D. Damages (Infrastructure and Agriculture) The estimated cost of damage to Infrastructure and Agriculture in Benguet, Tarlac, Zambales and Pampanga Provinces was pegged at Php42,009,700.00 : Infrastructure - Php40,424,700.00 and Agriculture - Php1,585,000.00 E. Declaration of State of Calamity Municipality of BOTOLAN, Zambales F. Emergency Incidents Cordillera Administrative Region (CAR) Benguet • Three (3) landslide incidents occurred in Itogon: Sitio Luneta, Brgy. Loakan; Brgy Ilod Poblacion; and Brgy Gumatdang which resulted in the following: collapse of the Luneta Elementary School; damage of three (3) ball mills; and damage of five (5) houses and collapse of riprap wall at Purok 2 Loakan • Swelling of Balili River in La Trinidad, Benguet and Abra River Baguio City • Retaining wall along Brgy. City Camp Proper collapsed • Four (4) landslide incidents occurred in Brgy Kias; Brgy Balsigan; Camp 8; and Camp 5. The landslide site in Kias, Baguio City is a tri-boundary of Baguio City- Itogon-Tuba, Benguet Province At around 8:00 to 9:00 AM, 7 August 2009, undetermined number of small-scale miners from Emerald Mountain Explorers Association Inc. (EMEAI) was operating/manning 3 units of ball mills in their respective camps at Sitio Paltikan, Kias, Baguio City when a landslide occurred on top of Emerald Mountain upslope the miner’s camps. Landslide materials such as mud, earth and boulders cascaded the mountain slope following a gulley which hit 3 miners’ camps adjacent the Liwliw Creek Ten (10) small scale miners responded and proceeded to the crisis site when another wave of landslide coming from the crest of Mt. Emerald hit the responding team Emergency responders outside Kias assisted in the SAR operations. Ten (10) small-scale miners were rescued and brought to the Baguio General Hospital for treatment. One victim who was in serious condition died at the hospital. Another body was recovered On 08 August, 7:30 AM CRDCC TWG convened and planned the strategy on the SAR /retrieval of landslide victims at Sitio Paltikan, Kias, Baguio City. The retrieval team composed of MGB, OCD, PNP, PDCC Benguet, Baguio CDCC, PMADRTG, PHILEX, Benguet Corporation and small scale miners association proceeded to the site where bodies of the victims were found in sporadic places such as in creek and piled debris. Nine (9) bodies were retrieved and identified by their respective kins Retrieval operations for the landslide victims were temporarily suspended due to continuous rain and imminent danger of another landslide (3 rd wave) due to soil saturation. Retrieval operations will resume tomorrow, 10 August 2009 Region I • Swelling of Abra River and other tributaries • Breaching of sea wall in Tabucolan, Santa, Ilocus Sur due to big waves • Earth dike in Sison, Pangasinan eroded due to the swelling of Bued River • Minor slides along Manila North Road, Brgy. Manayon, Bangui to the Boundary of Cagayan 2 • Damaged dike in San Nicolas Pangasinan due to the swelling of Ambayoan River Region III Nueva Ecija • Landslides occurred along Maharlika Highway, Brgy. Putlan, Caranglan on 07 August 2009 G. Damaged Lifelines Roads and Bridges • The DPWH reported that as of 8:00 AM, 10 August 2009, a total of 10 road sections in Regions III, CAR, IV-B, VI, X and XII are still impassable due to landslides and mudflows, rock slides, collapsed box culvert, breached/collapsed dikes, settled/washed-out approaches, collapsed bridge and swelling of rivers (Busuanga and Mompong Rivers in Region IV- B) III. HUMANITARIAN ACTIONS • NDCC–OpCen issued NDCC Advisory on Severe Weather Bulletin, Gale Warning, General Flood Advisory and Flood Bulletin to OCD Regional Centers concerned for further dissemination to local DCCs • NDCC facilitated the release of additional 400 sacks of rice for PDCC Zambales and 1st District, Zambales to augment ongoing relief operations in the province • NDCC facilitated the release of 10,000 pcs empty sacks for sandbagging operations in Candaba, Pampanga • NDCC facilitated for the availability of two (2) chopper from the AFP for the rescue operation in Brgy. A total of 5 road sections in Regions I, III and CAR are still impassable 3 Cordillera Administrative Region (CAR) • Emergency response teams involved in the SAR operations in the landslide incident in Kias, Baguio City: Baguio City Response Team, EMS, 911, Baguio City Fire Station, Philex Mining Corporation, Benguet Corporation, PNP, Brgy. Officials, Kias Community, small scale miners, BB-PICAG, PMA DRTG and MGB • The Baguio City Police Station assisted in the clearing operations at the landslide areas • CRDCC established an incident command system (ICS) in the area to facilitate a systematic approach in SAR or retrieval operations • CHD-DOH CAR provided the Baguio General Hospital and Medical Center with drugs and medicines, ATS, TT and medical supplies worth PhP 27,313.35 • CHD-DOH CAR provided cadaver bags • BENECO mobilized crew for power restoration and cut fallen trees that obstruct power post/cables using the OCD chain saw Region I • PDCC Pangasinan WASAR and PHERT teams were dispatched to the flooded areas of San Nicolas, Sta. Barbara and Calasiao, Pangasinan; also dispatched 6 dump trucks and placed on standby 1 pay loader and 1 bulldozer at Tayug Hospital, Umingan Hospital and at the Provincial Capitol • Pangasinan Engineering Office and Municipal Engineering Office of Sta. Barbara conducted gravelling and sandbagging operations • PDCC Pangasinan dispatched Water, Search and Rescue (WASAR) Team and Pangasinan Health Emergency Response Team (PHERT) to the flooded areas in San Nicolas, Sta. Barbara and Calasiao, Pangasinan for assistance; dispatched 6 dump trucks, 1 pay loader, 1 bulldozer to Tayug Hospital, Umingan Hospital and Pangasinan Provincial Capitol Motorpool on August 7, 2009; and conducted damage assessment of damaged earthdike in Sison, Pangasinan with DPWH R1 PMO-Agno Flood Control System and Municipal Engineer Region II • PDCC Nueva Vizcaya dispatched heavy equipment to augment road clearing operations at the landslide area in Brgy. Putlan, Caranglan, Nueva Ecija • OCDRC II coordinated with PDCC, Nueva Vizcaya for any possible assistance to the stranded motorists/passengers in Brgy. Putlan • DSWD SWAD Team counterparts in Nueva Vizcaya established a community kitchen and provided hot food to the stranded commuters • PSWDO Team with LGU of Sta. Fe provided relief assistance to the stranded commuters • DSWD Field Office II provided relief assistance in the amount of PhP 70,500.00 to the stranded passengers in the municipality of Sta. Fe (PhP30,000.00); and to the flood victims in Bambang, Nueva Vizcaya (PhP40,500.00) Region III • Pampanga disaster management office provided 2,500 pieces empty sacks to the affected areas in Masantol, Sta. Ana, Macabebe, Guagua, Minalin and Sta. Rita • Two (2) choppers: 1 from NOLCOM and 1 from Clark Air Base were dispatched for the SAR/recovery operations of the missing foreigners and Filipino tourist guides in Mt. Pinatubo. SAR/recovery operations terminated at 1:30 PM, August, 7, 2009. Nine (9) foreigners were rescued. Six (6) French Nationals were brought to the Central Luzon Doctor’s Hospital in Tarlac City for medical treatment while three (3) identified as Koreans returned to their hotel at Clark Angeles City 4 • The chopper from Clark Air Base and two (2) additional choppers from Villamor Air Base were dispatched for the rescue operations in Botolan, Zambales • Emergency responders of Olongapo City, SBMA; PCG; PNRC-Olongapo City and Zambales Chapters’ Rescue Teams; and PNP-Zambales assisted in the SAR/relief operations in Botolan, Zambales • PDCC Zambales declared the entire province under a State of Calamity due to flooding • PDCC Nueva Ecija headed by Governor Umali provided assistance to the strandees in Caranglan, Nueva Ecija • Rescue personnel and equipment from 3rd Mechanized Infantry Batallion, Air Force and Light Armor Division, PA assisted PDCC Tarlac in the conduct of SAR operations in Sta. Lucia, Capas, Tarlac.
