    I. GENERAL INFORMATION A. PHYSICAL AND GEOGRAPHIC CHARACTERISTICS 1. Location and Territorial Jurisdiction Benguet is one of the six provinces comprising the Cordillera Administrative Region or CAR. It was by the Republic Act No. 4695 enacted on June 18, 1966 which divided the former Mountain Provinces of Benguet, Mountain Province, Ifugao and Kalinga-Apayao. At 5,000 feet above sea level, Benguet, the gateway to the highland provinces of CAR lies in the southern end of the Cordillera Mountain Range, 256 kms north of Manila and is bounded on the North by Mt. Province, on the East by Ifugao and Nueva Viscaya, on the South by Pangasinan, and on the west by La Union and Ilocos Sur and it is accessible by land and air transport. Rugged and sloping terrain and deep valleys characterize the province. Amidst these mountain peaks is a wide plateau wherein the capital town, La Trinidad, is located. Declaration of State of Calamity Municipality of BOTOLAN, Zambales F. Emergency Incidents Cordillera Administrative Region (CAR) Benguet • Three (3) landslide incidents occurred in Itogon: Sitio Luneta, Brgy. Loakan; Brgy Ilod Poblacion; and Brgy Gumatdang which resulted in the following: collapse of the Luneta Elementary School; damage of three (3) ball mills; and damage of five (5) houses and collapse of riprap wall at Purok 2 Loakan • Swelling of Balili River in La Trinidad, Benguet and Abra River Baguio City • Retaining wall along Brgy. City Camp Proper collapsed • Four (4) landslide incidents occurred in Brgy Kias; Brgy Balsigan; Camp 8; and Camp 5. The landslide site in Kias, Baguio City is a tri-boundary of Baguio City- Itogon-Tuba, Benguet Province At around 8:00 to 9:00 AM, 7 August 2009, undetermined number of small-scale miners from Emerald Mountain Explorers Association Inc. (EMEAI) was operating/manning 3 units of ball mills in their respective camps at Sitio Paltikan, Kias, Baguio City when a landslide occurred on top of Emerald Mountain upslope the miner’s camps. Landslide materials such as mud, earth and boulders cascaded the mountain slope following a gulley which hit 3 miners’ camps adjacent the Liwliw Creek Ten (10) small scale miners responded and proceeded to the crisis site when another wave of landslide coming from the crest of Mt.

National Response PAGASA has been providing the NDCC OPCEN with the following information relative to Typhoon “Nina”: Flood Bulletins, Severe Weather Bulletins and GALE Warning; The NDCC OPCEN alerted all OCDRCs, RDCCs, DOTC Action Center, National Media outfits including KBP, PCG, DSWD, DOH, and AFP Command Center; NDCC advisories were also regularly disseminated to all concerned as information from PAGASA is received; and DSWD prepositioned sufficient standby funds and stockpile of relief commodities in all concerned DSWD-FO amounting to P13,100,329.92. Alerted the DSWD and DPWH on the need to extend support to Sibuyan Island with the damaged three (3) bridges in the municipality of San Fernando, Romblon. IV. Regional /Local Updates/Response Region I The 3 fishermen reported earlier missing since 21 September were all recovered alive in La Union and Ilocos Norte.

    J. Wetlands Biodiversity (2019) 9: 23-44 HISTORY, HYDROLOGY AND ECOLOGY OF BALILI RIVER, LA TRINIDAD, PHILIPPINES Jones T. Napaldet and Inocencio E. Buot Jr. Received: 13.08.2019 / Accepted: 24.10.2019 Abstract: This study documented the history, hydrology and ecology of Balili River as part of its rehabilitation efforts. Balili River, historically, is the cradle of civilization in La Trinidad, Benguet. It started as a small creek, but was widened becoming the main drainage in the valley. The river was pristine up to Japanese times, though with urbanization of La Trinidad and Baguio City, it became severely polluted. Previous study revealed that the river was most polluted near Baguio City and improved downstream but this trend has no longer been observed in recent data, indicating several sources of pollutants from La Trinidad itself. The river has recorded very high BOD, nutrient load, coliform and lead beyond the permissible levels. Its polluted state is also reflected in its biodiversity, currently dominated by organic pollution-associated algae, common weeds and mosquito fish. Several efforts have been exerted to rehabilitate the river but it is still polluted. This could be partly attributed to the limited and lack of in-depth scientific studies on the river. PHYSICAL PROFILE General Location The capital town of Benguet Province, the Municipality of La Trinidad is located 256 kilometers north of Metro Manila. It is bounded on the north by the Municipality of Tublay, on the south by the city of Baguio, on the west by the Municipalities of Sablan and Tuba. Its geographical coordinates are 16 degrees, 21 minutes north latitude and 120 degrees and 35 minutes east longitude. The municipality is relatively the most developed settlement in the province of Benguet because of its proximity to the City of Baguio. It is the gateway of the southern lowlands into the Cordillera Region. Due to its advanced development, La Trinidad is considered as one of the Central Business Districts of Benguet. Philippines Cordillera Administrative Region Benguet Province Accessibility The municipality is accessible by land transport via the following entry points: from the Mt. Province through the Baguio-Bontoc Road; from La Union, through the Marcos Highway via the Pico-Lamtang; from Nueva Viscaya through the Benguet-Nueva Vizcaya Road; from Pangasinan, through Kennon road. All these roads converge at the City of Baguio. The nearest airport is located in nearby Baguio City, Loakan airport. Baguio- Manila travels take about 45 minutes flight or a 7-hour ride via land. Total road kilometerage for the whole municipality is 135.2 kilometers. The road network in the municipality exhibits a strong linear type of settlement characterized by a circumferential road that services the valley floor. Accessibility in the rural areas is still relatively inadequate, with generally very narrow roads.
