This inquiry has shown that many people across the State, both in metropolitan and regional areas, care very deeply about how they are governed at a local level. Since June 2003 there has been fear and anxiety in many communities who believe this representation is under threat from the State Government’s structural reform agenda. The focus of much of the evidence was the threat of amalgamations and their potential impact on local communities. Witnesses and those who provided submissions were accepting of the need for change. However they wanted to be involved and consulted, not have change imposed by the State Government. The Committee was persuaded that amalgamations do not necessarily lead to greater efficiencies and economies of scale. Neither academic experts, bureaucrats nor those councils who had experienced amalgamations could demonstrate that there was an economic benefit to amalgamations. Witnesses also agreed that local government is not adequately funded to provide the services expected by the community or to fulfil its required functions. In this report the Committee identifies the need for a source of growth revenue to fund local government. People from all walks of life, in both city and country, voiced their concerns about a declining sense of community in today’s world. Many people see their council as integral to community spirit. They feel that a larger local government body will lead to a loss of social capital and that smaller councils engender a sense of belonging. This report has been made possible because of the participation of three groups of people. I acknowledge the valuable contribution of the many councillors, council staff and members of the public who prepared submissions, wrote letters, appeared as witnesses or attended public hearings. This inquiry attracted a great deal of public interest, and the quality of contributions was high. In its report the Committee can reflect only a small part of the evidence it received, but we are very grateful to all those who demonstrated their interest in and concern for how they are governed at the local level. I would like to thank the secretariat staff for organising the inquiry, including the hearings and preparation of the first draft of this report. Finally, I wish to thank my fellow Committee members for their approach to this inquiry. The hearing process benefited greatly from the experience of many members of the Committee as current or former councillors. All Committee members actively participated to make this a positive example of how a parliamentary inquiry can constructively examine a controversial issue and propose workable recommendations to improve governance in this State.     3G-1 Appendix 3G Further Perspectives on the Financial Benefits of Local Government Amalgamations Appendix 3G has five sections which support the section in Chapter 3 on estimates of the financial benefits of local government amalgamations. The first section further examines the KPMG estimates that savings of up to $845 million per annum could be achieved in NSW through local government amalgamations. This first section also includes a critique of the KPMG estimates by Judith McNeill. The second section presents a Darwinian survival perspective to the debate on the preferred sizes of local governments. The third section briefly discusses the self-limiting effect whereby the strength of the argument in favour of local government amalgamations must in some senses diminish with each successfully achieved amalgamation. The fourth section, in Table 3G-3, provides a compilation of extracts from 113 Australian and international literature sources which provide valuable insights on the local government amalgamation debate generally and which appear to provide important lessons for this current study. KPMG's Financial Benefit Estimates Consultants KPMG explored four local government amalgamation options, and establishes estimates of cost savings possible through each of these options, in a 1998 report prepared for the Property Council of NSW. Table 3G-1 below summarises the key findings in this report, where savings estimates are based on 1995-96 data.     New South Wales under the Local Government Act 1993 His Excellency the Lieutenant-Governor, with the advice of the Executive Council, has made the following Regulation under the Local Government Act 1993. ERNIE PAGE, M.P., Minister for Local Government e The object of this Regulation is to amend the Local Government (General) Regulation I993 to provide that, for the years ending 30 June 1998 and 30 June 1999, certain councils will not be required to prepare a comprehensive state of the environment report. Any such council must instead prepare supplementary reports for those years that comply with specified requirements. This Regulation contains transitional matters only. This Regulation is made under clause 1 of Schedule 8 to the Local Government Act 1993. Clause 1 Local Government (General) Amendment (Reports) Regulation 1998 This Regulation is the Local Government (General)Amendment (Reports) Regulation 1998. 2 Amendment of Local Government (General) Regulation 1993 The Local Government (General) Regulation 1993 is amended as set out in Schedule 1. 3 Notes The explanatory note does not form part of this Regulation.
