cascaded the mountain slope following a gulley which hit 3 miners’ camps adjacent the Liwliw Creek . The ten (10) small scale miners who responded and proceeded to the landslide site to conduct rescue operations were hit by another wave of landslide coming from the crest of Mt. Emerald City - 3 (Brgy Balsigan; Camp 8; and Camp 5) wherein the retaining wall along Brgy. City Camp Proper collapsed

Nueva Ecija –1 ( along Maharlika Highway, Brgy. Putlan, Caranglan)

Iloilo - 1 (Tubungan , Iloilo Province) due to damming of water in the mountain of Pinihakan Daraga resulting to flashflood with muds from Maslog and Jar-ed Rivers thereby, affecting 362 families/1,701 persons with 273 families/1,138 persons evacuated to 25 evacuation centers Negros Occidental – 1 (Sitio Manaol, Brgy San Quintin Remo, Moises Padilla) A ground movement of about 2 inches /15 minutes was observed with 700 hectares affected. A total of 65 families/325 persons were affected /evacuated to 12 evacuation centers. As per assessment of MGB VI, the mass movement in Brgy San Quintin Remo was caused by a combination of steep slopes, unconsolidated and muddy soil and rocks and the huge amount of water (rainwater and groundwater) in the landslide site.

Breaching/Erosion of Earth Dikes and Sea wall– 10 Region I -Sea wall in Tabucolan, Santa, Ilocus Sur ; earthdike in Sison, Pangasinan ; dike in San Nicolas Pangasinan; ( 3) Region III –portions of Gumain River dike, Apalit earthdike and Porac earthdike collapsed ; and portions of Baluc dike was damaged due to 3 meters soil erosion all in Floridablanca; Arnedo dike in San Simon and Bucao dikes in Candaba all in Pampanga (7)

II. Effects

A. Population Affected  A total of 19,451 families / 97,718 persons were affected in 119 barangays of 4 cities and 21 municipalities in 12 provinces of Regions I, II, III, VI, XI, NCR and CAR  Out of the number affected, 2,817 families / 11,147 persons were evacuated to 18 evacuation centers  A total of 7,327 families/34,982 persons were served both outside and inside 18 evacuation centers Inside Evacuation Centers - 2,817 families/11,147 persons Outside Evacuation Centers – 4,510 families/23,835 persons

B. Casualties (total: 26 dead and 18 injured , 1 missing )  26 dead (1 in Bautista, Pangasinan, 16 in Baguio City due to landslide, 7 in Capas, Tarlac, 1 in Botolan, Zambales and 1 in Mandaluyong City. Three (3) of the 7 who died in Capas, Tarlac were French and Belgian nationals)  18 injured (12 in Baguio City, Benguet and 6 French Nationals injured in Sta. Juliana, Capas, Tarlac)  1 missing (due to landslide in Kias, Baguio City)

C. Damages (Houses)  A total of 350 houses were damaged in Regions III (Zambales) and CAR (Benguet Province and Baguio City): 141 Totally and 209 Partially

D. Damages (Infrastructure and Agriculture)  The estimated cost of damage to Infrastructure and Agriculture in Benguet, Tarlac, Zambales and Pampanga Provinces was pegged at Php322,396,398.49 : Infrastructure - Php198,049,700.00 and Agriculture - Php124,346,698.49

E. Status of Roads and Bridges Region III  Twelve (12) road sections in 12 municipalities of Tarlac Province and six (6) road sections in Tarlac City incurred eroded road shoulders, potholes on asphalt pavement, washed-out gravel surface and cracks on concrete pavement  Daang Maharlika Road in Nueva Ecija is cut off due to massive occasional landslides and mudflow  Pantabangan - Canlili-Basal-Baler Road in Nueva Ecija - concrete slop protection of roadway collapsed  Olongapo-Bugallon Road in Zambales 1– collapsed box culvert as e result of the breaching of dike. A steel bridge is being constructed to span the gap using Mabay components from Sto Nino Bridge in Cabangan . a foot bridge is also being constructed for stranded passengers  Zambales –Tarlac road (Brgy San Juan section) – not passable to all types of vehicles – underwater .50-.60 m deep

B. Humanitarian Assistance Per Cluster

1. Food and Non-Food items  OCD-NDCC facilitated the release of 600 sacks of rice for PDCC Zambales and 1 st District, Zambales to augment ongoing relief operations in the province  DSWD-CO provided family food packs and other assorted relief commodities amounting to PhP1,067,247.00 as augmentation support/assistance to the affected families . From August 7-11, 2009 transported PhP1,586,560.50 worth of assorted supplies from the National Resource Operations Center (NROC) to DSWD Field Office III as augmentation to the flood affected LGUs. Processed

3 additional stand-by funds amounting to PhP1.5 Million for the ongoing relief operations in Region III.  DSWD Field Offices in Regions CAR, NCR, I, II and III prepositioned standby funds and relief commodities in the total amount of Php 4,399,960.59 broken down as follows : standby funds-Php1,418,430.60 and relief commodities worth Php2,981,529.99 consisting of food and non-food ready for augmentation when needed

Region II  DSWD FO II provided relief assistance in the amount of PhP70,500.00 : (PhP30,000.00) to the stranded passengers of Sta. Fe, Nueva Vizcaya and (PhP40,500.00) to the flood victims of Bambang, Nueva Vizcaya  PDCC Nueva Ecija headed by Governor Umali; provided assistance to the strandees in Brgy Putlan, Caranglan, Nueva Ecija  DSWD SWAD Team counterparts in Nueva Vizcaya and LGU of Sta. Fe, Nueva Vizcaya provided relief assistance and established a community kitchen to provide hot food to stranded commuters

Region III  DSWD III had so far provided 1,500 family food packs, 200 pieces water jugs, used clothing, 145 pieces plastic mats 85 pieces mosquito nets, folding beds, baby’s milk and other necessities worth PhP523,190.00 to the flood victims in Botolan, Zambales  RDCC III thru the DSWD III delivered additional 2,000 pieces family packs of used clothing

CAR  Association of Trading Post provided cash and assorted vegetables  CDCC Baguio City provided assistance to the families of dead victims in terms of securing requirements for claim of financial assistance from NDCC, CSWDO, PNRC- Baguio Chapter and other assistance given by the City Government

Region VI  Assistance provided to the victims of Tubungan, Iloilo: DSWD VI (blankets, bedsheets and family packs); DA VI (5 sacks of rice); AGS Construction (8 sacks of rice, 6 boxes of canned goods and 6 boxes of noodles); GMA Kapuso (assorted goods and clothes); PNRC (mats and sacks of rice); ABS-CBN (sacks of rice and canned goods); Rotary Club of Iloilo (3 pieces wheelchairs for 3 elderly evacuees); Concerned OFW from Singapore (Cash PhP30,000.00); and Office of Senator Many Villar (900 pcs toothbrush, toothpaste, plastic cups and blankets and conducted mass feeding for evacuees)

2. Health Cluster CAR  CHD-DOH CAR provided the Baguio General Hospital and Medical Center with drugs and medicines, ATS, TT and medical supplies worth PhP 27,313.35  CHD-DOH CAR provided cadaver bags, lime, medicines and compact food  PDCC Benguet provided meals, snacks, water, sacks of rice, vegetables & cash  BCEMS provided medical assistance to the rescuers/ responders  The Baguio Water District provided one (1) unit Water Pump  CHD-CAR facilitated the management of the dead and brought all dead victims to the funeral parlor

4 Region III  Center for Health Development (CHD)-DOH III provided drugs and medicines worth Php100,000.00 to the municipality of Botolan, Zambales and prepositioned drugs/medicines to the Provincial Health Team Office-Zambales

3. Search and Rescue Operations  NDCC facilitated for the availability of two (2) chopper from the AFP for the rescue operation in Brgy. Igtubli, Tubungan, Iloilo  PCG Action Center reported that a total of 131 persons were assisted /rescued through the deployment of three (3) teams, M35 trucks, 2 vans with rescue medical equipment, and pick up with rubber boat in various affected regions

Region I  PDCC Pangasinan dispatched WASAR and PHERT teams to the flooded areas of San Nicolas, Sta. Barbara and Calasiao, Pangasinan ; dispatched 6 dump trucks , 1 pay loader and 1 bulldozer that were placed on standby at Tayug Hospital, Umingan Hospital and Provincial Capitol Motorpool of Pangansinan

Region III  NOLCOM and Clark Air Base dispatched one chopper each to Capas, Tarlac to conduct SAR/recovery operations of the nine (9) missing foreigners (6 French and 3 Korean nationals) and Filipino tourist guides who went to Mt. Pinatubo. Nine (9) foreigners were rescued. The six (6) French Nationals were brought to the Central Doctor’s Hospital in Tarlac City for medical treatment while the three (3)Korean nationals returned to their hotel at Clark Angeles City. SAR/recovery operations terminated on August, 7, 2009.  Rescue personnel and equipment from 3 rd Mechanized Infantry Batallion, Air Force and Light Armor Division, PA assisted PDCC Tarlac in the conduct of SAR operations in Sta. Lucia, Capas, Tarlac.  One (1) chopper from Clark Air Base and two (2) additional choppers from Villamor Air Base were dispatched for rescue operations in Botolan, Zambales. The emergency responders of Olongapo City, SBMA; PCG; PNRC-Olongapo City and Zambales Chapters’ Rescue Teams; and PNP-Zambales assisted in the SAR/relief operations in Botolan, Zambales . CAR  Emergency response teams involved in the SAR operations in the landslide incident in Kias, Baguio City were : Baguio City Response Team, EMS, 911, Baguio City Fire Station, Philex Mining Corporation, Benguet Corporation, PNP, Brgy. Officials, Kias Community, small scale miners, BB-PICAG, PMA DRTG and MGB  Emergency responders rescued 10 small-scale miners and were brought to the Baguio General Hospital for treatment.  The retrieval team composed of MGB, OCD, PNP, PDCC Benguet, Baguio CDCC, PMADRTG, PHILEX, Benguet Corporation and small scale miners association proceeded to the site where bodies of the victims were found in sporadic places such as in creek and piled debris. Nine (9) bodies were retrieved who were identified by their respective relatives  CRDCC TWG convened on 08 August 2009 and planned the strategy on the SAR /retrieval of landslide victims at Sitio Paltikan, Kias, Baguio City.  Retrieval operations was temporarily suspended on August 9, 2009 due to continuous rain and imminent danger of another landslide (3 rd wave) due to soil saturation. Retrieval operations resumed on 10 August 2009

5  SAR and retrieval operations was temporarily suspended on August 10 and resumed August 11, 2009 to search the drain tunnel along Emerald Mountain for the remaining 1 missing person.  PNP-PRO COR requested K-9 dog from Philippine Army for rescue operations and purchased one (1) unit water pump for SAR and retrieval operations

Region VI  TOG-PAF VI with 5052 nd SRS and 205 th THW dispatched 2 helicopters to assist in the SAR and evacuation operations in Tubungan, Iloilo with 99 persons airlifted  MDCC Tubungan assisted in the evacuation of affected families to the Covered Gym in Brgy Bantayanan  MDCC Moises Padilla, Negros Occidental assisted in the evacuation of affected families to Lumlum Elementary School

4. Camp Management /Logistical Support  DSWD-DROMIC activated its Quick Response and Social Welfare and Disaster (QUARTS/SWAD) Team to provide technical assistance to the affected LGUs CAR  CRDCC established an incident command system (ICS) in the area to facilitate a systematic approach in SAR or retrieval operations  The Chairman CRDCC together with BCPO Police Director, DENR-MGB CAR and volunteer miners conducted site inspection at the landslide area  CDCC Baguio City facilitated the organization of Crisis Management at the Command Center

5. Infrastructure  Based on the assessment of respective DPWH in the affected regions, 20 road sections and bridges in Regions III, CAR, IV-B and VI were rendered impassable at the height of Typhoon Kiko due to landslides and mudflows, rock slides, collapsed box culvert, breached/collapsed dikes, settled/washed-out approaches, collapsed bridge and swelling of rivers  OCD IV-B closely monitored the status of road conditions and Roll-On-Roll-Out (RORO) operations

6. Sandbagging Clearing Operations  NDCC facilitated the release of 10,000 pcs empty sacks for sandbagging operations in Candaba, Pampanga  PDCC Pangasinan and DPWH R1 PMO-Agno Flood Control System and Municipal Engineer conducted damage assessment of the earthdike in Sison, Pangasinan  The Engineering Office of Pangasinan and Municipal Engineering Office of Sta. Barbara conducted gravelling and sandbagging operations Region II  PDCC Nueva Vizcaya dispatched heavy equipment to augment road clearing operations at the landslide area in Brgy. Putlan, Caranglan, Nueva Ecija Region III  The Pampanga Disaster Management Office provided 2,500 pieces empty sacks to the affected areas in Masantol, Sta. Ana, Macabebe, Guagua, Minalin and Sta. Rita all in said province CAR  BENECO mobilized crew for power restoration and cutting of fallen trees that obstruct power post/cables using the OCD chain saw  The Baguio City Police Station assisted in the clearing operations at the landslide areas

7. Damage and Needs Assessment  OCD III headed by Director Amparo Neri and DSWD ASEC Vilma Cabrera conducted damage and needs assessment (DANA) in Botolan, Zambales on August 11, 2009. They met the Governor of Zambales and the Provincial and Municipal Social Welfare and Development Officers of Zambales and Botolan respectively to determine the appropriate social works intervention like food for work and shelter  As of August 14, 2009 there were 14 evacuation centers operating in Botolan Zambales housing 2,359 families/9,691 persons. The evacuees in Capas , Tarlac have already returned home

7.2 Early Recovery Preparation Activities  PDCC Zambales in coordination with MDCC Botolan conducted master listing and validation of families with totally and partially damaged houses. As of August 11, 2009, 100 families were reported with totally damaged and 150 families with partially damaged shelter units  The team also conducted an ocular visit at the proposed resettlement site donated by Governor of Zambales for the resettlement of families whose original places of origin are no longer safe for human settlement due to threat of lahar flows or flooding.  Wish List (priority needs): tents, personal hygiene items (toiletries, bath soap and toothpaste); latrines/comfort rooms; cooking utensils (stoves, cauldrons, kettle and etc); mats; water jugs; blankets; mosquito nets; and milk for children.  The NDCC thru the RDCC had already provided some of the items like tents, cauldrons, water jugs “Kawa” and plastic mats. Additional needs like latrines and comfort rooms will be discussed in the forthcoming RDCC meeting

7.3 . Next Steps  Assessment of families who are in need most of food and other supplies  Setting up of tents and temporary shelter for the IDPs near the identified resettlement site  Immediate repair of the San Juan Dike and Botolan Bridge to restore access to Botolan via the National Highway  Preparation of Rehabilitation Plan for the following needs: shelter, livelihood, food support while undertaking recovery and rehabilitation activities, Day Care Center (DCC) and other ECCD support and other requirements  Site inspection will be conducted by the Mines and Geo-Sciences Bureau (MGB) August 12, 2009 to determine safety of the proposed resettlement site from volcanic and landslide threats  The Provincial government will start the site development of the proposed resettlement site once the MGB’s clearance is obtained  The RDCC, particularly DSWD FO III and OCD Region III will provide continuing technical assistance to the PDCC and MDCC Botolan in the provision of continuing relief and in the preparation of the recovery and rehabilitation plan to restore normalcy in the area  RDCC 3 member agencies such as: DPWH 3, DA-RFU 3, DSWD 3, Dep Ed 3, DOH 3 and MGB-DENR 3 presented their respective rehabilitation plan amounting to PhP390,589,389 during the meeting on August 13, 2009 to augment rehabilitation /restoration activities of PDCC Zambales and MDCC Botolan.
