oban Bay on Friday saw the four-class feet merge as the wind shut off for most of the feet at the northern entrance to the Bay. Those lucky enough to be to the fore managed to keep the breeze and made good progress to Lismore Light continuing on a beat to the fnish near Tobermory Bay.

The Sigma 400 of Clyde based Scott Chalmers won Class 1 and the Mishnish Bucket for the best performance of the feet overall. The Class 2 winner was Tidechaser with Class 3 won by Hot Toddy. Donald McLaren and family in Sigmatic lifted the restricted sail class overall.

On Saturday the spinnaker feet had a run out of Tobermory Bay with a following wind where places changed as the wind fuctuated before going ahead and increasing in strength. The long beat to Bunessan was punishing for some of the smaller boats with a lumpy sea and strong headwind with some boats taking around seven hours to reach Loch na Lathaich. Those staying out towards took the advantage on boats short tacking the Mull shore.

Ken Pritchard and team on the J122 Moonstruck Too took the honours winning Class 1 and the Bunessan Hall Trophy for the best performance of the day. David Hay of Plockton Boat Club won Class 2 with Bragar whilst in Class 3 Alistair Pugh and his Contessa 32 Marisca stormed ahead to win by a strong margin.

Mystic Sun, the Oceanis 440 of Williams and Johnson lifted the prize in the restricted sail class. The buffet and ceilidh organised by the Bunessan Hall committee in aid of the Ross of Mull Historical Society was excellent with a good evening had by all.

23 DINGHY & KEELBOAT EVENTS Dinghy Spring and Autumn Series - A series of 8 races over 4 consecutive Sundays, two races per day and a cup awarded to the winner of each class. Conditions are usually on the cold side of comfortable so kit up with your warmest gear!

Dinghy Thursday Series - The Thursday series starts at the end of April/start of May as the nights draw out. A total of 10 races over the course of the series with two races per evening starting at 1900 (clubhouse for 1800).

Dinghy Sprint Series - The series is 15 races over 5 Thursday evenings through mid season. Each evening has 3 races lasting approx 20-25 minutes each. The courses are kept short and the action is fast and furious. Great racing at all levels and an opportunity to hone sailing in close quarters.

Dinghy Training & Free sails - Our training and free sail evenings are a chance to just get out and have a bit of fun or do some training. There is no set programme for the evening and is usually dictated by the sailors and weather.

Dinghy Double Hander Challenge - The Double Hander Challenge is three evenings when sailors pair up for racing in the double handed boats. This offers those who normally single hand a chance to race with a partner, sail as a team and learn from each other. That said, the craic on the water is usually of a higher standard than the racing!

Dinghy Orienteering - A one off special evening dreamed up by our Club members and now an integral part of the sailing programme. Dinghy orienteering is based loosely on the land version and in our version sailors must navigate to all area of the bay to collect points from pre-designated waypoints. Typically done in teams and a great mix of sailing, problem solving and teamwork.

Dinghy Regatta - Our dinghy regatta is a weekend event taking place in August which typically involves 6 races over Saturday afternoon, Sunday morning and Sunday afternoon. We hold a BBQ after racing on the Saturday and everyone chips in to provide soup and sandwiches for sailors and support crews during the lunch break on Sunday. Sailors can participate on both days and or just for a single day.

Dinghy Cup Races - During the season we have a few one off cup races for sailors to compete in. The D MacLeod Cup, McGregor Whyte Cup and Gillespie Trophy are held on a weekend, are competed as a single class and usually involve a slightly longer than usual race around the bay. The Port Beag Plate and Cup are junior only cup races held on two Thursday evenings as is the Senior Plate.

Keelboat Spring and Autumn Series - The keelboat season starts and end with series of four races held on Saturday afternoons. Courses are set by the boats competing and depending on wind conditions and races are run as a single class.

Keelboat Tuesday Series - The core of our Tuesday night keelboat sailing programme is two series of seven races. Racing takes place in the bay and courses are set on the night by the boat responsible for race offcer duties. Each series has two classes of boats.

Keelboat Cup Races - We have a variety of keelboat cup races during the season which take boats on courses in, around and beyond Oban Bay. The weekend events offer boats a chance for a longer race but also ideal for cruisers who enjoy sailing in company. Courses can be found in the sailing programme.

Keelboat Regatta - The keelboat regatta follows a similar format to the dinghy regatta with the event split over Saturday and Sunday in June. There is typically one race on Saturday afternoon and two races on Sunday. A BBQ at the clubhouse on Saturday and lunch for sailors on Sunday. Boats can enter for one or both days in fast, slow or restricted sail classes. 24 OSC’s Guide to Racing

This is our simple guide to how things work at the Club; we’re not going to get bogged down in all the Racing Rules. Just remember where there is a risk of collision the ‘Rules of the Road’ apply.

Before we start, anyone can race with the Club as long as they are a member; don’t worry if you’re not and you want to join us for the occasional race, we can make you a temporary member.

Your boat must have full third party liability insurance up to £2 million. As part of the joining process we will expect you to sign a form confrming this.

The actual start/fnish line in the bay is an imaginary line taken from the Sailing Club fagpole On the Start Line to the South Cardinal Mark ‘Sgeir Rathaid South’. 1. Normally races will be started by a duty offcer in the clubhouse, but sometimes Tuesday evening keelboat races are started by a selected boat on the water. Make sure whoever is starting the race knows you are racing.

2. Give yourself plenty of time to get your boat ready so you can be around the start line 10-15 mins before the scheduled race start.

3. A horn will sound 5 minutes before the race. Another horn will sound 4 minutes before the start. Remember to turn your engine off or stop paddling before you hear this. A further horn will sound 1 minute before the start, and another at the start. It’s a good idea to have someone in charge of keeping time 5. If you do cross the line before the start horn, you will on your boat! be asked to restart. The Individual Recall fag will be displayed, or if all boats must restart, the General Recall 4. The best place to be when the last horn sounds is fag will be displayed. If recalled, you must make your way on the start line. But, don’t be afraid to hang back, a back to the start without getting in the way of the boats busy start line can be daunting. racing. Sailing the Course If the course isn’t set in the Sailing Programme, it will be set by the duty offcer before the start of the race. The course marks will be displayed in S H K R S the clubhouse window. All marks should be left on the same hand unless indicated in a different colour or underlined.

Some courses can be subject to change with the weather, and ferry times. Courses can be shortened due to a dying wind, look out for the fag. Retiring If for any reason you decide to retire from a race, it’s best if you can let someone know. If you are close enough to another boat, let them know, or call up on the VHF. The Flags If the race is being started in the race offce, you’ll need to look out for the fags that start the race, as well as the horns.
