The WPI team surveyed 16 waterfront districts, four in-depth, assessing their walkability using a tool created by the research team and conducted preference surveys to understand the perceptions of Hong Kong pedestrians. Because pedestrians value the shortest, safest, least-crowded, and easiest to navigate routes, this study found that confusing routes, unsafe or indirect connections, and a lack of amenities detract from the walkability in Hong Kong. This report provides new data concerning the walkability in harbor front districts and a tool to measure it, along with recommendations for potential improvements. iii | P a g e Acknowledgements Our team would like to thank the many people that helped us over the course of this project. This subject paper is intended to be a research paper delving into different views and analyses from various sources. The views and analyses as contained in this paper are intended to stimulate public discussion and input to the planning process of the "HK2030 Study" and do not necessarily represent the views of the HKSARG. WORKING PAPER NO. 35 INITIAL TRANSPORT ASSESSMENT OF DEVELOPMENT OPTIONS Purpose 1. The purpose of this paper is to provide information on the reference transport demand forecasts, assessment of Reference Scenario and framework for option evaluations. Background 2. Under Stage 3 of the HK2030 Study, Development Scenario and Development Options are formulated. The Development Options are then subject to transport, economic, financial as well as environmental assessments. Under the integrated approach adopted for the Study, the transport requirements identified for the Development Options are also assessed in terms of the environmental, economic and financial implications in order that a meaningful comparison of the Development Options could be made. 3. Under the Reference Scenario, various development choices have been considered to satisfy the land requirements. They can broadly be categorised into two different options of development patterns, namely Decentralisation and Consolidation. The details are presented in the paper on Development Options under the Reference Scenario. Assessments have been carried out to identify the transport requirements of the two Development Options in 2010, 2020 and 2030. The findings are summarised in the following sections. Development Options 4. Under the Reference Scenario, the population in 2030 could be in the region of 9.2 million which is only marginally more than the population of 8.9 million for 2016 adopted in the previous strategic planning. -

Islands District Council Traffic and Transport Committee Paper T&TC 41/2020 2020 Hong Kong Cyclothon 1. Objectives 1.1 The 2020 Hong Kong Cyclothon, organised by the Hong Kong Tourism Board, is scheduled to be held on 15 November 2020. This document outlines to the Islands District Council Traffic and Transport Committee the event information and traffic arrangements for 2020 Hong Kong Cyclothon, with the aim to obtain the District Council’s continuous support. 2. Event Background 2.1. Hong Kong Tourism Board (HKTB) is tasked to market and promote Hong Kong as a travel destination worldwide and to enhance visitors' experience in Hong Kong, by hosting different mega events. 2.2. The Hong Kong Cyclothon was debuted in 2015 in the theme of “Sports for All” and “Exercise for a Good Cause”. Over the past years, the event attracted more than 20,000 local and overseas cyclists to participate in various cycling programmes, as well as professional cyclists from around the world to compete in the International Criterium Race, which was sanctioned by the Union Cycliste Internationale (UCI) and The Cycling Association of Hong Kong, China Limited (CAHK). The 50km Ride is the first cycling activity which covers “Three Tunnels and Three Bridges (Tsing Ma Bridge, Ting Kau Bridge, Stonecutters Bridge, Cheung Tsing Tunnel, Nam Wan Tunnel, Eagle’s Nest Tunnel)” in the route. 2.3. Besides, all the entry fees from the CEO Charity and Celebrity Ride and Family Fun Ride and partial amount of the entry fee from other rides/ races will be donated to the beneficiaries of the event. -

2021 LIMITED ACCESS STATE NUMBERED HIGHWAYS As of December 31, 2020 CONNECTICUT DEPARTMENT OF Transportation BUREAU OF POLICY AND PLANNING Office of Roadway Information Systems Roadway INVENTORY SECTION INTRODUCTION Each year, the Roadway Inventory Section within the Office of Roadway Information Systems produces this document entitled "Limited Access - State Numbered Highways," which lists all the limited access state highways in Connecticut. Limited access highways are defined as those that the Commissioner, with the advice and consent of the Governor and the Attorney General, designates as limited access highways to allow access only at highway intersections or designated points. This is provided by Section 13b-27 of the Connecticut General Statutes. This document is distributed within the Department of Transportation and the Division Office of the Federal Highway Administration for information and use. The primary purpose to produce this document is to provide a certified copy to the Office of the State Traffic Administration (OSTA). The OSTA utilizes this annual listing to comply with Section 14-298 of the Connecticut General Statutes. This statute, among other directives, requires the OSTA to publish annually a list of limited access highways. In compliance with this statute, each year the OSTA publishes the listing on the Department of Transportation’s website (http://www.ct.gov/dot/osta). The following is a complete listing of all state numbered limited access highways in Connecticut and includes copies of Connecticut General Statute Section 13b-27 (Limited Access Highways) and Section 14-298 (Office of the State Traffic Administration). It should be noted that only those highways having a State Route Number, State Road Number, Interstate Route Number or United States Route Number are listed. -

PROBLEM We need to construct the remaining section of Route 5 between Shek Wai Kok and Chai Wan Kok to relieve traffic congestion in Tsuen Wan. PROPOSAL 2. The Director of Territory Development (DTD), with the support of the Secretary for Transport, proposes to upgrade 52TH to Category A at an estimated cost of $1,098.5 million in money-of-the-day (MOD) prices for the construction of the remaining section of Route 5 between Shek Wai Kok and Chai Wan Kok in Tsuen Wan. File Ref.: THB(T)CR 1/4651/2019 LEGISLATIVE COUNCIL BRIEF Road Tunnels (Government) Ordinance (Chapter 368) Road Traffic Ordinance (Chapter 374) Tsing Sha Control Area Ordinance (Chapter 594) FREE-FLOW TOLLING (MISCELLANEOUS AMENDMENTS) BILL 2021 INTRODUCTION At the meeting of the Executive Council on 16 March 2021, the Council ADVISED and the Chief Executive ORDERED that the Free-Flow Tolling A (Miscellaneous Amendments) Bill 2021 (“the Bill”) , at Annex A, should be introduced into the Legislative Council (“LegCo”). JUSTIFICATIONS 2. At present, a motorist using a government tolled tunnel 1 or Tsing Sha Control Area (“TSCA”) (hereafter collectively referred to as “Tolled Tunnels”) may stop at a toll booth to pay the toll manually by tendering cash or prepaid toll tickets to a toll collector, or using the “stop-and-go” electronic payment facilities installed thereat. Alternatively, a motorist who drives a vehicle with an Autotoll tag issued by the Autotoll Limited (a private company) may pass through an Autotoll booth without stopping, with the toll payable deducted from a prepaid account. 3. The Hong Kong Smart City Blueprint published in December 2017 promulgated, among others, the development of toll tag (previously known as “in- vehicle unit”) for allowing motorists to pay tunnel tolls by remote means through an automatic tolling system, namely the “free-flow tolling system” (“FFTS”). In the Smart City Blueprint 2.0 published in December 2020, one of the Smart Mobility 1 Covering Cross-Harbour Tunnel, Eastern Harbour Crossing (“EHC”), Lion Rock Tunnel, Shing Mun Tunnels, Aberdeen Tunnel, Tate’s Cairn Tunnel and will cover the two Build-Operate- Transfer (“BOT”) tunnels, viz. -
