The plan is intended to assist city officials and emergency organizations to carry out their responsibilities for the protection of life and property under a wide range of emergency conditions. This plan is in accordance with existing federal, state, and local statues and understandings of the various departments/agencies involved. It has been adopted by the city council and reviewed by the Dakota County Emergency Management Director. It is subject to review and recommendation of approval by the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management and the Metro Regional Review Committee (RRC). This plan is to be reviewed and re-certified annually by the City’s Emergency Management Director. All recipients are requested to advise the City’s Emergency Management Director of any changes that might result in its improvement or increase its usefulness. This document will serve to provide documentation of the knowledge of key individuals and can be used to inform persons who become replacements. "This Emergency Operations Plan shall not be shared or disclosed to any person or agency outside of the City of Apple Valley that do not have direct responsibilities to implement the Plan.” The data in this Emergency Operations Plan is not public data and shall not be disclosed. -

LETTER FROM THE BOARD PRESIDENT Dear Friends, his year is a good lesson for all of us. We don’t have near T the control over our circumstances as we thought we did. A world-wide pandemic gave all of us a lot of things to worry about. However, in many things that we see as tragedies and terrible events, there can be a positive side, a silver lining that we choose to see. We see people pulling together to fight a common problem, and in the process, we remind each other of our common humanity. Even the nightly news includes more feel- good stories about how people selflessly help each other during this pandemic. This disruption of normal life is "a time to choose what matters and what passes away, a time to separate what is necessary from what is not." All of us are called to row together, each of us needing to comfort the other. The individuals and families that LBSA serve need our comfort and our support. They live, play and work in our community, but are among the most vulnerable and powerless in that community. I read somewhere that; “The role of the powerless is to evangelize the powerful.” In comparison to those served by LBSA, we are indeed the powerful. If they cannot rely on us, then who? I hope that our own suffering and sequestering has given us more empathy for those who have even less control over their lives. -

Breakfast food Amazing tales of ready-to-eat breakfast cereals Melanie Warner Boulder, Colorado, US Emails: [email protected] Introduction There are products we all know or should know are bad for us, such as chips (crisps), sodas (soft drinks), hot dogs, cookies (biscuits), and a lot of fast food. Nobody has ever put these items on a healthy list, except perhaps industry people. Loaded up with sugar, salt and white flour, they offer about as much nutritional value as the packages they’re sold in. But that’s just the tip of the iceberg, the obvious stuff. The reach of the processed food industry goes a lot deeper than we think, extending to products designed to look as if they’re not really processed at all. Take, for instance, chains that sell what many people hope and believe are ‘fresh’ sandwiches. But since when does fresh food have a brew of preservatives like sodium benzoate and calcium disodium EDTA, meat fillers like soy protein, and manufactured flavourings like yeast extract and hydrolysed vegetable protein? Counting up the large number of ingredients in just one sandwich can make you cross-eyed. I first became aware of the enormity of the complex field known as food science back in 2006 when I attended an industry trade show. That year IFT, which is for the Institute of Food Technologists, and is one of the food industry’s biggest gatherings, was held in New Warner M. -

Minnesota Emergency Alert System Statewide Plan 2018 MINNESOTA EAS STATEWIDE PLAN Revision 10 Basic Plan 01/31/2019 I. REASON FOR PLAN The State of Minnesota is subject to major emergencies and disasters, natural, technological and criminal, which can pose a significant threat to the health and safety of the public. The ability to provide citizens with timely emergency information is a priority of emergency managers statewide. The Emergency Alert System (EAS) was developed by the Federal Communications Commission (FCC) to provide emergency information to the public via television, radio, cable systems and wire line providers. The Integrated Public Alert and Warning System, (IPAWS) was created by FEMA to aid in the distribution of emergency messaging to the public via the internet and mobile devices. It is intended that the EAS combined with IPAWS be capable of alerting the general public reliably and effectively. This plan was written to explain who can originate EAS alerts and how and under what circumstances these alerts are distributed via the EAS and IPAWS. II. PURPOSE AND OBJECTIVES OF PLAN A. Purpose When emergencies and disasters occur, rapid and effective dissemination of essential information can significantly help to reduce loss of life and property. The EAS and IPAWS were designed to provide this type of information. However; these systems will only work through a coordinated effort. The purpose of this plan is to establish a standardized, integrated EAS & IPAWS communications protocol capable of facilitating the rapid dissemination of emergency information to the public. B.
