It is unfortunate that unless the panel has the power to delay development until they have made their report and it has been accepted by the government the Campbelltown koala population will have been seriously endangered by subdivision and the installation of new roads. I have referred to the koala population as the Campbelltown population, but this, of course, refers to all koalas living in the South West region of Sydney including Sutherland. HISTORY Although there were a few extinctions of native flora and fauna once the Aboriginal people had landed in Australia 40,000 years ago, perhaps even longer in the Cape York region, it wasn’t until Europeans arrived and cleared vast areas of bushland that the extinction of native animals escalated and in only 200 years we have become the continent with the most amount of extinction in the world.

    Appendix 4.2 Appendix Wollondilly River Wollondilly Subcatchment summaries Subcatchment Wollondilly River Subcatchment River Wollondilly At 2699km2, the Wollondilly River subcatchment is the largest in the Hawkesbury Nepean catchment. The Wingecarribee and Nattai subcatchments lie to the east, the Upper Wollondilly to the west, Mulwaree to the south-west, and the Kowmung and Lake Burragorang subcatchments to the north. The Tarlo River National Park protects a section of the major Tarlo tributary (Tarlo R2) and the river fl ows into the reserved lands associated with Lake Burragorang. The subcatchment contains signifi cant agricultural lands and associated industries, which were developed early in European settlement and carry through to the current time. As with many such areas, since European settlement the Wollondilly subcatchment has been signifi cantly altered. Signifi cant riparian and fl oodplain vegetation has been cleared for grazing, native riparian trees were replaced with exotic and invasive Willows (Salix spp.) and intact valley fi lls have been gullied due to changes in runoff . The subcatchment contains a rare river channel type in Reach 1 of the Tarlo River (Tarlo R1), the “Meandering lateral” river channel type, which is of high environmental signifi cance due to its rarity. Signifi cant community based environment activity exists in the subcatchment.     Canberra Investment Corporation Googong Water Cycle Project Ecological Assessments - Terrestrial Flora and Fauna Superb Parrot (Polytelis swainsonii) The Superb Parrot is listed as vulnerable under the EPBC Act and the TSC Act. The Superb Parrot occurs mostly in riparian forest or woodland and surrounding plains of the Murrumbidgee and Murray Rivers. It feeds mainly on the ground in Box-Gum Woodlands and wooded farmland within 10 km of the river, taking grass seeds and herbaceous plants, as well as fruit, insects, grain, flowers, nectar, berries and buds (DEC 2005q; Higgins 1999). It nests in hollows, usually in dead branches, but sometimes in holes in the trunk of a tall tree (Higgins 1999). The species is monogamous and is thought to maintain bonds year round (Higgins 1999). How is the proposal likely to affect the lifecycle of a threatened species and/or population? Some trees with hollows would be removed along Googong Dam Road and Old Cooma Road as a result of the proposal. The Superb Parrot has not been recorded in the study area, or within 10 km of the study area. This species is a rare breeding summer migrant to the ACT and is generally restricted to the northern parts near Hall, Gungahlin and Belconnen (Taylor, 1992) Competition for hollows in paddock areas is high, particularly from the Common Starling, which is abundant in the study area and has been observed nesting in tree hollows there. Given that the Superb Parrot has not been recorded in the area and wooded areas nearby contain better foraging and nesting habitat for this species than the study area, the removal of existing vegetation in the study area is not likely to affect the life cycle of the Superb Parrot.

    New South Wales under the Local Government Act 1993 His Excellency the Lieutenant-Governor, with the advice of the Executive Council, has made the following Regulation under the Local Government Act 1993. ERNIE PAGE, M.P., Minister for Local Government e The object of this Regulation is to amend the Local Government (General) Regulation I993 to provide that, for the years ending 30 June 1998 and 30 June 1999, certain councils will not be required to prepare a comprehensive state of the environment report. Any such council must instead prepare supplementary reports for those years that comply with specified requirements. This Regulation contains transitional matters only. This Regulation is made under clause 1 of Schedule 8 to the Local Government Act 1993. Clause 1 Local Government (General) Amendment (Reports) Regulation 1998 This Regulation is the Local Government (General)Amendment (Reports) Regulation 1998. 2 Amendment of Local Government (General) Regulation 1993 The Local Government (General) Regulation 1993 is amended as set out in Schedule 1. 3 Notes The explanatory note does not form part of this Regulation. The state of the environment report for the years ending 30 June 1998 and 30 June 1999 for a council that is specified in Schedule 4 need only be a supplementary state of the environment report, and is taken to comply with the requirements of clause 7G if it identifies any new environmental impacts since the council's last report prepared under section 428 (2) (c) of the Act.

    1 PART I GENERAL GEOLOGY GENERAL GEOLOGY Chapter 1 Introduction The areadescribed in this thesis, covering about 1500 square miles of the southern New England Tableland, lies within the Central Complex of north- eastern New South Wales, (Voisey, 1959), a belt of strongly deformed Palaeozoic sediments invaded by granitic intrusions of predominantly Permian age (see Fig. 1). Two major subdivisions have been made within the regionally metamorphosed rocks of this area, (see Map 1). Multi-folded, poly-metamorphosed rocks, herein named the Tia Complex underly a major portion of the area. These are intruded by a relatively small foliated pluton, the Tia Granodiorite, which occupies a more or less central position within these metamorphosed rocks and belongs to the Hillgrove Plutonic Suite of Binns et al (1967). In this respect the Tia Complex resembles the Wongwibinda Complex (Binns, 1966) lying some 70 miles to the north-north east. The other major subdivision consisting of sheared greywackes, slates and quartzites with some basic lavas occupies the area north-east and east of the Tia Complex.
