Peter Regenstreif A THREAT TO LEADERSHIP: C.A.Dunning and Mackenzie King BY Now mE STORY of the Progressive revolt and its impact on the Canadian national party system during the 1920's is well documented and known. Various studies, from the pioneering effort of W. L. Morton1 over a decade ago to the second volume of the Mackenzie King official biography2 which has recently appeared, have dealt intensively with the social and economic bases of the movement, the attitudes of its leaders to the institutions and practices of national politics, and the behaviour of its representatives once they arrived in Ottawa. Particularly in biographical analyses, 3 a great deal of attention has also been given to the response of the established leaders and parties to this disrupting influence. It is clearly accepted that the roots of the subsequent multi-party situation in Canada can be traced directly to a specific strain of thought and action underlying the Progressivism of that era. At another level, however, the abatement of the Pro~ gressive tide and the manner of its dispersal by the end of the twenties form the basis for an important piece of Canadian political lore: it is the conventional wisdom that, in his masterful handling of the Progressives, Mackenzie King knew exactly where he was going and that, at all times, matters were under his complete control, much as if the other actors in the play were mere marionettes with King the manipu lator. His official biographers have demonstrated just how illusory this conception is and there is little to be added to their efforts on this score. -

OSTASZEWSKI Summary: It is a truism that tax deferral is a great benefit enjoyed by qualified plans, individual retirement accounts and deferred annuity products. The actual quantification of this benefit, however, is less obvious. Furthermore, tax deferral does not come free—access to funds in tax-deferred accounts is restricted. In this session, the panelists show how long it takes for tax-deferral benefits to overcome typical penalties levied on early distributions. They also discuss the effect of tax deferral on the risk profile of investments. Attendees gain a better understanding of the value of tax deferral in various accumulation products and its role in product development. DR. KRZYSZTOF M. OSTASZEWSKI: I am the actuarial program director at Illinois State University. I am the moderator and one of the two speakers in this session. The other speaker is Dr. James Carson, who is a professor and Midyette Eminent Scholar in risk management and insurance at Florida State University. JOURNAL OF NEW BRUNSWICK STUDIES Issue 3 (2012) A Near Golden Age: The Cooperative Commonwealth Federation (CCF) in New Brunswick, 1940-1949 Laurel Lewey Abstract This history of the Cooperative Commonwealth Federation (CCF) in the 1940s in New Brunswick adds to a growing body of literature that challenges the misperception that the CCF scarcely existed east of Ontario. However, in spite of a host of historical (and later) social conditions that called out for the CCF, the 1940s was the only decade when the movement showed considerable promise in New Brunswick. This article will suggest that the failure of the movement to gain permanent traction was attributable to several factors: the political strength of the Liberal political machinery and Premier John B. McNair; anti-labour sentiments and the anti- CCF campaign in the media; organizational challenges within the party; social and economic conditions within the province; and the divergent agenda of Francophone and Anglophone New Brunswickers. Résumé Cette histoire de la Fédération du Commonwealth coopératif (FCC) dans les années 1940 au Nouveau-Brunswick s’ajoute aux nombreux écrits qui dénoncent la fausse perception que la FCC a rarement existé à l’est de l’Ontario. Anthony Di Mascio 37 CROSS-BORDER SCHOOLING AND THE COMPLEXITY OF LOCAL IDENTITIES IN THE QUEBEC-VERMONT BORDERLAND REGION: A HISTORICAL ANALYSIS Anthony Di Mascio1, Assistant Professor, School of Education Bishop’s University Abstract This paper examines the history of cross-border education in the Eastern Townships of Quebec and Northern Vermont borderland region. Considering that the legal and administrative jurisdiction over schooling rests at the provincial and state levels, the sharing of schools along an international borderline raises challenging questions about the administrative and cultural history of education. This paper argues that by crossing educational boundaries, the people of the borderland region challenge us to rethink three strongly held assumptions in public schooling’s history: first, that school advocates in Canada were motivated to establish public schools in order to counter the threat of American republicanism; second, that Quebec education has been rigidly divided between French and English systems; and third, that the Canada-U.S. borderline represents a clear demarcation between social and political views and values.
